Anticipating: Grant County's application to the Washington State Department of Commerce for Consolidated Homeless Grant, which combines state homeless resources into a single grant opportunity to prevent homelessness and quickly re-house households who are unsheltered and provides resources to address the needs of people who are homeless or at-risk of hornelessness, as described in Local Homeless Plans. Base Formula Funding for Grant County is $258,i46.00. (Did not arrive) g. Grant County Washington Rural Counties Insurance Program insurance premium payment for September i, 2oii — September i, 2012, Coverage #WRCIPiii233996, in the amount of $860,610.00. (Approved) 4. Table changes allow the sitting of electric vehicle charging stations and battery exchange stations in rural and urban commercial and industrial lands as well as applicable LAMIRD designations. UDC25.o2.ogo Definition additions: Batterv Chargin� Station: an electrical component assembly or cluster or component assemblies designed specifically to charge batteries within electric vehicles, which meet or exceed any standards, codes, and regulations set forth by chapter i9.28 RCW and consistent with rules adopted under RCW i9.2�.540. Batterv Exchan�e Station: A fully automated facility that will enable an electric vehicle with a swappable battery to enter a drive land and exchange the depleted battery with a fully charged battery through a fully automated process, which meets or exceed any standards, codes, and regulations set forth by chapter 19.27 RCW and consistent with the rules adopted under 19•27•540• Batterv Electric Vehicle f BEV�: a battery electric vehicle is a type of electric vehicle (EV) that uses chemical energy stored in rechargeable battery packs. As with other vehicles, BEVs use electric motors and motor controllers instead of internal combustion engines (ICEs) for propulsion. Sometimes, all-electric vehicles are referred to as BEVs (although a plug-in hybrid electric vehicle (PHEV) is also a battery electric vehicle. Electric Vehicle: any vehicle that operates, either partially or exclusively, on electrical energy from the grid, or an off-board source, that is stored on-board for motive purpose, Electric vehicle includes battery electric vehicles (BE�, a plug-in hybrid electric vehicle (PHE�, medium-speed electric vehicle, and electric motorcycles. Electric Vehicle Chargin� Station: a public or private parlang space(s) located together with a batter charging station which permits the transfer of electric energy (by conductive or inductive means) to a battery or other storage device in an electric vehicle. Electric Vehicle Infrastructure: structures, machinery, and equipment necessary and integral to support an electric vehicle, including battery charging stations, rapid charging stations, and battery exchange stations. COMMISSIONERS' AUGUST 2y, 2oa1 MINUTES Page g of 6 Plug-in Hvbrid Electric Vehicle (PHEV): a hybrid vehicle with rechargeable batteries that can be restored to a full charge by connecting a plug to an external electric power source. A PHEV shares the characteristics of both a conventional hybrid electric vehicle, having an electric motor and an internal combustion engine; and of an all-electric vehicle, also having a plug to connect to the electrical grid. Commissioner Stevens moved to close the public cornment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter moved to uphold the Planning Commission recommendation and approve the Unified Development Code (UDC) Amendments (Electric Vehicle) as presented, noting the 4 findings of fact. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Ordinance will be provided at a lat�r date for signature.) MISCELLANEOUS ITEMS The Commissioners approved and signed the Grant Public Worlcs County Payroll Salary Fund for August 26, 2oi1. The Commissioners approved and signed the Grant County Payroll Authorization form for the August 25, 2oii payroll. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims cei-tified by the auditing officer as required by RCW 42.24.090, in the amount of $1,262,69i.21, as recorded on a listing and made available to the Board.
