They are in support of the GWMA request. Commissioner Stevens stated that the Board has been clear about the need of the support of the Cities within Grant County. As of now, only Royal City, Mattawa, and Quincy have sent in letters of support. The rate structure being considered is $5.0o per parcel to start. Then it will depend upon the well casing: 6" well casing $i35/yr and up to 20" well casing $400/yr. They discussed that citizen outreach is necessary. The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for July 1g, 2012. Out of State travel request from Gail Goodwin, Directions in Community Living, Grant Integrated Services, to attend the Washington State Association of Counties Association of County Human Services Meeting from July 1�-19, 2oi2 in Vancouver, WA (travel is necessary through Oregon). DESCRIPTION OF CLTRREI�TT PROPOSALs A non-project proposal to consider the adoption of amendments to the Grant County 2006 GMA Comprehensive Plan and re-zones. Proposed amendments considered for adoption include urban growth boundary changes, site-specific land use designation changes, changes to Figure 5-5, Future Land use Map; and rezones. The proposed amendments specifically include proposals submitted by the following applicants and will be heard commencing at io:go a.m. on July i�, 2012 in the Grant County Commissioners Hearing Room on the second floor of the Grant County Courthouse in Ephrata, Washington, at which time any person may appear and be heard either for or against the approval of the proposed amendments to be considered at the public hearing. PLEASE NOTE: Specific hearing times for the individual applications will not be established as the hearing time for each application may vary; the applications will tentatively be heard sequentially as listed below: File #11-ti562 Port of Royal Slope —Urban Growth Boundary Change; Site-Specific Land Use Re-designation and Zone Change. The subject area is approximately 416 acres in size with a current Comprehensive Plan Land Use Designation of "Rural Remote". The applicant has submitted an application requesting the subject property be included within the boundary of the Royal City Urban Growth Area (UGA), site specific land use re- designation to "Urban Industrial" along with a Zone Change from Rural Remote to Urban Heavy Industrial. The subject area is generally located approximately il/2 to 3 miles south of Hwy 26 between Road E SW and F SW and adjacent to existing Port of Royal Slope property. The parcels are located in Sections 18 & 19, Township i6 N., Range 26 E.W.M., (parcels # 16-oi34-ooi, 16-oi31-oo0 & 16-0�3�-001). 2. File #i2-�668 Port District #3 (Port of Mattawa� — Mattawa area — Site-Specific Land Use Re- designation and Rezone. The subject site is comprised of 2 parcels totaling approx zi.i2 acres. The current Comprehensive Plan Land Use Designation of the parcels is Residential — Medium Density. The applicant has submitted a Site Specific Land Use Re-designation application requesting the subject property be re-designated to Commercial (Urban) along with an application for a rezone from Urban Residential -g to Urban Commercial - The parcel is located within the City of Mattawa's Urban Growth Area. The subject area is the located just west of the City of Mattawa, parcel #s o2-iH54-000 and o2-1855-000. The parcel is bordered on the north by Rd. 24 SW and on the east by Patchee Dr. SW. Parcels are located in a portion of S. og, T. i4 N., R. 23E., W.M., Grant County, WA. 3. File #i2-566� Mark Gregson, John F. Vitone and Else Moe Vitone, Trustees — Coulee City area — Site Specific Land Use Re-designation and Minor re-zone. The subject site is comprised of approximately 8o t with a cuirent Comprehensive Plan Land Use Designation of Agricultural (Rangeland). The proposal site is a portion of parcel #i�-14o6-000. The parcel is located east of Coulee City and is just south of Rd. 36 NE and is located in a portion of S. 02, T. 24 N, R 28 E. W.M., Grant County, WA.
