attendance. Commissioner Stevens was out and excused.

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $994�662.22 and $i55�o49•79� as
recorded on a listing and made available to the Board.

The session was continued at 9:0o a.m. with the Commissioner Stevens in attendance and Commissioner
Carter via conference call. Commissioner Swartz was out at a meeting and excused.
9:0o a.m. — io:go a.m. Open Record Public Hearing, 2oii Comprehensive Plan Amendments
The Commissioners held an Open Record Public Hearing to consider 3 applications for the 2oii
Comprehensive Plan Amendments. Due to a calendar error, a physical quorum was not available.
Commissioner Swartz was at an out of town meeting. Commissioner Carter participated via
conference call. Commissioner Stevens chaired the hearing.
Dorothy Blacic, Senior Planner, discussed the amendments and read into the record the staff
reports.

The proposal is a site comprised of approximately �.02 acres of an xi.o4 acre parcel with a current
Comprehensive Plan Land Use Designation of "Agricultural (Rangeland)".

The applicant has submitted a Site Specific Land Use Re-designation application requesting the
subject property be re-designated to "Rural Residential -i" along with an application for a Minor
rezone from "Agriculture" to "Rural Residential -i". The parcel is not located within an Urban
Growth Area.
The subject area is a �.02 acre portion of parcel #1�-i4i8-000. The parcel is located east of Coulee
City and is bordered on the west my McEntee Street, on the South by Pinto Ridge Rd NE and is
located in a portion of S og, T 24 N, R 28 E, W M.
Commissioner Carter moved to close the public comment portion of this hearing, Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance.
Comrnissioner Carter moved to uphold the Planning Commission recommendation and approve
the Site-Specific Land Use Re-designation as presented, recognizing the 9 Findings of Fact.
Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance.

The proposal is for a site comprised of approximately g acre parcel with a Comprehensive Plan
Land Use Designation of "Industrial (Urban)". The applicant has submitted a Site Specific Land
Use Re-designation application requesting the subject property be re-designated to "Residential —
Suburban" along with an application for a Minor rezone from "Heavy Industrial (Urban)" to
Urban Residential -1". The parcel is located within the City of Quincy Urban Growth Area.
The subject area is located approximately half mile north of SR-28 west oi Quincy and on the east
side of Rd S-NW. The site address is io525 Rd S-NW, Quincy, WA and is identified as a portion
of Farm Unit 219, Block �g located in a portion of S i2, T 2o N, R 23 E, W M(Parcel No. 20-0864-
000).
Tim Snead, Administrator, City of Quincy, stated that the area in question does not have utility
services and probably will never. He says the City is in favor of the application.
Commissioner Carter moved to close the public comment portion of this hearing. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance.

applicant has submitted a Site Specific Land Use Re-designation application requesting the
subject property be re-designated to "Commercial (Urban)" along with an application for a minor
rezone from "Urban Residential -3" to "Urban Commercial — 2". The parcel is located within the
City of Mattawa's Urban Growth Area.

Commissioner Carter moved to close the public comment portion of this hearing. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance.
