J Strickler,ASC Update and Misc BOCC Action A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 2 through 6 on the agenda as presented. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration, etc. (Approved) 2. Correction to Grant County, Washington Policy Number 1600, Other County Operations/ Procedures to correct footer's policy number reference from 1500 to 1600. (Approved) 3. BOCC Adoption of updated Grant County Central Safety Committee Charter. (Approved) 4. Signature Authorization Form and Amendment A to Washington State Military Department Grant#E16-073 with Grant County, by and through Grant County Emergency Management. The amendment changes the expiration date from March 31, 2017 to August 31, 2017, and replaces the original Work Plan (Exhibit C),Timeline (Exhibit D), and Budget (Exhibit E). The new dollar amount for the grant is $42,500. (Approved) 5. Memorandum of Understanding for an Office on Violence against Woman (OVW)Transitional _ ____ No_using Gr_ant_between_Domestic_V_iolence-Housiag-Fir-st-(-D-V-HF)-South-Ge-ntral-Regional Coalition (Community Housing, Homeless and Service Agencies) and New Hope Domestic Violence and Sexual Assault Services.The term is February 24, 2016 through the duration of the WVW Transitional Grant application and award administration. (Approved) 6. Amendment to the Washington State Coalition against Domestic Violence (WSCADV) contract with New Hope Domestic Violence and Sexual Assault Services adding$22,500.00 to the contract. The effective date of the amendment is February 11, 2016. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of$465,086.90 and $930,00, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the Shirley Morris (Stephen, Paul and John Jr.) (Morris FU 113 Short Plat) File# P 15-0061 preliminary (P 15-0157 final). Recommendation to approve the request of the Grant County Sheriff's Office to purchase the following Public Works Vehicles: Vehicle Nos. 7035 and 7037,for the amount of$2,499,00 each. (Approved) 2:00 p.m.—2:20 p.m. Open Record Public Hearing, McAndrews Road Vacation (continued from February 9, 2016) The Commissioners held an Open Record Public Hearing to consider vacating a certain county road and right of way known as McAndrews Ave, Roadlog 41615 from Mileposts 0.15 to .27 in S 8,T 19 N, R 28 E, WM. This hearing is being continued from February 9, 2015. -- - - Jeff-Tincher,—Public-Worl<s-Director,—read into the rec6rd the following ngineers Report: The Board of County Commissioners of Grant County Washington has received a petition to vacate that portion of County Road being all that portion of County Road McAndrews Ave., Road Log Number 41615,from Mile Post 0.15 to Mile Post 0.27, lying in Section 8 of Township 19 North, Range 28 East W.M., all in Grant County, Washington, as highlighted on the attached Exhibit A. The first public hearing wps held at 2:15 PM, February 9, 2016 and is continued today, March 1, 2016 at 2:00 PM. A Notice of Continuation of Hearing was sent out to all signed in attendees of the first public hearing or who contacted the Board of County Commissioners. At the first public hearing the proponents were tasked with staking their property boundary to verify that the entire petition to vacate a portion of McAndrews Ave. was on their property. On Tuesday, February 23, 20161 visited the site and observed that the entire petition to vacate portion of McAndrews Ave was on the proponents'property. Exhibit E, attached, pictures taken on February 23,2016 that show the staking in relation to the road. Page 4 of 7 Grant County Commissioners Minutes Week of February 29, 2016 The proponents of the pet'ition own the majority of the frontage along the petitioned County Road. McAndrews Ave has a prescriptive Right-of-Way and is on the active County Road System. Al/affected parcels are either owned by the proponents or have frontage on other currently maintained public roads. 1 find that, this section of County Road is not necessary and usefu/to the public and the public would be benefitted by its vacation and abandonment. Mr. Tincher went through the pictures he provided and put on the screen. Yuriy Sorochuk asked Mr.Tincher if the road actually exists and recorded like McAndrews? He understood that it was not. Jeff Tincher stated there is not an established right of way for this section of road, it is a prescriptive right-of-way. The County has done some maintenance and it has a roadlog and a milepost number. If the vacation is approved,there is not easement documents because this doesn't exist based upon recorded documents. It's just in the roadlog system and maintained it. It would be removed from the active road log. Mr. Sorochuk stated this all started when he decided to put up a fence on his property, he was not going to put it on the right-of-way. Sterling Knudson, I<nudson Land Surveying, clarified that when the plat was filed and through the review/title report,there is no given record of this road being in place, it's by prescriptive right only. Commissioner Swartz moved to close the public comment portion of this hearing. Comrnissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to approve the recommendation of the Public Works Director and vacate this portion of McAndrews Ave., as presented. Commissioner Swartz seconded and the motion unanimously. The hearing adjourned.
