Items 2 and 3 did not arrive. The motion passed with 2 Commissioners in attendance. i. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. Anticipatingr Amendment A to CDBG Public Services Grant No. #1i-64ioo-oo2 between the Washington State Department of Commerce and Grant County, which is administered through the OIC of Washington. The amendment extends the contract end date from i2/gi/ii to o6/go/iz and adds $76,�2i to the grant award. (Did not arrive) 3. Anticipatingr Agreement Regarding Use of County Property (Amended), between Grant County and Elegy West, LLC, to use Grant County, Washington's parcel Numbers i�oo8200o and 1�0o82ooi, commonly known as Grant County's portion of the Moses Lake Sand Dunes for the purpose of conducting a film and/or photographic project in 2oii. (Did not arrive) 4. Grant County Request #20 on Homeless Prevention and Rapid Re-Housing Program (HPRP) Contract #io-46i11-6o8 with the Department of Commerce in the amount of $io,357.60. (Approved) 5. Addendum to Residential Rental Agreement entered into on October go, 2008, between Windermere Property Management and Grant County, by and through New Hope Sexual Assault & Domestic Violence. The amendment renews the term beginning November i, 2oii and ending October 3i, 2012 in the amount of $i,45o.00. (Approved) 6. Agreement for Administration of Juvenile Court between the Superior Court of the State of Washington In and For the County of Grant and the Board of County Commissioners of the County of Grant. Agreement comes effective on January 1, 2oi2 with termination effective by written notice on the next December 3x (which follows the written notice by at least 90 days). (Approved) COMMISSIONERS' NOVEMBER 7, 2011 MINUTES Page 2 of 5 1o:go a.m. — io:45 a.m. Citizen Public Comment Period Christy Price, Director of WSU Cooperative Extension Office, came in response to a question brought up at their 2012 budget meeting regarding their request for budget to purchase a photocopier. Ms. Price is asking for approximately $4,000.00 of county funding for this purchase. Commissioners stated they will consider this request in the final budget adoption. LeRoy Allison, Administrator, NCWRSN, came to discuss the potential merger in 2oi2 between the North Central Washington Regional Support Networle (NCWRSN) and the Spolcane County Regional Support Networlc (SCRSN). Mr. Allison told of the possible budget irnpacts this merger would incur (see information packet). This merger would also impact services to citizens within the NCWRSN area. The Commissioners thanked Mr. Allison for attending today. 1i:oo a.m. — ii:45 a.m. 12:0o p.m. — i:oo p.m. �:go p.m. — 2:go p.m. Community Development Budget Meeting Elected Official/Department Head Luncheon Grant Integrated Services Budget Meeting Pursuant to RCW 42.3o.iio (i)(i) Commissioner Swartz called an executive session to order regarding potential litigation at 1:go p.m. to go until i:g5 p.m. Commissioner Swartz then continued the session to go until i:g� p.m. Commissioner Swartz closed the session at 1:37 p.m. 2:45 p.m. — 3:i5 p.m. g:go p.m. — 4:0o p.m. 3:3o p.m. — 4:0o p.m. 4:i5 p.m. — 4:3o p.m. Auditor's / Elections Office Budget Meeting Assessor's Office Budget Meeting (Rescheduled to November a4, 2ogi at io:oo a.m.) Public Defense Follow-up Budget Meeting Consent Agenda (Items 1 through 6) A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1 through 4, and 6 on the Consent Agenda as presented below. Item 5 was denied due to a conflict of interest. The motion passed unanimously. COMMISSIONERS OFFICE i. Commissioners Office and Public Defense Vouchers (Approved) 2. Commissioners October 24, 2oii Minutes for approval. (Approved) 3. Recommendation from the Fair Advisory Committee to appoint Mary Harrington to a 3 year term, replacing Jim McKiernan who resigned in September. (Approved) 4. Recommendation from the Health Insurance Committee regarding the zo12 year benefits: (Approved) a. No changes to the benefit plan b. Switch Flexible Spending Account (FSA) benefit vendor from Rehn and Associates to Discovery Benefits COMMISSIONERS' NOVEMBER 7, 20�� MINUTES Page 3 of 5 GItANT INTEGRATED SERVICES Request to purchase lcitchen items (plates, cups utensils, etc) from a restaurant in Moses Lalce that is going out of business. The business is owned by one of the Directors of GrIS and they are aware of the County Conflict of Interest policy. GrIS proposes to allow and independent party to value the items we wish to purchase and for the Director to remain separate from any negotiations. (This item was denied due to a conflict of interest) HUMAN RESOURCES 6. Personnel Action Request Recommendation regarding a request from Juvenile Court and Youth Services for an exception to the hiring freeze to: a. Hire i Regular Full Time Qualified Court Interpreter; and b. Hire i Regular Full Time Legal Secretary. These positions are open due to employee promotions to other positions within their department. The Director recommends approval. (Approved) MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.ogo, in the amounts of $i.93, $i52,164.i2, $1,090,880.49, and $152,134•73 as recorded on a listing and made available to the Board.
