HomeMy WebLinkAboutMinutes - BOCCCOMMISSIONERS' PROCEEDINGS Week of September 18, 2006 The Grant County Commissioners session was called to order at 9:00 a.m, with Commissioners Moore and Allison in attendance with the Clerk of the Board. Commissioner Stevens was out in the morning but returned that afternoon. The Chair of the Board was authorized to sign approval of the Special Occasion License Application of the Desert Aire Country Club, 505 Clubhouse Way, Desert Aire, WA 99349, froin the Washington State Liquor Control Board. The Commissioners appointed Dave Firebaugh to the Health Insurance Committee. The Chair of the Board was authorized to sign a Cooperative Agreement No. 68-0546-6- 014, Amendment No 1 between Grant County and the Natural Resources Conservation Service to extend the expiration date as shown to November 15, 2006. The Commissioners approved the recommendation of the Public Worlcs Director to award the Ephrata Landfill Drum Removal to Clean Harbors Environmental Services in the amount of $992,036,64. The Commissioners held a closed record public hearing regarding a Planned Unit Development (PUD) preliminary subdivision of the 695-acre Columbia River Reserve Master Planned Resort into 1171ots and implementation of the approved Master Plan. The proposal includes 1) The Sage Cliff Resort 2) The Cave B Estate Winery; and 3) The Inn at Cave B. The proponent is Familigia, LLC, and the location of the proposal is just south of the Gorge Amphitheatre on the east and west side of Silica Rd NW and north of Baseline Rd W; and includes poi�tions of S 36 & 32, T 19 N, R 22E, W M(Portions of parcels: 150028000, 150574000, 150574010, 150572000, 150573000, 150576002, 150576003, 201525000, and 201526000). Commissioner Allison moved to uphold the Planning Commission recommendation and approve the PUD as presented recognizing the 17 Conditions of Approval as presented and amended with a minor change to #1 OB adding "and/or Dept, of Health and Dept. of Ecology approvals as applicable"; and a minor change to #11C "to the western theatre area of the project"; and recognizing the 16 findings of fact adding the word "not" to #9. Commissioner Moore seconded and the motion passed with 2 Commissioners in attendance. The Commissioners appointed Vivian Peterson to the Housing Authority of Grant County. As there was no further business to come before the Board the session was continued until September 19, 2006. Page 1 of 4 COMMISSIONERS' PROCEEDINGS Week of September 18, 2006 September 19, 2006 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerlc of the Board. The Commissioners held a closed record public hearing regarding a PUD preliminary subdivision of 21.45-acres into forty-seven tracts, the smallest lot size being 2,408 sq. feet, with an emphasis on recreation related activities. Location of the proposal is adjacent to and above the Sunserra Resort in the Crescent Bar Recreational Area on the north side of Crescent Bar Rd and is in a portion of the SW quarter of S 18, T 20 N, R 23 E, W M. Commissioner Moore moved to uphold the Planning Commissions recommendation and approve the PUD preliminary subdivision as presented recognizing the 11 Conditions of Approval and 16 Findings of Fact; Commissioner Allison seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06-233-CC, a resolution approving the PUD (Site Development Plan) and Preliminary Plat of Riverview at Crescent Bar, ba passed. The motion carried. The Commissioners approved the recommendations oithe Human Resources Director to: • Change the salary, wage, and/or position changes for Jenny Ratigan to a Treatment Counselor position at Grant Mental Healthcare; • Increase the salary range �or the Director of New Hope Domestic Violence/Sexual Assault Services by 10% to a maximum of $4,276.00 monthly; and • Increase the salary ranges for the ARNP and the staff RN by seven percent and to also add the ARNP with Child Specialty and RN-Psych separate salary ranges. The Commissioners inet with the Public Works Director regarding: Request for Reimbursable Work for the City of Royal City; Interlocal Agreement for the Grant County Fuel Tax Redistribution Program; Execution of Contracts for the Maple Dr. Safe Route to School Project; 2:30 p.m. Franchise Hearing for Ochoa Foods; Last Gravel to Oil Committee Meeting is September 25th at 7 p.m. in the Public Works Meeting. Room; QUADCO Meeting on October 6th from 10 am — 12 pm in the Public Worlcs Meeting Room; ASPI Group request for Road Name Change; and I-90 Site Gun Club Proposal, The Chair of the Board was authorized to sign an Interlocal Agreement for the Grant County Fuel Tax Redistribution Program between the member agencies of the State of Washington to establish the Grant County Fuel Tax Redistribution Program. The Commissioners accepted the recommendation of the Public Works Director to approve the Request to the County Road Department for Reimbursable Work for the City of Royal City Public Works. Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of September 18, 2006 The Commissioners signed a contract between Grant County and Central Washington Asphalt, Inc. for the Maple Drive Safe Route to School (CRP 06-07) Project. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing of�cer as required by RCW 42.24.090, in the amount $946,965.42, as recorded on a listing and made available to the Board. The Commissioners held an open record public hearing regarding a franchise application from Ochoa Foods (OB-3 Resource Management, LLC) to construct, operate and maintain a food processing wastewater pipeline on certain County Road Rights of Ways for the purpose oi transporting process waste water from Warden, WA to a land treatment beneficial use farm in Adams Co, The pipeline will be installed along Rd U from approximately Rd 6 9/10 SE to Rd 6 crossing beneath Rd U near its intersection with Rd 6, from Rd U; the pipeline will be installed along Rd 6 to the Adams Co. line crossing the Lind Coulee attached to the County road bridge on Rd 6. Commissioner Moore moved to close tha public comment portion of the hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Allison moved to grant the Franchise application as presented, Commissioner Moora seconded and the motion passed unanimously. The hearing adjourned. The Commissioners signed an Order Granting Franchise and Franchise for the above OB-3 Resource Management project. The Commissioners approved the request of the Juvenile Court and Youth Services Administrator for a budget transfer within Fund #001, Department #117 in the amount of $950.00 to purchase a voicemail system for their Moses Lake office; and a budget extension hearing in the amount of $5,099.00 to receive a Community Juvenile Accountability Act grant. The Commissioners approved the recommendation from the Human Resources Director to approve the draft ADA Compliance Plan and schedule a public hearing to take comment on the plan. The hearing will be scheduled at a later date. As there was no further business to come before the Board the session was continued until September 20, 2006. Commissioner Moore was out and excused. The Chair of the Board was authorized to sign the following Final Plat Submission and Reviews: Wendell Madison (Wendell Madison Short Plat) File #06-4408-01; Victor Jansen (Montini Addition #3) File #02-3354-01; and the Douglas Berg (Berg Short Plat) File #06-4419- 01. As there was no fui-ther business to come before the Board the session was continued until September 21, 2006. September 21, 2006 The session was continued at 9:00 a.m. with Commissioners Stevens and Allison in I/ attendance with the Clerk of the Board.
