attendance. Commissioner Stevens was out in the morning, returning to worlc in the afternoon.

Open Record Public Hearing, Grant County Commissioner Redistrict
Plan Public Comment
The Commissioners held an Open Record Public Hearing to take testimony, comments and
conduct a discussion on proposed Redistricting Plan for the commissioner districts within Grant
County. RCW Chapter 29A.76 requires local governments to periodically consider redistricting
based on population information from the most recent federal decennial census and requires local
governments to adopt redistricting plans which meet the criteria of that chapter. The Plan may be
viewed 24 hours a day at the County website www.�razitcountvweb.com. Written comments may
be submitted in advance of the hearing by mail or at the hearing by delivery in person. For more

Commissioner Stevens stated the public comment will be held open until next Tuesday, April 3,
2oi2 to receive comments. No public was in attendance to this hearing. Commissioner Carter
moved to hold open the public comment portion of this hearing until Apri13, 2oi2 to receive
citizen comments. Commissioner Swartz seconded and the motion passed unanimously. The
hearing adjourned.
4:0o p.m. — 4:go p.m. Open Record Public Hearing, Grant County Precinct Boundary
Additions/Amendments Plan Public Comment
The Commissioners held an Open Record Public Hearing to talce testimony on a proposed
Resolution Adopting Voter Precincts. RCW Chapter 2gA.16.o4o states that precinct boundaries
may be altered at any time as long as sufficient time exists prior to a given election for the
necessary procedural steps to be honored. The Resolution adopts new precincts for Grant County
to leeep precinct registered voters under 150o per precinct, and aligning with the new Legislative
Boundaries adopted by the State of Washington. The Plan may be viewed 24 hours a day at the
County website www.grantcourzt�web.corn. Written comments may be submitted in advance of
the hearing by mail or at the hearing by delivery in person. For more information please contact

Dave Firebaugh, Auditor, discussed the proposed changes. Commissioners thanlced Dave
Firebaugh and Laure Grammer, Assessor for all of their hard work. Commissioner Stevens stated
the hearing will be held open until next Tuesday, Apri13, 2oi2 to receive comments. No public
was in attendance to this hearing. Commissioner Swartz moved to hold open the hearing until
Apri13 to receive citizen comments. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned.
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $24�496•29� $14�134�15� $151�9o7•35�
$3�895•59, $608,�,8.��, and $608,�62.93, as recorded on a listing and made available to the Board.
The Commissioners approved and signed the Grant Public Worlcs County Payroll Salary Fund for March
2g, 2olz.
Settlement Agreement and Release between David K. Chester and Grant County to resolve all claims
arising from the complaints for violations of Public Records Act filed in Superior Court for Kittitas County
in Cause Nos. io-2-o0429-o and io-2-oo47i-i (Chester Litigation) and Grant County's Claims against
Chester arising from the complaint filed in Superior Court for Spolcane County in Cause No. i�-2-o2256-5
(Grant County Litigation).
The Commissioners approved and signed the Grant County Payroll Authorization form for the March z3,
2oi2.

A motion was made by Commissioner Carter, seconded by Commissioner Swartz, to review both

Estates Short Plat
The Commissioners held an Open Record Public Hearing to consider the vacation of Lot 1
Easement of Valley Esta�es Short Plat. Derelc Pohle, Public Works Director, read into the record
his Engineer report. The Director recommends approval. Commissioner Swartz moved to close
the public comment portion of the hearing. Commissioner Carter seconded and the motion
passed unanimously. Commissioner Carter moved to approve the vacation as presented.

11. Request to purchase a computer server from Hewlett Pacicard in the
amount of $2�,054.00. This item is being purchased off the
Washington State Contract. (Approved)
i2. Memorandum of Understanding and Intent between Grant County,
by and through the Grant County Prevention and Recovery Center
(PARC) and the Moses Lake Police Department (MLPD). The MOU
is for the MLPD to participate in the Moses Lake Prevention
Coalition and will carry out enforcement strategies identified within
the Enforcing Underage Drinking Laws Discretionary Grant.

A new request is being submitted to remodel Building q
(Doublewide) of the Fairgrounds and turn it in to the new
Fairgrounds Office. The approximate amount to complete this

NOXIOUS WEED CONTROL BOARD
16. Request to transfer $4,000.0o from their Trucics — New fund to their
Computer Equipment fund. It was determined that a new truck was
not needed this year but the replacement of an office computer and
two laptops for field use has become necessary. (Approved)
