A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1, g

signature. The motion passed unanimously.

State Department of Commerce Housing and Essential Needs (HEN)
Grant No. �1-46204-511, administered through the Grant County
Housing Authority, in the amount of $22,4o8.g1. (Approved)

Administration between Grant County Superior Court and the Board

The amendments to 2g.o4 and 23.08 are minor houselceeping changes. The change to 25.02 adds the
definition of Flea Markets to the UDC and defines them. Commissioner Stevens moved to close the
public comment portion of the hearing. Commissioner Swartz seconded and the motion passed
unanimously.

Commissioner Swartz moved to approve the recommendation of the Planning Commission and the
changes to the UDC recognizing the 4 Findings of Fact as presented. Commissioner Stevens seconded
and the motion passed unanimously. The hearing adjourned. (Approved, Ordinance No.1g-

9�4o a.m. — 9:5o a.m. Open Record Public Hearing, Unified Development Code Amendment to
Ch. 23.i2.o75 Clustering Standards
The Commissioners held an Open Record Public Hearing to consider Unified Development Code
Amendment to Ch. 23.12.075 — Clustering Standards. The proposed amendments are adding Rural
Community as an applicable zone, the addition of minimum lot size for I�AMRIDS and the addition of
Rural Community to Table 4-Number of Dwelling Units per Cluster.
Tyler Lawrence stated the proponent is the Grant County Public Utility District #2 (PUD) and
would be implemented County wide in the Rural Community Zones. The Planning Commission
recommends approval. The communities that will be affected are Schwana, Beverly, Wheeler,
Parleer Springs, White Trail, Royal Camp, Trinidad, Wanapum Village, and Marine View Heights.
These are unincorporated areas (LAMIRD) and the changes will be to clustering standards to add
Rural Communities to the list of zones in which clustering is allowed. Currently it is not allowed.
They would like to change the minimum lot size allowed by clustering. Currently it is 7 acre
minimum lot size and the PUD would lilee to change the allowed size within LAMIRD areas to 1/4
acre. This is not changing the density, just the intensity to allow 1/a lot sizes through clustering.
Also added will be 8 maximum number of development units per clustering unit and dependent
upon the lot sizes having proper water and sewer.
Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to approve
the recommendation of the Planning Commission and the changes to the UDC recognizing the 5
Findings of Fact as presented. Cornmissioner Swartz seconded and the motion passed

A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to turn over
the bids to Public Works for their review and recommendation. The motion passed unanimously.

Pursuant to RCW 42.go.11o(1)(i) Commissioner Carter called an Executive Session to order at
2:3� p.m. to go unti12:52 p.m. regarding REC and Ochoa Litigation, In attendance were
Commissioners Stevens, Carter, Swartz, Lee Pence, Civil Deputy Attorney, and Laure Grammer,
Assessor. The session was then continued to 2:55 p.m. Commissioner Carter closed the session
at 2:55 P.m.
