The site address of the subject parcel is 9252 Hwy. 281 North, Quincy, WA. It is located northwest of the intersection of State Hwy. 281 and Road 9 NW, and in the SE quarter of Section 1�, Township 20 North, Range 24 East, WM, Grant County, WA (Parcel#20-0376-000). Recitals: WHEREAS, in compliance with the Growth Management Act of 1990, Grant County adopted a Comprehensive Plan in September of 1999, and. . WHEREAS, Grant County adopted the Unified Development Code (UDC) in. October of 2000, establishing official zoning districts in conformance with the Comprehensive P1an, and VVHEREAS,the Unified Development Code Chapter 25.12 "Legislative Actions" § 030 establishes a process for making Amendments to the Compxehensive Plan, and WHEREAS,the Unified Development Code Chapter 23.04 "Zoning Districts" § ].50 establishes a process for Minor Zoning Amendments (Minor Rezones) which axe consistent with the goals and policies of the Comprehensive Plan, and WHEREAS, on December 19, 2006, Resolution 06-269-CC "A Resolution Relating to Comprehensive Planning in Grant County in Accordance with the Washington State Growth Management Act (RCW 36.70 A) and amending the September, 1999 Comprehensive Plan"was signed by the Grant County Board of Commissioners, and dVHEREAS,Resolution 06-269-CC included approval of a land use designation change (CPA#06-4576) �rom High Density Residential to Urban Commercial, and �VHEREAS, an application (#11-5575) for a Minor Zone Change has been processed in accordance with the UDC Chapter 23.04 "Zoning Districts", Chapter 24.04 ' "SEPA", and Chapter 25.04 "Permit Application Review Procedures," and GuilleiYno&Elizabeth Cuevas - Minor Zone Change - BoCC Ordinance - page 1 i; WI�EREAS, the Grant County Pla�lning�ommission held an Open R.ecord Public Hearing regarding this�roposed IVlinar Zoi�e Change, during their regular me�tin.g an August 3, 2011, after whicla they voted unanimously to recominend approval of this Minor Zane Change, and WHEPeEAS, the Grant County Bo�rd of Comnlissioners held a Clased Record P��blic Hearing regarding this proposed.Ivlinar Zone Change on September 6, 2011, and WHEREAS, afte�r consideration of the P1an11ing Commission's report aiad staff comments, the Board af Cor,mty Coinmissioners voted to approve this Mitlor Zone Change, and WI�EI2EAS,the Grant County Board of Cammissior�ers have establishad the fallowing ten"Findin�;s of Fact" suppo�ti�g their approval of this M�nor Zone Chan�e: 1) The proposed rezone wili nat be contrary to the intent or purposes and regulatians of the Grant County Code ar the Comprehensive Plan; 2) The property in question is st�itable for uses allawed under the proposed zonxng district; 3) Uses allowed under the proposed zone change �re coznpatible wzth neighborin�la�7d uses; 4) The proposed rezone can b�served by adequat�facilities including acc�ess, tire protection, water, storm-water contral, and s�wage disposal facilities; 5) Substantial changes do exist ta warrant azz amendment tc� the current zoning distr�ct9 6) A public need does exist for the proposed rezone. Public need shall mean that a valid public purpose, for which the comprehensive plan and this �hapt�r have been adopted, is served by the proposed rezone; 7) The praposed rezone will not result 'rn significant adverse irnpacts on t11e huma,n ar natural enviranrnents that cannot be mitigated by conditions of approval; 8) T11e cumulati�e impact of addxtio11a1 requests for lilce actions (the tatal of the rezor�es over time or space) will�ot prod�.rce significant adverse effects to the environment that cannot be miti�ated by coa�ditions of approval; 9) The pedestrian and vehicular traffic associat�d with the rezone will not be h.azardaus ta existing and anticipated traffic in the neighbarhood; alid 10) The proposed zoning dzstrict does not inclu�e any allowable us�or activity that would result in the lacation of an incompatible use adjacen.t to an airport or airfield (RCW 36.7Q).
