J Strickler,ASC Update and Misc BOCC Action A motion was made by Commissioner Carter, seconded by Commissioner Swartz,to approve items 1 through 4 on the ASC Agenda as presented. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, legal services, grant administration, etc. (Approved) 2. Personal Services Agreement between Grant County, by and through its Superior Court Judges, and Bruce Pinkerton of Larson Fowles PLLC for the investigation, report, and/or recommended action for Superior Court's dormant Guardianship cases. Term is September 21 through December 31, 2015. (Approved) 3. Personal Services Agreement between Grant County, by and through its Superior Court Judges, and Carl Warring for the investigation, report, and/or recommended action for Superior Court's dormant Guardianship cases. Term is September 21 through December 31, 2015. (Approved) 4. Department of Commerce Consolidated Homeless Grant (CHG) Funding Application. Term is January 1, 2016 through June 30, 2017 in the amount of$340,591.00. The motion passed with 2 Commissioners in attendance. 1. Execution of Contracts: Valley Road and Airway Dr. Grind/Inlay Project awarded to Central Washington Asphalt of Moses Lake,WA. (Approved) 1:30 p.m.—1:40 p.m. Bid Opening, Adams Road NW Overlay Project (SR 283 to SR 28) CRP 14-10 The following bids were received: 1. Central Washington Asphalt �1,224,504.50 2. Granite Construction $1,319,702.00 A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to turn over the bids to Public Worl<s for their review and recommendation. The motion passed unanimously, Page 3 of 5 Grant County Commissioners Minutes Week of September 21, 2015 2:00 p.m,—2:20 p.m, Open Record Public Hearing, Six (6) Year Transporta�ion Improvement Program for years 2016-2021 The Commissioners held an Open Record Public Hearing to consider an update of the 6 Year Transportation Improvement Program for the years 2016-2021. Jeff Tincher, Public Works Director, discussed the proposed update. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner Carter moved to approve the Transportation Improvement Program as presented. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Approved, Resolution No. 15-059-CC) 2:30 p.m.—2:50 p.m. G Dano, Prosecuting Attorney's Office Update Items discussed were: Felony reductions; deputy interviews; and DAMIUN performance review. 3:00 p.m.—3:15 p.m. Consent Agenda (Items 1 through 8) A motion was made by Commissioner Carter, sec;onded by Commissioner Swartz,to approve items 1, 3, 4 and 6 through 8 on the Consent Agenda as presented, Item 2 was not signed in error and item 5 was placed on hold. (Approved) 4.
