GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, OCTOBER 5, 2015
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Raundtable Meeting
9:00 a.m.—9:20 a.m. J Stricl<ler,ASC Update and Misc. BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items 1
through 6 on the ASC Agenda as presented. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services, grant administration,
etc, (Approved)
2. Amendment E to Washington State Department of Commerce Consolidated Homeless Grant 14-
46108-10,which is administered in partnership with the Grant County Housing Authority. The
amendment removes unspent Housing and Essential Needs (HEN)funds from the previous
funding cycle and does not lessen the available funds remaining on the grant. Amendment start
date is September 1, 2015 and goes through December 31, 2015. (Approved)
3. Washington State Military bepartment Homeland Security Grant Agreement No. E16-073 with
Grant County, by and through its department of Emergency Management. Funding is in the
amount of$74,438 with a term of September 1, 2015 through March 31, 2017. (Approved)
4. E911 County Equipment Contract FY2016/17, Agreement No. E16-057 between the Washington
State Military Department and Grant County, by and through the Multi Agency Communications
Center, in the amount of$151,302 with a term of July 1, 2015 through August 15, 2017.

5. Request for extension of completion deadline by the City of Soap Lake on Strategic
Infrastructure Program (SIP)#2014-06, Main Avenue Improvement,from October 6, 2015 to
December 31, 2015. The need for an extension stems from paperwork being processed by the
Transportation Improvement Board; the project has been completed and closeout is in process.

6. BOCC Action on Washington Rural Counties Insurance Pool (WRCIP) insurance proposal on
repair of the Youth Services Building, WRCIP Claim #39413,with insurance coverage of
approximately 65%of the costs assaciated with repairs for the settling of the building(or
approximately$671,000) and for the County to effect repairs of the building and contract with
MJ Takisal<i. (Approved)
9:30 a.m.—9:40 a.m. Open Record Public Hearing, Grants Administration Fund Budget
Extension
The Commissioners held an Open Record Public Hearing to consider a budget extension to the
Grants Administration Fund#190 in the amount oF$128,397.00 to fund a Department of
Commerce CDBG Public Services Grant No. 15-62210-005 for the OIC of Washington.

June Stricl<ler,Administrative Services Coordinator, discussed the request.
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Swartz seconded and the motion passed unanimously, Commissioner Swartz moved to approve
the budget extension as presented. Commissioner Carter seconded and the motion passed
unanimously.The hearing adjourned. (Approved, Resolution IVo. 15-060-CC)

Items discussed were: Salary/Wage increases for 2016/2017; Hourly wage increase for
Investigators; Efficiencies; Liability Insurance Increases; Personal Health Insurance increases
(MM indicates 11%); Clerl<s office diligent in billing for more services; COLA increases for County
employees; Whether to publish Requests for Qualifications (RFQ); and Technology Advances.

A motion was made by Commissioner Carter, seconded by Commissioner Swartz,to approve items 1
through 6, item 7 in part, and items 8 and 9. Item 7: parts a, c and d were approved. The
Commissioners denied part b (see below).

1. Commissioners Office and Public Defense Vouchers for approval. (Approval)
2. Commissioners September 14 and 21, 2015 Minutes for Approval. (Approval) "
3. Pursuant to RCW 87.03.130, Resolution No. 2015-07 from the Grand Coulee Project
Hydroelectric Authority notifying the Grant County Commissioners that they are changing their
name to Columbia Basin Hydropower. (Received)
4. Re-appointment letter of for Ann Mix to the Housing Authority of Grant County,with the term
expiring on November 14, 2020. (Approval)
5. New marijuana license applications for: Seaside Holdings (Philip Taylor and Jon Park), 1215 Rd 2
NW, Ste D, Moses Lake,WA 98837 (Producer Tier 2) (Approve the applicant; but deny the
processing and production portion as there is no such address issued or pending in Grant
County); and DID Crops (Harold and Sonja Harkness, and Ishmae) Apodaca), 7835 Hwy 283, Ste
B, Ephrata, WA 98823 (Producer Tier 2) (Approved),from the Washington State Liquor and
Cannabis Control Board.
6. Release and Settlement Agreement between Albert Lin and Grant County resolving all claims
between them in litigation between the parties in Chelan County Superior Court Cause No. 12-2-
01098-1. (Approved)
7. Recommendation from the Health Insurance Committee for the following changes:
a) Hold the vision and dental funding at the 2015 levels to retain the 2015 contributions rates.
(Approved)
b) Increase medical funding by 6.�.%and recommend that Grant County pay the increase. (T'he
Commissioners denied the request for the County to pay 100%of the increase. The
Commissioners intend to maintain the percentage of cost share as used last year-
85%/15%)
c) Restructure the plan for Retirees with Medicare (G1) medical plan to ensure members over
age 6S are not considered late entrants when leaving the Grant County Plan and applying
fnr Medicare Part D. The restructure will ensure that the retiree plan will remain Medicare
Part D Creditable.

The restructure recommendation of the plan to be as follows: move Prescription Drug Retail
and Mail Order coinsurance to 25%for the employee and 75%to Grant County, All other
detail of the plan will remain unchanged. (Approved)
d) Offer a Health Fair early in the year, with a target date being February 11, 2016, which could
include biometric screening with Health Advocate. The fair would also include Premera,
American Red Cross,American Cancer Society educational booth, and local health
businesses. (Approved)
HUMAN RESOURCES
8. Held from the September28, 2015 ConsentAgenda: Rec�mmendation Memo to change the
reporting of the HR Specialist at Grant Integrated Services to report directly to the Human
Resources Director. This position currently reports to the GrIS Chief Operating Officer.

of Moses Lake for the bid amount of$1,224,504,50. (Approved)
2. Request the approval for Jeff Tincher, Public Works Director/Courrty Road Engineer to be the
signature authority for the Washington State Department of Ecology,Toxic Cleanup Remedial
Action Grant Program Agreement No.TCPRA-2014-GrCoPW-00056. (Approved)
