The Grant County Commissioners sessfon began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m,—9:20 a.m. J Strickler, ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 2,4
and 5,through 10 and 12. Items 3 and 11 were not ready for signature. The motion passed
unanimously.
, 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc.
2. Amendment A to Washington State Military Department Contract#E16-039 with Grant County,
by and through the Multi-Agency Communications Center(MACC), which modifies: (Approved)
a) the contract amount from $51,300 to $48,300 (a decrease of$3,000);
b) the FY16 CPD funding amount from $31,300 to $48,300(a decrease of$3,000); and
c) the Budget Sheet(Attachment C).
3. Anticipating: BOCC signature on Appointment and Oath of Office of Special Deputy Prosecuting
Attorney between Garth Dano, Prosecuting Attorney,and Anthony Menke of Menke Jackson
Beyer, LLP to serve as a Special Deputy Prosecuting A'ttorney to perform and render legal
assistance and counsel regarding labor law, employment law and personnel matters, and such
other matters and proceedings as required by the Prosecuting Attorney or designee. Term is
from final signature through December 31, 2016. (Not ready for signature)
4. For signature: Grant County application forms for Washington State Department of Commerce
Community Development Block Grant(CDBG), 2016 Public Services Grant No. 16-62210-005 for
$125,080,which will be administered through the Opportunities Industrialization Center(OIC) of
Washington:
a) Project Summary form; and (Approved)
b) Title VI Certification form. (Approved)
5. Resolution No. 16-020-CC Aufihorizing Execution of Grant County Intergovernmental
Cooperative Purchasing Agreement,Terms of Agreement, between Grant County and Pierce
County regarding contracting for the purchase of goods and services (ASC Action Item#6,
below). (Approved)
6. Grant County Intergovernmental Cooperative Purchasing Agreement,Terms of Agreement,
between Grant County and Pierce County regarding contracting for the purchase of goods and
services. Term is from date of signature until terminated by the parties. (Approved)
7. 2016 Recording Fee Surcharge Distribution Agreement between Gant County,the Housing
Authority of Grant County, and New Hope Domestic Violence and Sexual Assault Services
pursuant to RCW 36.22,179 and 1791 with a 30%distribution to New Hope and 70% distribution
to the HAGC. Term is January 1, 2016 through December 31, 2016. (Approved)

8. 2016 Recording Fee Surcharge Distribution Agreement between Gant County,the Housing
, Authority of Grant County, and New Hope Domestic Violence and Sexual Assault Services
pursuant to RCW 36.22.178 with a 40% distribution to New Hope and 60%distribution to the
HAGC. Term is January 1, 2016 through December 31, 2016. (Approved)
9, Adoption of Grant County,Washington Policy No. 1300, Discipline/Corrective Action. Effective
date is anticipated as March 15, 2016. (Approved)
10. Phase I of adopting the Grant County Community Wildfire Protection Plan, which involves BOCC
signature of the plan attesting to utilizing the process of involving the proper agencies for the
development of the plan. (Following signature of the State Forrester, Phase II for Grant County
will involve BOCC adoption by resolution.) (Approved)
11. Anticipating: Phase II of adopting the Grant County Community Wildfire Protection Plan—BOCC
Resolution for adoption of the plan (Resolution title not yet known). (Not ready for signature)
12. Washington State Department of Social & Health Services Contractor Information Update (for
existing DSHS contractors),for North Central Washington Behavioral Health (authorized signees
will be Doug England and Grant County Board of County Commissioners Chair Cindy Carter).

16-02, Moldboard Mount Asphalt Cutter(No Award-No Bidders); and Item 16-03 Bulk Oil System
to Northwest Pump and Equipment of Portland, OR in the amount of$4,645.10 (Approved)
2. Resolution for Jurisdictional Transfer which would transfer jurisdiction of Road R-NW, Roadlog

5. Recommendation to award the quote for the Rotary Mower Blades and Bolts to Braber
Equipment LTD in the amount of$3,406.97 including tax. (Approved)
6. Recommendation to award the quote for the Corrugated Metal Pipe to James Pipe and Supply,
Inc. in the amount of$15,572.90 including tax. (Approved)
7. Authorization to Call for Bids: 20-NE Rd. Reconstruction with a bid opening date of April 5tn,
2016 at 1:30 pm, (Approved)

10. Request to the County Road Department for Reimbursable Work between Grant County and
Adams County for Repairs to Bridge#430-3 include chiseling out existing grout, re-weld four
weld ties including one that has detached from the deck, and replace existing grout with
Kwil<bond Polymers Easy Patch material. To be completed no later than September 1, 2016 and

A motion was made by Commissioner Stevens,seconded by Commissioner Swartz to turn over
the bid to Public Works for their review and recommendation.The motion passed with 2
Commissioners in attendance. (The Commissioners approved the recommendation from the
Public Works Director to award the bid to DeAtley Crushing Company)
