Grant County's application to the Washington State Department of Commerce for Consolidated Homeless Granr, which combines state homeless resources into a single grant opportunity to prevent homelessness and quickly re-house households who are unsheltered and provides resources to address the needs of people who are homeless or at-rislc of homelessness, as described in Local Homeless Plans. Base Formula Funding for Grant County is $258,i46.00. (Item did not arrive) g. Approval for release of Funds on Strategic Tnfrastructure Project #2009-09, Grant Integrated Services Cityview project in the amount of a$ioo,000.00 grant and $50,000.00 loan awarded through BOCC Resolution No. 09-o88-CC and for payrnent of the Grant County EDC 2.5% administrative fee on the project of $3,�00.00. (Approved) 4. Special Counsel Contract between Grant County and Evans Craven � Lackie, P.S. to perform and render legal assistance and advice relative to the matter of REC Solar Grade Silicon LLC v. Grant County, Washington, GCSC Cause No. i1-2-o0794-1 and other matters/proceedings directed by the Board of County Commissioners. (Approved) 5. Amended Settlement Agreement on Best, et. al. u. (Approved) Commissioners Office Safety Meeting Citizen Public Comment Period (No public in attendance) Budget and Finance Update Commissioners with Superior Court Judges regarding Juvenile Court Transition (Jury Room) S Davis, WRCIP Claims Update P Law, Fair Discussion COMMISSIONER�' AUGUST 2�, 2oii MINUTES Page 2 of � 3�3o p.m. — 3:4o p.m. Open Record Public Hearing, Washington State University Extension Office Budget Extension for Horticultural Pest and Disease Board The Commissioners held an Open Kecord Public Hearing regarding a budget request from the Washington State University Extension Office in the amount of $q.,000.00 to cover staff expenses through the end of 2oii for the Horticultural Pest and Disease Board. Christy Price, WSU Extension Office stated the need for the extension is for a WSU employee that assists the Pest Board and says that more funding is necessary to fund the expenses through the end of the year. For 2oi1, $4,000.0o was put into their budget. This is a request for $4,000.0o more. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to approve the budget extension as presented. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution l�o. 1i-o62-CC) MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $625,970.22, as recorded on a listing and made available to the Board. Approval of the Solid Waste Advisory Committee (SWAC) Bylaws (Approved) Open Record Public Hearing, Mountain View Water Associatio� Franchise The Commissioners held an Open Record Public Hearing to consider a franchise application from the Mountain View Water Association to enter upon, construct, operate and maintain certain facilities upon County Roads and Rights of Ways within Grant County. The location is located along Elgin and Brunch Rd (S 20, T ig, R 28); Glady's Lane; corner at Glady's Lane NE (not crossing) and running to middle property line of lots i4 and ig. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Stevens seconded and the motion passed unanimously. Commissioner Carter moved to approve the Mountain View Water Association Franchise as presented and to sign the Order granting the franchise. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. 2:3o p.m. — 3:2o p.m. D Lee, Prosecuting Attorney's Office Update Pursuant to RCW 42.go.��o (�)(i) Commissioner Swartz called an Executive Session to order at 2:4� p.m. regarding Chen Litigation and REC Potential Litigation. Recommendation from the Veterans Advisory Board to appoint Gary Bracht of Ephrata to their Board for a 2 year term. (Approved) 5. Special Occasion license application for Samaritan Healthcare Foundation, 8oi E Wheeler Rd., Moses Lalce, WA 988g�, from the Washington State Liquor Control Board. (Approved) 6. Recommendation from the Housing Authority of Grant County to re- appoint Vivian Peterson to their Board for another 5 year term. (This recommendation was denYed. The Commissioners decided to advertise the open positiorx in the County newspapers to get letters of intere�t of possible candidates.) Hi7MAN RESOURCES �. Personnel Action Request Recommendation regarding a request from District Court for an exception to the hiring freeze to hire one Administrative Assistant and one Records Clerk due to recent resignations. The Director recommends approval. (Approved) 8. Personnel Action Request Recommendation regarding a request from the Clerk's Office for an exception to the hiring freeze to hire a Clerle Supervisor due to recent resignations. The Director recommends approval. (Approved) JUVENILE COUIZT AND YOUTH SERVICES 9. The following bids were received for their plumbing (Detention Cell Chases) project; a. Comfort Experts $9,6o3.io b. Basin Refrigeration $6,347•50 c. Ephrata Plumbing $4,896.50 The detention manager recommends awarding the bid to Ephrata Plumbing for the above amount. (Approved) EMERGENCY MANAGEMENT io. Budget Extension request in the amount of $1,o2i.58 from Current Expense to cover the cost of advertising the Director's position currently open. (Approved.
