Item 2 is out for legal opinion and item 8 was denied. The motion passed unanimously, 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2, Anticipating: First Amendment to Interlocal Agreement Between the Counties of Adams, Ferry, Grant, Lincoln, Okanogan, Pend Oreille, Stevens, and Spokane for Mental Health Treatment and Services. The amendment changes Sections 3.4.1 and 6.2.3. (On hold for legal review) 3. Project Summary sheet for BOCC Chair signature; accompanies the County's upcoming application for CDBG Public Services Grant No. 13-65400-005 for 2013-2014 funding for the provision of public services to low income persons in Grant and Adams counties through Opportunities Industrialization Center (OIC) of Washington, Yakima office. (Approved) 4. 2013 Health Services Agreement (Youth Services) between Grant County and the Ephrata Medical Center. Term is January 1, 2013 through December 31, 2013. (Approved) 5. Grant County Payment Request #7 to Washington State Department of Commerce on Emergency Solutions Grant (ESG) No, 13-46107- 008, administered through the Grant County Housing Authority, in the amount of $4,743.52. (Approved) 6, Grant County's Request for Reimbursement #15 on Washington State Department of Commerce Housing and Essential Needs (HEN) Grant No. 11-46204-511, administered through the Grani County Housing Authority, in the amount of $19,142.60. (Approved) Page 2 of 6 Grant County Commissioners Minutes Week of March 11, 2013 10:00 a.m. —10:15 a,m. 10:30 a.m. —10:45 a,m, 7, Grant County Payment Request #14 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No. 12-46108-10, administered through the Grant County Housing Authority, in the amount of $6,168.43. (Approved) 8. Request for reimbursement for expenses to retain independent legal counsel in Jones v. Anderson, et. al. USDC No. CV-188-EFS from Stephen Hallstrom. (This item is being denied) 9. Agreement between Grant County (by and through the Sheriff's Office) and the Town of Coulee City regarding Law Enforcement Services. The term is March 1, 2013 through December 31, 2015. (Approved) Commissioners Office Safety Meeting Citizen Public Comment Period Darel W. Olson, Moses Lake came to the public comment period to discuss a petition from 1997 regarding Rd 12 NE. The petitioners feel it is a safety hazard and needs to be brought up to county road standards as soon as possible. Mr. Olson showed a video tape of the area and how it is still a gravel road 16 years later. The Commissioners stated they would speak to Public Works about this issue. Oscar Perdomo of Desert Aire came to discuss the Mattawa Soccer League that was established in 2011. There were over 450 men from ages 16-40 who played last year. His request is for the County Commissioners to study land possibilities for 6 new soccer fields. Right now they are renting a school soccer field. 11:00 a.m. —11:20 a.m. Open Record Public Hearing, Northland Cable Franchise Renewal The Commissioners held an Open Record Public Hearing to consider a franchise application from Northland Cable Television Inc. to operate and maintain a cable system within the Corporate Boundaries of Grant County. Lee Pence, Civil Deputy Attorney has been working with Northland Cable to finalize the Ordinance presented today. Commissioner Swartz moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens mnved to approve �he franchise as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. Comrnissioner Swartz moved to close the public comment portion of the hearing. Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to approve the franchise as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. Request to the County Road Department for Reimbursable Work: Between Grant County Fairgrounds and Public Works to utilize the Public Works Dept. expertise on the bidding process to a maximum of $3,000,00. (Approved) Bid Opening, Equipment Contract 2013-10 (Sorting Conveyor) The following bids were received: 1. Recycle and Equipment Mfg. $12,737.00 2. The C.S. Bell Co $11,463.00 3. The C.S. Recommendation from the Veterans Advisory Board to reappoint I<en I<oplin, Pete Harris, Gayle Sorlien, and Ken Slininger, all to a 4 year term, beginning March 15, 2013 through March 14, 2017, (All were Approved) 4. After receiving applications, the following citizens will be appointed to the Planning Commission for a 4 year term beginning April 1, 2013 thought March 31, 2017: Carol Dawson, Dale Anderson, and I<evin Richards, replacing Dale Walker, Jon Hatt, and James turner. Public Disclosure Commission form L-5 in the amount of $1,050.00 for Lobbying by State and Local Government Agencies between Grant County and Jim Potts for legislative analysis, and lobbying regarding legislative issues affecting rural counties. (Approved) TECHNOLOGY SERVICES 10. Request to proceed with the Capital Outlay purchase and installation of the VoIP Phone System for Grant County offices/departments. (Appraved, wi�h fhe caveat that the District Court video arraignment is completed first) HUMAN RESOURCES 11. Personnel Action Request Recommendation regarding a request from the Prosecuting Attorney's Office to start a new Legal Secretary III position employee off at a step higher than 1-3, Band 8 Step 7. Request to surplus a Second Chance Ballistic Vest (S/N: 10116295/94) and gift it to the Mattawa Police Department for use by one of its officers, (Approved, Resolution No. 13- 017-CC) FAIRGROUNDS 13, Request to utilize the Public Works Department to relocate material donated by the Washington State Department of Transportation, amount not to exceed $3,000.00. (Approved) 14. Request to award the quote for the concrete slab for the new Open Air Structure to Central Washington Excavation in the amount of $10,000.00 plus tax. (Approved) 15. Review and appointment of 2 citizens to the Fair Advisory Committee. Applications/letters were received from Lucinda West, Thomas James Lee, Marjorie Hancock, Judy Nelson, Lisa Garmon, and Mary Harrington. (The Commissioners appointed Judy Nelson and Lisa Garmon to the Commission. See (etters dated March 18, 2013) ASSESSOR'S OFFICE 16, Resolution rescinding Resolution No. 2013-013-CC and adopting a new resolution amending the Grant County Levies for 2013 Taxes (the Fire Districts Pro-rated amounts were left out ofi the original spreadsheet). (Approved, Resolution No. 13-016-CC) 4:00 p.m. —4:30 p.m. Department Head Review MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $104.04, $159,442.45, $165.44, $101,145.58, $664,797.10, and $1,106,656.82, as recorded on a listing and made available to the Board. The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund far March 8, 2013 payroll. The Comrnissioners approved and signed the Grant County Payroll Authorization form for the February 25 and March 8, 2013 payrolls.
