Pursuant to RCW 42.go.iio(i)(i) Commissioner Stevens called an Executive Session to order at
g:o5 a.m. to go until 10:35 a.m. regarding the Lane v Grant County Litigation. In attendance were
Commissioners Stevens, Carter, Swartz, and Jerry Moberg, Attorney. The session was then
continued to ii:oo a.m. Commissioner Stevens closed the session at ii:oo a.m.

Open Record Public Hearing, Crescent Ridge Range/Ross Clemenshaw
PUD Extension Request
The Commissioners held an Open Record Public Hearing to consider a Planned Unit
Development (PUD) time extension request from Crescent Ridge Ranch/Ross Clemenshaw.
Pursuant to UDC 2g.o4.800(m) a PUD shall be effective for five (5) years from the date of
approval by the Decision Maker. The applicant was granted a one year administrative extension
which expires on August 22, 2oi2. Therefore pursuant to UDC 23.04.800 (m) the applicant is
requesting from the Board of County Commissioners a 2-year time extension. The property is
located in a portion of S 18, T 2o N, Range 23, E. WM. Crescent Ridge Ranch PUD is located on the
easterly side of Crescent Bar Road, located on the bench above Sunserra Resort (parcel #i5-o637-008).
Damien Hooper, Long Range Planning Manager gave the Clerk of the Board and email he
received from Ross Clemenshaw on August r9, zoi2 withdrawing this application. The email
states he is currently working with Grant County to do a development agreement for Crescent
Ridge Ranch PUD.
Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed unanimously. Commissioner Swartz moved to close the
hearing and talce no action due to the application being withdrawn. Commissioner Carter
seconded and the motion passed unanimously. The hearing adjourned.

A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to approve items 1 and 2
on the ASC Agenda as presented. The motion passed unanimously.
i. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Interlocal Agreement between the Counties of Adams, Ferry, Grant,
Lincoln, Okanogan, Pend Oreille, Stevens, and Spokane for Mental
Health Treatment and Services. (Approved)

B Smith, District Court Update
The Commissioners approved and signed the Grant County Payroll Authorization form for the August io,
2oi2 payroll.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 4z.z4.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the arnounts of $25,000.0o and $697�442•05 as
recorded on a listing and made available to the Board.
The Chair of the Board designated Commissioner Cindy Carter to serve on the Grant County Canvassing
Board for the Primary Election to be held on August �, 2012. The timeframe she will serve is August 2i,
2012 through certification.

A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items i
