agencies, and/or the Grant County Public Utility District, Term is January 1, 2013

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to turn the
bids over to Public Works for their review and recommendation. The motion passed
unanimously.
2:00 p.m. — 2:20 p.m. Open Record Public Hearing, James Kimble Franchise Hearing
The Commissioners held an Open Record Public Hearing to consider a franchise
application from James Kimble to construct, operate and maintain domestic irrigation pipe line
on certain County Road Rights-of-Way within Grant County for the purpose of irrigating approx.
100-200 acres located along 6-SE Road from R-SE Road approximately .5 miles east toward
S-SE Road, and located in S 31, T 18, R 30 WM.
Derek Pohle, Director and County Road Engineer, Public Works discussed the franchise and
stated he has no problem with approving this franchise.
Cornmissioner Stevens moved to close the public comment portion of the hearing.
Cornmissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz
moved to approve the franchise as presented. Commissioner Stevens seconded and the motion
passed unanimously. The hearing adjourned. (Approved and signed the order granting the
franchise)
2:30 p.m. — 2:50 p.m. D Lee, Prosecuting Attorney's Office Update
Pursuant to RCW 42.30.110(1)(i) Commissioner Carter called an Executive Session to order at
2:38 p.m. to go until 2:43 p.m. regarding the REC Litigation. In attendance were Commissioners
Carter and Swartz, and Lee Pence, Civil Deputy Prosecuting Attorney. Commissioner Carter
closed the session at 2:43 p.m.

HUMAN RESOURCES
Personnel Action Request Recommendation regarding a request from Facilities and
Maintenance for an exception to the hiring freeze to hire 1-Regular "Other" Classification
Maintenance I Position (On-call) to assist with coverage when regular full and part time
employees are scheduled for accrued leave. The Director recommends approval.
4:00 p.rn. — 5:00 p,m. Open Public Meeting to take Public Comment on the Phase Out of the
County Drop Box System
The Commissioners held an Open Public Meeting to take comments on the recommendation of
the Solid Waste Advisory Committee (SWAC) the phase out of the county drop box system.
Kathy Bohnet, Mayor Wilson Creek discussed the need for a drop box site in in Wilson Creek.
Maybe go down to 1 day of week instead of 2. She believes this is a responsibility of the County
to I<eep the drop boxes open. Cut costs by cutting hours,
Commissioner Carter stated that Consolidated does have curbside county-wide and Lakeside
also provides this service.
George Astler, Desert Aire, states that Consolidated will be costly. If Chese stations are closed
littering will be a problem. He believes going down to 1 day a week would be appropriate,
Rick Heiberg, Mayor, Coulee City read a letter to the Board of Commissioners from the Coulee
City, City Council and Mayor not in favor of the drop box closure,
Commissioner Stevens stated the County would continue to support the cities with dumpsters
for their community cleanup days. He wants to know if Consolidated will recycle. He doesn't
think so. He thinks more recycling at the drop box centers could off-se�C the cost.
Commissioner Swartz talked about Coulee City selling of tires to a Company in Montana.
George Astler asked the Commissioners to ihink of when the County closes all the drop boxes...
what does the County have planned for the garbage?
Commissioner Stevens stated the drop boxes were only supposed �o "�ridge" iche citizen with
the landfill.
Commissioner Swartz stated the citizens will need to get involved and plan for the the possible
closure.
David Williams, Desert Aire, didn't thinl< the county was in the business to make money. The
Communities want to keep the drop boxes open and the Commissioners should spend the
county tax payer's money wisely. Private services are always more costly. He believes all tax
payers should pay for these services. His thought is a surcharge on garbage to subsidize the drop
boxes.

Larry Couch, President of the Desert Aire Homeowners Association, brought forth a petition
from the Association to keep the drop box open.
Cheryl Wolff, Desert Aire, wanted to confirm the hourly rate of $64.00 per hour to picl< up large
items. She believes this is cost prohibitive. She does not believe that illegal dumping is going on
at their drop box so she does not why the drop box tonnage went up so high from 2011-2012.
She wonders if Waste Management would come and man the drop boxes and asks the
Commissioners to do so.
Mark Wash, Ephrata, works for Consolidated Disposal and is a member of the Solid Waste
Advisory Committee (SWAC). They will picl< up anything and everything that the landfill will take
except contractor's items. They are regulated to provide this service but there are fees
attached. He also knows of some recycling firms throughout the county that will pick up
washer/dryers free of charge. He says there is no hourly fee if the truck will already be in the
area.
Kathy Bohnet — What does the county receive from franchise fees from the outside dump
agencies to dump in the county? Commissioner Stevens stated the county receives nothing.
Derek Pohle stated the franchise fees and taxes are paid to the state and these are granted by
the State of Washington.
David Fast — Eagle Springs Ranch, Wilson Creel<— lives 15 miles down a dirt county road, and
another 5 miles on private drive—who will come and get their garbage? Where will they put their
garbage? Commissioner Carter stated CDSI would have to pick up their garbage, they are
required by law to,
Dale "Bob" Correia — works at the Hwy 28 drop box and agrees it would be beneficial to close on
Mondays and be open on Saturdays to be able to keep the drop box open. He asl<ed if the drop
boxes were in "the red" because of the moving of the landfill front entrance and the new scales.
Derek Pohle stated no.
Donna McClung-Blackman — Wilson Creek Machine —She speal<s on behalf of her and her
husband and as small business owners they support the dump si�e and �ake metal there. More
cost effective than driving down to the landfill in Ephrata.
Mayor Rick Heiberg — Coulee City — Asked of Derek Pohle, if we close, what will be cost of
cleaning up the roads because of closing the drop box. Derek Pohle responded stated the closing
of previous drop boxes has no statistical data of an increase in dumping along the sides of the
road.
Commissioner Swartz stated this would be a"phased" process if it is approved. This will not
happen overnight.
Kathy Bohnet — during the town cleanup the citizens receive 3 certificates - it would be more
effective if the coupons could be spread out over the year, not just used in 1 month.
