Pursuant to RCW 42.3o.iio(x)(i) Commissioner Stevens called an Executive Session to order at
9:04 a.m. to go unti19:i9 a.m. regarding REC Litigation. In attendance were Commissioners
Stevens, Carter, Swartz, Laure Grammer, Assessor, Terry Lacicie, Attorney, Darryl Pheasant,
Treasurer, and Lee Pence, Civil Deputy Attorney. The session was then continued to 9:29 a.m.
Commissioner Stevens closed the session at 9:29 a.m.

2013 Grant County Budget Discussion
Citizen Public Comment Period
Donna Bottineau came to discuss her non-profit organization "The Hope Agency Family Services"
for visitation services and child transfer services in custody situation/CPS related situations. This
organization also teaches life sleills. She has come today to see about getting on Grant County's
provider list. She would like her organization to be on the list for Family Services. Ms. Bottineau
has provided Superior Court Commissioner her information and we now realize she wanted a
meeting with Commissioner Chlarson. The Commissioners gave her other organizations to
contact.
Randy Boruff came today to discuss the 2o1g/2o�4 Babe Ruth World Series and asleing the
County to be a corporate sponsor. Commissioner Carter stated the County wouldn't be able to
sponsor such a group but that Tourism has a Grant for advertising, The Board also recommended
the GC EDC for information.

Application
The Commissioners held an Open Record Public Hearing to consider an application for
Classification as Open Space Land for Current Use Assessment under Chapter 84•34 RCW from
Randall and Kristi Robinson, 7491 Stratford Rd NE, Moses Lalee, WA (Parcel No. 190383000).
The total acres in the area are g.2 acres and the change requested is to Farm and Agricultural
conservation.
Commissioner Carter rnoved to close the public comment portion of the hearing. Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve
the change in classification as presented. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Approved, signed the Open Space Taxation

The Commissioners approved and signed the Grant Public Worlcs County Payroll Salary Fund for
November i6, 2012.

A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items i
through 3, 5 through �,11 and i2, and i6 on the ASC Agenda as presented. Items 4, 8 through 10, and ig
through i5 did not arrive for signature. The motion passed unanimously.
i. Possible vouchers for Interfund Communications, insurance, and/or

Thresholds by increasing capital purchase approval by the Board of

County and Ross Miller, a Washington State Bilingual (Spanish/English)
Court Certified Interpreter, for the provision of interpreter services to

Moon Security Services for the provision of guard services on designated

Pursuant to RCW 42.go.11o(i)(i) Commissioner Stevens called an Executive Session to order at
2:33 P•m. to go unti12:48 p.m. regarding REC and Ochoa Litigation. In attendance were
Commissioners Stevens, Carter, Swartz, and Lee Pence, Civil Deputy Attorney. The session was
then continued to 2:55 p.m. Commissioner Stevens closed the session at 2:55 p.m.

A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to approve items 1

Parr was not appointed to the Current Use Advisory Committee. Item 1i was denied as it would be gifting
of public funds. The motion passed unanirnously.

EMERGENCY MANAGEMENT
14. Request to purchase Voice over Internet Phones (VOIP) for their new
office at the Fairgrounds and Emergency Coordination Center (ECC).
Grant County Technology Services will be in charge of the project
and the approximate cost is $5,400.00. (Approved)
HUMAN RESOURCES
15. Personnel Action Request Recommendation regarding a request
from the Sheriff's Office to re-classify and Re-band the Control Room
operator position from a Band 4 to a Band 6. The Director
recommends approval. (Approved)
16. Personnel Action Request Recommendation regarding a request
from the Assessor's Office to create an Appraisal Analyst Position
and Band it at Band ig. The Director recommends approval.
