A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to approve items 1
through 5 and io through i2 the ASC Agenda as presented. Items 6 through 9 did not arrive for signature.
The motion passed unanimously.
i. Possible vouchers for Interfund Communications, insurance,
and/or grant administration. (Approved)
2. Contract Agreement, Mental Health Services, Mental Health
Block Grant No. i2-MHBGi4�2, between Spokane County, by
and between the Spokane County Regional Support Network, a
division of Spokane County Community Services, Housing, and
Community Development Department, and Grant County, by
and through Grant Mental Healthcare. Term is October i, 2012
through June 30, zoi3 with funding in the amount of

g. State of Washington Department of Commerce Community
Mobilization InteragencyAgreement No. Si2-34002-iig,
Amendment A, which adds $ii,65i.00 for the second year of the

4. Agreement Regarding Use of County Property for Public Purpose
between Grant County and Cumulus for a fundraising event for
"The Marty O'Brien Memorial Scholarship Fund", Brewers'
Harvest Expo, which will be held at the Courthouse and

5. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County Superior Court (Adult
Felony Only) Full Time Contractors between Grant County and

Community Health to provide education and information

Contract between Grant Couniy and James W. Potts for
legislative representation in Olympia, Washington, during the

SIP #2009-0�, Port of Royal Slope's Second Well Project, in the
amount of $50,000.0o and 25% of the Grant County EDC's

Citizen Public Comment Period
Gary Baker, Director of Technology Services, came at the request of the Commissioners to discuss
the request from the Columbia Basin Herald to add a link to our Grant County website to their
new Grant County Magazine put forth by the CBH and the Grant County Economic Development
Council. Commissioner Swartz stated her concern that this magazine is primarily for advertising
purposes and do we want to open the website for advertising? She also states if we approve this
request a disclaimer would be in order to indicate that the County was making no actual or
implied recommendations or approvals regarding the linlcs on the website. Dave Firebaugh,
Auditor, was interested in the possibility of adding the Allied Arts to our website. The
Commissioners stated they would need to review this issue and discuss this further.

Open Record Public Hearing, Disbanding of the Board of Adjustment
The Comznissioners held an Open Record Public Hearing to consider the disbanding of the Board
of Adjustment (BOA). The BOCC held a hearing on May 29, 2012 amending the Unified
Development Code which reassigned the duties of the BOA to the Hearings Examiner. On June
5, 2012, Ordinance 12-o85-CC was signed memorializing this action. It was recommended by the
Planning Department to disband the BOA. Commissioner Carter moved to close the public
comment portion of the hearing. Commissioner Swartz seconded and the motion passed
unanimously. Commissioner Swartz rnoved to disband the Board of Adjustment and reassigns all
of its duties to the Hearings Examiner. Commissioner Carter seconded and the motion passed

Open Record Public Hearing, Capital Expenditures / Buildings Budget
Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension in the
amount of $�24,000.0o to the Capital Expenditures/Buildings fund to purchase
property/building located at 264 W Division Street, Ephrata, WA 9882g. The Department of
Community Development will move into this space within a year.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Swartz seconded and the motion passed unanirnously. Commissioner Swartz moved to approve
the budget extension as presented. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No.12-o58-CC)

Management Budget �xtensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests:
i. Sheriffs Office Fund #001, Department #ii4 in the amount of $15�450.0o to cover 2
months wages and benefits of a new Detective position for their Major Crimes Unit.
2. Emergency Management Fund #io2 Department #144 in the amount of $3,058.00
for an amendment to WA State Emergency Management and US Department of
Energy contract Ei2-i5o to purchase 4-Canberra Radiation Monitors in case of an
incident at Hanford.
Tom Jones, Sheriff, thanlced the Commissioners for approving this position. They have been
running with the same amount of Detectives since i985. Commissioner Carter moved to close the
public comment portion of the hearing. Comrnissioner Swartz seconded and the motion passed
unanimously. Commissioner Swartz moved to approve the budget extension as presented.
