GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, FEBRUARY ii, 2oi�:
The Grant County Commissioners session began at 8:3o a.m. with Commissioners Carter and Swartz in
attendance. Commissioner Stevens was at a Best Settlement Meeting in Seattle and excused.

A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items i, and 4
through i1 on the ASC Agenda as presented. Items 2 and 3 were not ready for signature. The rnotion
passed unanimously.
x. Possible vouchers for Interfund Communications, insurance,
and/or grant administration. (Approved)
2. Anticipating: Agreement Regarding Juvenile Court
Administration between Grant County Superior Court and the
Board of County Commissioners. Term is January i, 2o1g through
December g1, 2oi6. (Did not arrive for signature)
3. Anticipating: Memorandum of Understanding between Gran�
County and REC Silicon, Inc. to improve the current public
warmng system by taking advantage of current technology and
initiating the timely purchase and transition to a newer system
with REC-donated software and materials which will provide for
mass notification and public warning. (Did not arrive for
signature)
4. Industrial Cooling Equipment Maintenance Agreement between
Grant County and Sno Valley Process Solutions of Spolcane,
Washington, for Grant County Facilities, Mental Health Building.
The term is February 1, 2oi3 through January 3i, 2016.

5. 2o1g Contract Amendment (Grant County — Solid Waste
Employees) between Grant County and International Union of
Operating Engineers, Local No. 280. The amendment modifies
language in the following areas: Article/paragraphs 12.2 and i4•5•

Grant County and Sno Valley Process Solutions of Spokane,
Washington, for Grant County Facilities, Courthouse. The term is

Grant County and Sno Valley Process Solutions of Spolcane,
Washington, for Grant County Facilities, Jail Building. The term is

8. BOCC action on Strategic Infrastructure Program (SIP) Advisory
Committee recommendation regarding SIP #2o12-i1, the City of
Warden's request for a$400,00o grant for Phase 2 of its Water
System Improvement. This is an "out of cycle" request based on
an emergency need to decommission the City's backup well and
still meet the needs of food processors and residents in the
summer of 2013. (Approved)
9. Grant County Payment Request #6 to Washington State
Department of Commerce on Emergency Solutions Grant (ESG)

A group of citizens came in to discuss their Current Use / Open Space property Assessment and had
questions for Laure Grammer.
Rick Berens — Said some of the issues they have are properiy owners who own less than 2o acres it's
easier to continue with the Current Use Assessment.
Jeff Powell — Why did his current use value went frorn 64o to 40o but his taxes went up from
$40,00o to $60,00o in value. He understood that if his current use value goes below 50o then his
taxes shouldn't have gone up.
Laure Grammer discussed the Current Use Advisory Committee and the roll that they play in
setting the land values.
Jeff Powell and Laure Grammer discussed his situation.
There are 2 basic classifications:
a. Current Use Open Space Ag- 2o acres or greater, if you can maintain an agricultural use
income (commercial type industry, lease or raising crop) you are eligible to maintain in this
prograrn. This allows you to pay a tax based on the income the land produces.
b. Current Use Open Space Ag - less than 2o acres you must prove their income to remain in
this classification. Laure showed a form, Notice of Continuance (rarm Ag Plan Form) that
she and Pam Hill completed to assist in the program.
g methods of auditing:
a. Less than 2o acres by inspection cycle, she notifies the owner to fill out the Farm Ag Plan
and show her their income.
b. Eveiy sale must have a Farm Ag Plan filled out before the docurnent can be recorded.
c. Any piece of classified ground, when it in inspection cycle, she must see the lands obvious
use, and fill out a Farm Ag Plan.
The Assessor's group fought and won for a provision in the law that states is when a citizen
purchases property in Current Use and they have never changed the use from what it was used
before, it can come out of the program bacic at inarleet value and there is no compensating tax.
Pam Hill discussed Mr. Powell's situation and discussion ensued.
Rick Berens - aslced questions of Laure Grammer and discussion ensued.
Jeff Powell and Laure Grammer discussed the possibility of Conservation Ag. Mr. Powell aslced
why these rules are now being enforced and weren't in the past? Laure Grammer stated she has
been enforcing these rules since she was elected to office. Her predecessors did not.
Ellen Kosa asked about Conservation Ag and if it is a classification of Current Use. Laure Grammer
stated yes.
Terri Hunter — stated that it is becoming more apparent that the Current Use system is fair.
Pam Hill — Public Benefits Rating System this was discussed. This has not yet been implemented in
Grant County. The Commissioners thanlced everyone for coming in today.

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $5ii,28�.09, $158,88i.o6, and
$686,842.57, as recorded on a listing and made available to the Board.
The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of
$2O�75i.15.

Final Plat Submission and Review.
The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for February

A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to turn over the
bids to Public Works for their review and recommendation. The motion passed with 2
Commissioners in attendance.

A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to turn over the

Commissioners in attendance.

Pursuant to RCW 42.go.rlo(1)(i) Commissioner Carter called an Executive Session to order at 2:55
p.m. to go until3:oo p.m. regarding the REC Settlement Agreement. In attendance were
Commissioners Stevens, Carter, and Lee Pence, Civil Deputy Attorney. The session was then
continued to 3:03 p.m. Commissioner Carter closed the session at g:og p.m.

Group County Representatives. (The BOCC picked
Commissioners Paul Jewell (Kittitas Co) and Ron Walter

. Recommendation from the Grant County Mosquito Control Board,
District#i, to reappoint Marilyn Meseberg to the Board of Trustees for

6. Request to purchase an Automated External Defibrillator (AED) unit

American Academy of Professional Coders (AAPC) Conference from

8. 2012 budget extension request for Directions in Community Living -
Developmental Disabilities in the amount of $8i,000.00 to account
for additional expenditures related to increase grant funding that

9. Recommendation to let all Geographic Information Interlocal
