A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items i

Pursuant to RCW 4z.3o.lio (i)(i) Commissioner Swartz called the session to order at i:go p.m. to

Swartz closed the session at 2:4 , p.m.
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $9i�,i65.00 and $i52,755.og, as
recorded on a listing and made available to the Board.

T Hechler, Human Resources Update
Open Record Public Hearing, Request from the Noxious Weed Board to
increase their Assessment Rates
The Commissioners held an Open Record Public Hearing to consider an request from the Noxious
Weed Control Board to increase their assessments as follows:
Land Classification

Dryland
Range / Scabland

Jerry Janke, Coordinator, discussed the request and passed out a packet of information giving the
history of the Weed Board and its rates. There is 1.g million acres of land that the County Weed
Board oversees. He discussed a$75,000.0o grant that the weed board received this year. The
Board also goes out and holds educational sessions throughout the County.
Darryl Pheasant, Treasurer, discussed the request. Laure Grammer was scheduled to be here but
couldn't malce it as she is at a conference. Darryl stated the TerraScan system that levies property
is having a problem with the numerous classifications that the Weed Districts and Board has. He
stated the Assessor was to have scheduled a meeting with the Weed Districts and Weed Board to
discuss this issue.
Gail Smith, Assessor's Office, stated she did not know of a meeting set with the Weed
Districts/Board but its supposed to be in the works.
Jerry Janke stated this is the first we have heard about the issues at hand from the Assessor's /
Treasurer's Office. He does not want to draw on warrants; the Board wants to be self suffrcient.
Jerry Janke stated the Board is bringing this request forth early to assist the County with budget
preparation.
The issue from the Treasurer is that TeraScan may not be able to handle a1141and classifications
that the Noxious Weed Board issues. This has no bearing on the request today to increase
assessments.
Commissioner Carter moved to close the public comment portion of this hearing. Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to approve
the rate increase for zo12 as presented, Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Resolution 1Vo.1i-o49-CC, then amended
Resolution No. ii-o50-CC (June 27, 2oii) changing the wording weed "district" to
weed "board")
ii:go a.m. — 11:4o a.m. Open Record Public Hearing, Emergency Management Budget Extension
The Commissioners held an Open Record Public Hearing regarding a budget extension request
from Emergency Management in the amount of $3,600.0o to receive a funding amendment to
Contract No. Eoii-o25 from the Washington State Emergency Management and the Energy
Facility Site Evaluation Council (EFSEC) to purchase tables for their Emergency Operation
Center. Commissioner Stevens moved to close the public comment portion of the hearing.
Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter
moved to approve the budget extension as presented. Commissioner Stevens seconded and the
motion passed unanimously. The hearing adjourned. (Resolution No.1i-o48-CC)

Open Record Public Hearing, Partial Vacation of Sunland Estates
Cul-de-sac
The Commissioners held an Open Record Public Hearing to consider a petition from Forrest and
Sharon Young, and Robert and Lisa Reller, to vacate a portion of South Section Place SW, cul-de-
sac on Lots 9 and io, Bllc i of Sunland Estates (S i2, T 18 N, R 22 E, W M). Derek Pohle, Public
Works Director, read into the record his Engineers report. The Director recommends granting
this petition. Commissioner Carter moved to close the public comment portion of the hearing.
Commissioner Stevens seconded and the motion passed unanimously. Commissioner Carter
moved to approve the vacation as presented. Commissioner Stevens seconded and the motion
