Commissioner Swartz was out and excused. 8:3o a.m. — 9:0o a.m. g:oo a.m. — 9:5o a.m. Elected Official Roundtable Meeting J Stricl�ler, ASC Update and MISC BOCC Action A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1 through 6 on the ASC Agenda as presented below. The motion passed with 2 Commissioners in attendance. 10:0o a.m. —10:15 a.m. io:3o a.m. — io:45 a.m. i. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. 2oi2 Marleeting/Development Contract between Grant County, by and through the Grant County Tourism Commissioner, and Burke Marketing & Promotion. Term is January 1, 2oi2 through December 3i, 2oi2. (Approved) g. Amendment No. oi to Washington State Department of Social & Health Services (DSHS) Contract No. ii6g-2�goo to modify Section 1 (Definitions), Section 4(Performance Work Statement), Section 5 (Statement of Worlc), and Section i� (Audit Requirements), with new Exhibit A— Award and Revenues table for the 2oii-2oi3 Biennium. (Approved) 4. Release of funds for Grant County's: (i) 2012 payment to the Port of Moses Lake Industrial Wastewater Treatment Facility pursuant to Resolution No. 99-47-CC in the arnount of $150,000.00; and (2) 2oi2 payment to the Port of Moses Lake pursuant to the Interlocal Industrial Process Water Systems Agreement between Grant County, the Port of Moses Lalee, and the City of Moses Lake in the amount of $50,000.00. These payments are made out of Grant County's Economic Rural i33 account(s). (Approved) 5. BOCC approval on Grant Integrated Services' meeting room(s) for public use to qualifying applicants and Use and Indemnification Agreement form (for implementation of the application process and meeting room use provisions/requirements). (Approved) 6. Grant County Request for Reimbursement No. � on CDBG Public Services Grant No. i1-64ioo-oo2 with the Department of Commerce and administered through the OIC of Washington in the amount of $1o,8i9.i8. (Approved) Commissioners OfFice Safety Meeting Citizen Public Comment Period Penn and Teresa Weaver from Moses Lake have concerns about zoning regulations at Grant County. �xamples: i. Truck repair business at Rd. A and Hwy 282, zoned residential only, this business applied for a waiver, no house has been built yet. It appears to be an i8 wheeler repair business. Damien: variance was granted for the size of the shop. Public hearing was held with Board of Adjustments. Citizens had a chance to attend the public hearing. This toolc place Apri12oo8. 2. Les Parr Reality office — Nepel Rd. and Hwy 1�. One little sign on the property was all that he saw regarding a public hearing. Hwy i� and Nepel Rd., Mr. Chavez is building a shop there, although it is zoned residential. Loolcs lilce it will be a business. Damien said that there will be a building inspector at that site today. Permit is in the Planning Dept., but not the plans. Permit shows shop with living quarters. They referenced the Columbia Basin Herald article about property that Mr. Chan has purchased and wants to get annexed into the City of Ephrata. When it went to the Planning Commission, the public stated their opinion, and it didn't matter. Mr. Weaver would like to see some of the Planning Commission members replaced with people that have environmental and eeological concerns. He states the County is growing remarkably fast and its agriculture community. Some of it could be tempered by zoning. There should be a limit on the growth. The Commissioners thanlced him for coming in. ir:oo a.m. — x1:5o a.m. i:3o p.m. — i:5o p.m. 2:0o p.m. — 2:5o p.m. 3:0o p.m. — 4:0o p.m. MISCELLANEOUS ITEMS Commissioners at Road Supervisor Meeting (Public Works) L Grammer, Assessor's Office Update T Hechler, Human Resources Update Employee Review The Commissioners approved the following for Non-Represented employees: In lieu of no COLA increase and effective for 2oi2 only, Grant County will grant employees who are currently at a Step � on the Step Table and not eligible for a Step increase, 4o hours of discretionary leave to be used in 2oi2 only. This discretionary leave shall be requested and granted consistent with County Policies on requesting accrued leave. This discretionary leave is to be used in 2oi2 only and will not carry over into subsequent years. Part time employees eligible for this discretionary leave shall be granted a pro-rated amount of leave in accordance with the number of hours worked. The Commissioners approved the following for the Corrections and Sheriff's Support Bargaining Units: Effective January i, 2012, eligible employees whose steps have been frozen and who are eligible to receive a step shall receive one step in the step progression. This step shall be reflected for each eligible employee on the first payroll in 2012 regardless of individual anniversary dates.
