APPROVING AN AMENDMENT
TO THE CRESCENT BAY RESOIZT
MASTER PLANIeTED RESORT
WHEREAS, the Board of County Commissioners of Grant County have been advised that an
open record public hearing was conducted before the Grant County Planning Commission on June 27,
2012 with regards to the proposed amendment to the existing Crescent Bay Resort Master Planned Resort
located in a portion of Section 18, Township 20 North9 Range 23 East, Willamette Meridian, Grant
County, Washington, and
WHEREAS, the Grant County Planning Commission on June 27, 2012 did approve a motion to
recommend to the Board o� County Commissioners approval of the proposed amendment to the Crescent
Bay Resort Master Planned Resort with ten (10) Findings of Fact af�rming the recommendation, and
WHEREAS, the Board of County Commissioners held a open record public hearing regarding
this matter on August 7, 2012, and
WHEREAS, the Board of County Commissioners have reviewed the application material, staff
report, and a summary of the Planning Comtnission hearing, and
WHEREAS, the Board of County Commissioners have found that this proposal will not
adversely effect the health, safety, and general welfare of the puhlic in the vicinity of the proposal, and
WHEREAS, the Bo�rd of County Comrriissioners have found that this proposal does meet the
requirements of GCC § 25.12.070 and. GCC § 23.12.220, and
W�IEREAS, the Board of County Cominissioners have found that this proposal does comply
with the Comprehensive Plan, the Shorelin.e Master Program, GCC § 24.08, and complies with all other
applicable sections of this UDC and all other codes and policies of th.e County, and �
WHEREAS, the Board of County Commissioners have found that this proposal is designed to
blend with the natural setting and does not block scenic views from adjacent properties, and
WHEREAS, the Board of County Commissioners have found thnt this proposal has mitigated at
the time of development off-site and on�site impacts to roads, other public facilities, and the natural
environment, and
WHEREAS, the Bo�rd of County Comrnissioners found that the amendment to the 1�V;

CR�SCENT BAY RESORT MASTER PLANNED RESORT
VYFIEREAS, the Board of County Comrnissioners found that this MPR will provide active
recreational uses such as boating, pools, and playing fields, and sufficient services such as transportation
access, police, fire, and social and health services, to adequately meet the needs of the guests and
residents of the MPR;
WHEREAS, the Board of County Comrrussioners found that this MPR will contain within the
development all necessary supportive and accessory on-site urban-level commercial and other services,
and such services shall be oriented to serve the MPR, and.
VV�IER�AS, the Board of County Commissioners found that environmental considerations are
employed in the design, placement9 and screening of facilities and amenities so that all uses within the
MPR are harmonious with each other, and in order. to incorporate and retain, as much as feasible, the
preservation of natural features, public views, and historic and other zmportant features, and
WHEREAS, the Board of County Commissioners found that this improvements and activities
are located and designed in such a manner as to avoid or minimize adverse effects of the 1VIPR on
surrounding lands and property, and.
WHEREAS, the Board of County Commissioners found that this Master Plan does establish
location-specific standards to ratain and enhance the character of the resort.
NOW, THEREFORE, BE IT 1tESOLVED TI3AT the Board of County Cornmissioners of
Gr�nt County, Washington hereby approve by this Resolution, the proposed amendment to the Crescent
Bay Resort Master Planned Resort located in a portion of Section 18, Township 20 North, Range 23 East,
Willamette Meridian, Grant County, Washington. (Parcel #14-1285-840)
EFFECTIVE DATE: Upon signature.
