Item 6 did not arrive for signature. The motion passed � unanimously. �. Possible vouchers for Interfun�d Communications,insurance,and/or � grant administration. (Approved) 2. Grant County's application to the Washington State Department of Commerce for Consolidated Homeless Grant,which combines state homeless resource�into a�ingle grant opportunity to prevent homelessness and quickly re-house households who are unsheltered and provides resources to address the needs of people who are ' homeless or at-risk of homelessness,as described in Local Homeless Plans. Base Formula Funding for Grant County is $258,146. (Approved) � g. Recommendation of Grant County Housing Authority as Grant County's sub-grantee on potential Consolidated Homeless Grant (Item #2 above). (Approved) 4. Grant County Request#18 on Homeless Prevention and Rapid Re- Housing Program(HPRP)Contract#10-46iii-6o8 with the Department of Commerce in the amount of$i8,2i2.44. (Approved) 5. Grant County Request#io on Homeless Grant Assistance Program (HGAP)Contract#o8-46io8-So1 with the Department of Commerce in the amount of$i3,462.49. (Approved) 6, Anticapating: Professional Services Contract for Coordinator/Facilitator of the Columbia Basin Groundwater Managemen�Area. Contract is administered by the Franldin Conservation District and will be between it and Grant County (BOCC). (Did not arrive for signature) 9�45 a•m•—9�55 a.m. Open Record Public Hearing,Emergency Management Budget Extension The Commissioners held an Open Record Public Hearing regarding request from Emergency Management for a budget extension for an operating transfer in the amount of$i,5o5.00. A future budget extension for the expense will be completed September 26th as the Columbia Basin Herald forgot to run it. It was noted that these funds will be used for the Director's Advertising expenses. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Carter seconded and the rnotion passed unanimously. Commissioner Carter moved to approve the budget extension as presented.Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. Commissioner Stevens seconded and the motion passed unanimously. io:oo a.m. —io:2o a.m. Closed Record Public Hearing, Guilermo and Elizabeth Cuevas Minor Zone Change and SEPA The Commissioners held a Closed Record Public Hearing to consider an application from Guillermo and Elizabeth Cuevas for a Minor Zone Change and SEPA to change a 36.2g-acre parcel from Urban Residential4 and Urban Reserve to Urban Commercial2,in order to make the Zoning District of the subject parcel consistent with the Comprehensive Plan Land-Use Designation,which was changed as part of the 2006 Comprehensive Plan Amendment process. The site address of the subject parcel is 9252 Hwy.28i North,Quincy,WA. It is located northwest of the intersection of State Hwy. 28i and Road 9 NW,and in the SE quarter of Section i8,Township 2o North, Range 24 East,WM,Grant County,WA(Parcel#20-0376-000). Commissioner Stevens moved to uphold the Planning Commission recommendation and approve the application as presented,noting the xo Findings of Fact.Commissioner Carter seconded and the motion passed unanimously.
