The motion passed unanimously. i. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. Grant County's Application for Public Defense Funding to the Washington State Office of Public Defense for the 2oig calendar year, allowed under RCW io.ioi.o5o for appreciable, demonstrable improvements in the delivery of public defense services. Anticipated award amount is $88,360.00. (Approved) 3. Authorization for release of BOCC approved funds on SIP Nos. 2011- 05 and zo11-o7 to: (1) the Grant CountyAirport District #i (Desert Aire) for the Heli-Stop Pad and Transient Aircraft Parking and Lighting for EMS Helicopter Parking in the form of a$28,�00.00 grant and $8,000.00 loan; and (2) the Grant County Economic Development Council for its Administration Fee of the projects in the arnount of $917.50. (Approved) 4. Lease Addendum to Lease Agreement (Commercial Purposes) between Grant County and Kevin and Tanya Laleoduk for the premises located at 45715t Ave. N. in Ephrata, Washington. The Addendum extends the term of the Lease Agreement from February 28, 2oi3 to July 31, 2o1g. (Approved) 5. Online Services License and Agreement, Grove Menus, Inc. and Grant County, by and through Grant Integrated Services, Grant County Developmental Disabilities, for an online menu, recipe and food cost management system, lead tracking and management software, data transmission, access and storage (for Cityview). (Approved) 6. Grant County Request for Reimbursement No. 1 on CDBG Public Services Grant No. i2-65400-002 with the Department of Commerce and administered through the OIC of Washington in the amount of $8�936.75. (Approved) �. Release of funds for Expansion Installment payment to Big Bend Community College for funding the ATEC project out of Economic Enhancement Rural County funds in the amount of $140,000.00. (Approved) 8. Coznmercial Lease Agreement between Grant County, by and through the Sheriff's Office, and David and Candie Canfield for lease of property located at i2g� A St SE, Ephrata, WA 9882g in the amount of $2,000.0o per month. Term is August 15, 2oi2 through August 3i, 2oi�. (Appxoved) COMMISSIONERS' AUGUST 1g, 2oi2 MINUTES Page 2 of 5 10:0o a.m. — io:i5 a.m. io:go a.m. — io:45 a.m. Commissioners Office Safety Meeting Citizen Public Comment Period Lawrence Lewis, Sunland Estates, Quincy, WA carne to discuss their current situation of the Gorge concert goers going to their private parlc and parlung in their private areas. They recently spent approximately $6,000 on signage as recommended by police and it is not helping. What will it take to get a sign that says "Sunland Community has no street parking without a permit"? The Commissioners would need to speak with Public Worlcs. The worst times of the unauthorized parking is concert weekends. Also, he states he pays approx. $1,00o per year in his taxes for roads. He believes that the roads have only been worlced on once in i8 years. Can these roads be widened? What is the process? There is very little police protection in the area. The Grant County PUD is also supposed to be building "Frenchman's Coulee" for citizens to use. This has not happened yet. They are missing a 5omph sign post that used to be there when leaving the area. Can they get that replaced? Maybe a metal bracicet can be placed at the base lilce used in the Seattle area. (Approved) MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $61�,8i4.i1, $333�845•6�, and $155�975•88, as recorded on a listing and made available to the Board. The Commissioners approved and signed the Grant Public Worles County Payroll Salary Fund for August io, 2oi2. Letters of interest received from Jonathan McDowell and Kevin Moore to serve on the Grant County Mosquito Control District #i after receiving a resignation letter from board member Fred Lagualt. (After review and discussion, the Board voted to appoint Jonathan McDowell to the Mosquito Control District #� for a 2 year term, September i, aoi2 through August gi, ao14.) 5. Claims Payment Request (Batch oi-41) from the Multi Agency Communication Center in the amount of $13,040.40. (Approved) 6. Resolution No. i2-o�g-CC to declare surplus certain Grant County computer equipment and donate certain items to Tru Recycle for their disposal. �. Resolution No. i2-o52-CC to declare surplus certain Grant County computer equipment to sell on eBay. 8. 2-Budget extension requests from the Administrative Services Coordinator (Ap�aroved, the public hearing was set for September 4, 2ox2 at g:go p.m.): a) In the amount of $89,862.0o to receive an Emergency Solutions Grant (Contract No. ig-46io�-oo8) received from the Department of Commerce.
