Items 2, 3, and 8 were not ready for signature.The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration, etc. (Approved) 2. Anticipating: Memorandum of Understanding, School Resource Officer(SRO), Wahluke School District No. 73, between Grant County, by and through the Grant County Sheriff's Office, and the Wahluke School District. Term is from date of final signature to the end of the 2019 school year, (Not ready for signature) 3, Anticipating: 2016 Marl<eting/Development Contract between Grant County, by and through the Grant County Tourism Commission, and Burke Marketing& Promotion. Term is January 1, 2016 through December 31, 2016. (Not ready for signature) 4. Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County District Court, Conflicts/Overflow Contractor, between Grant County and Angel David Betancourt. Term is January 1, 2016 to December 31, 2016. (Approved) 5, Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County District Court, Conflicts/Overflow Contractor, between Grant County and Derek R. Johnson. Term is January 1, 2016 to December 31, 2016. (Approved) 6. Subrecipient Agreement between Grant County and the Royal Water District for the Washington State Department of Commerce grant, by and through the Department of Housing and Urban Development (HUD),to provide pass-through funds under Commerce contract#15-62210-022 for the Royal Water bistrict Rehabilitation Project in the amount of$750,000, (Approved) 7. United Way of Grant County 2016 Funding Application,Agency Profile, on behalf of Grant County's New Hope Domestic Violence and Sexual Assault Services. (Approved) 8. BOCC action on the Strategic Infrastructure Program (SIP)Advisory Committee's recommendations on the following SIP Projects: (Not ready for signature) • SIP#2015-05, Port of Quincy, 13t"Avenue NW Water System Improvements for approval of the Port's request for$225,000 grant in SIP grant funding; and • SIP#2015-06, City of George, Industrial Park No. 5 Street and Infrastructure Improvements for approval of the City's request for$100,000 in SIP grant funding. 9. Grant County Payment Request#24 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No. 14-46108-10, administered through the Grant County Housing Authority, in the amount of$50,668.05. (Approved) i Page 2 of 7 Grant County Commissioners Minutes Week of January 11, 2016 I 9:30 a.m.—9:50 a.m, D Nelson, Building Department Update , 10:00 a.m.—10:15 a.m. Commissioners Office Safety Meeting 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Jim Bessett came to discuss a code enforcement complaint on behalf of his mo�ther. Her neighbor's fence is considerably outside the property line, making it diffiicult to get in and out of her driveway. He first made the complaint in April 2014, He spoke with Nathan Poplawsl<i, Code Enforcement Officer,and was told they will go and investigate the issue but they do not give complainants updates on their complaint. He then went back to Code Enforcement in December 2014, made a Public Records Request, and found that he had forwarded this complaint to Public Works. When they didn't get back to him within a week,the file was closed and no action was taken, In the meantime, the property owner has planted flowers and shrubs and placed boulders in the area. He then filed a second complaint in December, 2015 and went to the Planning Department to discuss it. He was told the complaint was closed because it is a Public Works issue. Mr. Bessett wasn't notified that the complaint was closed as this is not their I process. Mr. Bessett told Mr. Poplawsl<i that he will go to the Commissioners and discuss this issue. Property in question is 252 Moses Lake Ave., Soap Lake (Lakeview Park). Commissioner Stevens stated they spoke with Public Works and the fence was not an issue. Damien Hooper, Planning Director,stated they notified Public Works as they are the department to remedy the encroachment. Public Works investigated and they had no issue , with the fence. If there are now boulders and flowers,this is a new issue. Mr. Bessett showed the Commissioners where the property was located on a map. Request to purchase 2 additional Sheriff Vehicles on the State Contract(1-ea. 2016 Ford Police Interceptor Utility/SUV AWD in the amount of$35,092.45 including sales tax,from Columbia Ford Nissan through the DES contract and 1-ea. 2016 Ford Explorer Front-Wheel Drive in the amount of$28,818.63 including sales tax from Columbia Ford Nissan through a DES contract).
