The Grant County Commissioners session began at 8:go a.m. with Cornmissioners Swartz and Stevens in
attendance. Commissioner Carter was out of the office the first part of the morning.

A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1

Citizen Public Comment Period
Jon Srnith came today to discuss the articles in the Columbia Basin Herald regarding the
annexation of the Fairgrounds into the City of Moses Lalce and the City's desire for the
Fairgrounds to hood up to the City sewer system. He doesn't see how any pollution from the
Fairgrounds is being deposited in the Lake and is wondering if the citizens around the lalce are
being questioned as well. He has a meeting today to discuss this issue with Joe Gavinski and will
speak with the City Council tomorrow night. Discussion was held about the placement of the
current sewer system and the history of the annexation request. Commissioner Stevens stated the
Fairgrounds are hoolced up to City water for partial irrigation. It was mentioned that some of the
cities storm water drains flow directly into the lake. The Commissioners thanleed Mr. Smith for
coming today.

Dorothy Blacic, Senior Planner, discussed the amendments. Commissioner Stevens moved to close
the public comment portion of the hearing, Comrnissioner Carter seconded and the motion
passed unanimously. Commissioner Carter moved uphold the recommendation of the Planning
Commission and approve the application as presented recognizing the 4 Findings of Fact.

Change
The Commissioners held a Closed Record Public Hearing to consider an application from Ronald
and Bernice Stump for a minor zone change for one o.58-acre parcel from Urban Residential4 to
Urban Commercial2, in order to malce the Zoning District of the subject parcel consistent with
the Comprehensive Plan Land-Use Designation, which was changed as part of the 2005
Comprehensive Plan Amendment process. The site address of the subject parcel is 5958 Turnlcey
Road NE, Moses Lake, WA. It is known as Lot 1 of Turnleey Estates #i, and is located north of the
intersection of Patton Blvd. NE and 22nd Avenue NE, and in the NW quarter of Section 4,
Township i9 North, Range 28 East, WM, Grant County, WA (Parcel #12-1089-002).
Commissioner Carter moved uphold the recommendation of the Planning Commission and
approve the application as presented recognizing the io Findings of Fact. Commissioner Stevens

MISCELLANEOUS ITEMS
Washington Rural Counties Insurance Program (WRCIP) 2oii-2oi2 Renewal Application. The
application names Martin Morris Agency, Inc. as the Producer.

#3 George Fire Station Project
The Commissioners held an Open Record Public Hearing for the closeout of Fire District #g
CDBG-R Grant No. o8-F96119-003. June Strickler stated that the purpose of the public hearing is
to notify the public of Grant County's closeout of its Community Development Block Grant-
Recovery (CDBG-R) General Purpose Grant from the State of Washington's Department of
Commerce, No. o8-F96ii9-oo3 for the renovation and expansion of Grant County Fire District
#g's George, Washington Fire Station. It is also to provide an opportunity for the public to
comment on the County's and Fire District's use of the CDBG-R funds. Hand outs are available in
English and Spanish and a Spanish interpreter is here to assist if necessary. Don Fortier, Fire
Chief of Fire District #g Quincy, discussed the remodel of the George, WA facility. Commissioner
Carter moved to close the public comment portion of the hearing. Commissioner Stevens
seconded and the motion passed unanimousl,y. Commissioner Stevens moved to approve the
closeout of the grant. Commissioner Carter seconded and the motion passed unanimously. The
hearing adjourned.

The Commissioners held an Open Record Public Hearing to consider a franchise application from
Cascade Valley Water District to construct, operate, and maintain a water distribution system on
certain county road rights of ways within Grant County for carrying water along Konishi Road NE
from Valley Road to the west boundary of the Cascade Valley Water District Service Area. Derelc
Pohle, Public Works Director discussed the application and stated he recommends approval of the
franchise. Larry Angel, Columbia Northwest Engineering, representing the proponent and will
answer any questions the BOCC may have. He gave a brief history of the Water Association. The
main purpose of the franchise is to provide water to the area for fire prevention. Commissioner
Carter moved to close the public cominent portion of the hearing. Commissioner Stevens
seconded and the motion passed unanimously. Commissioner Stevens moved uphold the
recommendation of the Public Works Director and approve the application as presented and
signed the order granting franchise. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned.
