The Grant County Commissioners session began at 8:3o a.m. with Commissioners Stevens and Swartz in
attendance. Commissioner Carter arrived at approximately 9:15 a.m.

A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1
Chrough io on the ASC Agenda as presented. The motion passed with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)
2. Amendment No. g to Washington State Department of Social &
Health Services Contract #i16g-273oo for Aging & Disability
Services Administration. The amendment malces
changes/amendments to page z and the Award & Revenues portion,
Exhibit A. (Approved)
3. Form EEO-4 for CDBG Public Services Gra�nt No. i2-65400-002 with
the Department of Commerce and administered through the OIC of
Washington. (Approved)
4. Request for release of funds on Strategic Infrastructure Project (SIP)
#2o1i-o2, Port of Mattawa — Fire Suppression System, in the
amount of a$i5o,000 loan and a$150,00o grant in addition to a
Grant County Economic Development Council administration fee for
the project of $�,500. SIP funding for project was approved through
BOCC Resolution 2oi1-o2i-CC dated March 28, 2oii. (Approved)
5. Professional Services Agreement for Legal Representation of
Indigent Individuals in Grant County Superior Court (Adult Felony
Only), Hourly/Part Time Contractor, between Grant County and
Stephen R. Hormel. Term is through case assignment completion on
specified Class A felony matters. (Approved)
6. Grant County Request for Reimbursement No. i2 on CDBG Public
Services Grant No.11-64ioo-oo2 with the Department of Commerce
and administered through the OIC of Washington in the amount of
$9,008.38. This is the final reimbursement request on this grant,
and zeros out the balance. (Approved)
7. Request for release of funds on Strategic Infrastructure Project (SIP)
#2oi1-o4, Port of Warden Industrial Parlc #g — 2oi1 Street
Improvements, in the amount of a$g2,000 loan and a$108,000
grant in addition to a Grant County Economic Development Council
administration fee for the project of $g, ,00. SIP funding for project
was approved through BOCC Resolution 2oi1-o58-CC dated July 5,
2oi1. (Approved)
8. Grant County Request #28 on Homeless Prevention and Rapid Re-
Housing Prograrn (HPRP) Contract #xo-46111-608 with the
Department of Commerce in the amount of $10,426.52.

Grant County Payment Request #6 to Washington State Department
of Commerce on Consolidated Homeless Grant (CHG) No. i2-46108-
10, administered through the Grant County Housing Authority, in
the amount of $ii,i59.13. (Approved)
Commissioners Office Safety Meeting
Citizen Public Comment Period
Jay Johns, Soap Lalce, stated that former County Commissioner pon Goodwin phoned him about
updating a plaque in the Law and Justice Building. The date of the dedication plaque only states
one year and his term of i992 should be added to it. The Commissioners stated they would look
into this.

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $g,648.i3, $88,711.66, $5oi,o6,
$87.6�, and $657�359•48� as recorded on a listing and made available to the Board.

Board Members
Open Record Public Hearing, Emergency Management and Homeless
Prevention and Rapid Re-Housing Program Grant Budget Extensions
The Commissioners held an Open Record Public Hearing to consider the following budget extension
requests;
1. Emergency Management in the amount of $g,o58.04 for a contract amendment from the Energy
Facility Site Evaluation Council (EFSEC) to purchase 4- Canberra Radiation Monitors.
2. Commissioners Office (Administrative Services Coordinator) in the amount of $2o,g21.00 to
facilitate the increased funds approved through an Amendment E to Homeless Prevention and
Rapid Re-Housing Program (HPRP) Contract #10-461i1-6o8 between the Washington State
Department of Commerce and Grant County.

Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Swartz
seconded and the motion passed unanimously. Commissioner Swartz moved to approve the budget
extension as presented. Commissioner Carter seconded and the motion passed unanimously. The

2. Impact & Mitigation Fee Agreement between Ron Gear and Grant
County (this agreement is for when the county improves the road
described in said agreement that the Grantor agrees to pay for his
portion to be paved). Location is that portion of S 27, T 2o N, R 2� E

Pursuant to RCW 42.30.11o(I)(i) Commissioner Stevens called an Executive Session to order at
2�39 P•m. to go unti12:5i p.m. In attendance was Commissioners Stevens, Carter, Swartz, and
Lee Pence, Civil Deputy Attorney. The session was continued to 2:54 p.m. Commissioner Stevens
closed the session at 2:54 p.m.

2. Special Occasion license application for Columbia Basin Rodeo
Association, PO Box 36�, Moses Lake, WA 98887, from the
Washington State Liquor Control Board. (Approved)
3. Special Occasion license application for City of Moses Lalce, 4oi S.
Balsam St., Moses Lalce, WA g88g�, from the Washington State
Liquor Control Board. (Approved)
4. Request from the Central Safety Committee to purchase an
Automatic External Defibrillator (AED) £rom Oxarc in the amount of
$1,690.68 and be placed in the Department of Community
Development. (Approved)
FAIRGROUNDS
5. Request to use Fairgrounds Bond monies to fund all monitoring
wells and sewage system projects, as previously approved by the
Board of County Commissioners. (Approved)

PROSECUTING ATTORNEY'S OFFICE
6. Request to increase their Witness Advance Fees Revolving Fund by
$5,000.0o to a new total of $io,000.00. This request is temporary
and to be used during the State v. David Nicicels trial. (Approved,
Resolution No. i2-o44-CC)
TECHNOLOGY SERVICES
7. Request to hold a public hearing to declare surplus computer
equipment as per attached list and dispose of using TruRecycle.
(Approved)
GRANT INTEGRATED SERVICES
8. After getting more complete bids for landscaping services at their
facility, the Director recommends awarding the bid for this service to
Tatum Lawn Care in the amount of $6,250.00. (Approved)
HUMAN RESOURCES
9, Personnel Action Request Recommendation regarding a request
from Public Defense to re-structure and re-narne the Office Manager
Position (2nd revision request). The Director approves to rename the
position to Administrative Assistant and band it at Band 8.

io. Personnel Action Request Recommendation regarding a request
from Public Defense for an exception to the hiring freeze to hire 2
Full Time Public Defender V's and i Legal Secretary. The Director
recommends approval. (This item is being held for further
review)
1i. Personnel Action Request Recommendation regarding a request
from Grant Integrated Services - PARC to create a new Chemical
Dependency Professional Position by separating the CDP
Classifications into a CDP I and a CDP II. The Director recommends
approval. (Approved)
12. Personnel Action Request Recommendation regarding a request
from the Sheriff's Office to start an employee off at a Step higher than
a Step i-g due to a recent promotion. The Director recommends
approval. (Approved)
