BOCC Action A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 through 4 on the ASC Agenda as presented. The motion passed unanimously, 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration, (Approved) 2 3 4. Agreement Regarding Use of County Property between Grant County and Elegy West, LLC for property situated within Grant County's parcel numbers 170082000 and 170082001, the same commonly known as Grant County's Portion of the Moses Lake Sand Dunes, (Approved) Addendum to Services Agreement between Grant County and GSI Water Solutions, Inc., which changes the Scope of Work's duration to December 31, 2013, or upon completion of necessary well-sites, whichever should come first. (Approved) Grant County Request for Reimbursement No. 11 on CDBG Public Services Grant No. 12-65400- 002 with the Department of Commerce and administered through the OIC of Washington in the amount of $15,739.02. (Approved) 5. Small Works Roster Improvement — Request for Grant County to Join MRSC Rosters; this has an annual membership fee of $120.00. Appointment of Jerry Gingrich to the Veterans Advisory Board to a 4 year term beginning April 23, 2013 through April 22, 2017, replacing Gail Sorlein. (Approved) 4. New license application for Tumbleweeds Bar and Grill, 124 Frontier Way W, Mattawa, WA 99349, from the Washington State Liquor Control Board. (Approved) EMERGENCY MANAGEMENT 5. Request for proclamation to proclaim April 21-27, 2013 as Volunteer Appreciation Week in Grant County. (Approved) HUMAN RESOURCES 6, Personnel Action Request Recommendation regarding a request from Juvenile Court and Youth Services to make an Emergency Hire for an Hourly "other" classification employee for a limited time until an empty position can be filled. The Director recommends approval. (Approved, noting that this position will be hired at an hourly rate of $15.00 per hour) 7, Personnel Action Request Recommendation regarding a request from Juvenile Court and Youth Services for an exception to the hiring freeze to hire 2 Regular Full Time Legal Secretaries due to a promotion and resignation. The Director recommends approval. (Approved) 8. Personnel Action Request Recommendation regarding a request from the Prosecuting Attorney's Office for an exception to the hiring freeze to hire 1-Deputy Prosecuting Attorney I, II, or III due to a recent resignation. The Director recommends appraval. (Approved) GRANT INTEGRATED SERVICES 9. Request to expend $4,531.80 to install a commercial door in their Moses Lake office hiring Walz Construction. (This item is being held until the April 30, 2013 Consent Agenda for further review.) PR05ECUTING ATTORNEY'S OFFICE 10. Request to amend their Advance Witness Fees Revolving Fund #001, Department #109 from $10,000.00 back to $5,000.00 as the State v. David Nickels trial has concluded and the extra $5,000.00 is no longer needed. (Approved, Resolution No. 13-024-CC) 3;30 p.m. — 3:50 p.m. D Firebaugh, Auditor's Office Update 4:00 p.m. — 4:20 p.m. J Gingrich, Sheriff's Building at Fairgrounds Discussion Page 3 of 4 Grant County Commissioners Minutes Week of April 22, 2013 MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $637,272.17, $174,847.48 and $120.00, as recorded on a listing and made available to the Board, The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of $10,900.79. The Commissioners approved and signed the Grant Public Worl<s County Payroll Salary Fund for April 19, 2013. Request from Grant Integrated Services for approval of a possible emergency purchase of a 120 gallon water heater for their Moses Lake office. (It was determined that no purchase was necessary) TUESDAY, APRIL 23, 2013 Commissioners at Lane v. Grant County Trial (Spokane) 4:05 p.m. — 4:10 p.m. Office Building Renovation Architectural/Engineering Design Services Request for Qualifications (RFQ) Submittal Opening The following RFQ's were received: 1. Driftmier Architects Inc. 2. The DOH Associates 3. Loofburrow Wetch Architects 4. Cal Jordan Associates 5. Forte Architects, Inc.
