Personnel Action Request for the wage, salary and/or position change for Jeff Tincher, Public � Works Director; and Brett Hill, Director of Public Defense. (Approved) � 3. Recommendation memorandum regarding a request from Public Worl<s to review the compensation of their Sign Shop/Traffic Manager position. After review,the Director recommends re-banding the Sign Shop/Traffic Manager from band 12 to band 14, (Approved) 4. Recommendation memorandum regarding a request from Public Worl<s fio review the compensation of their Solid Waste Supervisor. The motion passed unanimously, 1. Authorization to Call for Bids: Adams Road Overlay with a bid opening date of September 22, 2015 at 1:30 pm. 10:30 a.m.—10:45 a.m, Citizen Public Comment Period (No public in attendance) 11:00 a.m.—11:50 a.m. Budget and Finance Update 1:00 p.m.— 1:20 p.m. K Eslinger and J Strickler, County Policy and Procedure Update 1:30 p.m.— 1:40 p.m. Open Record Public Hearing, Economic Strategic Infrastructure Fund and Department of Commerce Consolidated Homeless Grant Budget Extensians The Commissioners held an Open Record Public Hearing to consider the following budget extensions: 1. Economic Enhancement Strategic Infrastructure Ending Fund#113 for the following Strategic Infrastructure Program projects: s SIP#2015-03 for the City of Wilson Creek/2015 Water Tower Repair in the amount of $62,000.00 grant • SIP#2015-04 for the City of Royal City/Camelia Street NE Water System Improvements in ' the amount of$225,000.00 grant. ' 2. Grants Administration Fund#190 in the amount of$112,947.00 for added funding to the Department of Commerce Consolidated Homeless Grant No. 14-46108-010 Amendment D with the Housing Authority of Grant County. June Strickler,Administrative Services Coordinator, discussed the projects, Commissioner Carter rnoved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swart�z moved to approve the budget extensions as presented. Commissioner Carter seconded and the motion passed unanimously. 7he hearing adjourned. (Approved, Resolution No. 15-056-CC) 2:00 p.m.—2:50 p.m. I< Eslinger, Human Resources Update Items discussed were: Corrections and Sheriff Support Negotiations; Comp banding for the Public Works Sign Shop-Traffic Manager and Solid Waste Supervisor; 2016 Bargaining Plan; Rooms for PERC and Bargaining Sessions; Deputy Sheriffs 2015 Mediation; Association � Negotiation Process; ID Badges; Anonymous Complaint Letter; and Covering CDL expense in medical plan. Page 3 o�F 6 Grant County Commissioners Minutes Week of August 24, 2015 3:00 p.m.—3:50 p.m. Open Record Public Hearing, iStar Blues LLC Open Space Application (continued from August 4, 2015) The Commissioners re-opened the Open Record Public Hearing for the Classification or Reclassification of Open Space for iSTar Blues LLC, The Commissioners stated the public comment portion is still open and asl<ed for public comment. No public decided to speak. Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner Carter seconded and the motion passed unanimously. Commissioner Swartz stated there are 2 different parcels being considered today; both are being utilized in different ways.The 24.13 acre parcel which basically consists of amphitheater, stage, grassy terrace seating, surrounding wall<ways, and support buildings. She feels these parcels need to be treated differently, She does not feel the smaller parcel falls into the open space category. Commissioner Swartz moved to deny putting the 24.13 acre parcel into Open Space (Parcel no. 150572001). Commissioner Carter seconded. Commissioner Stevens restated the motion. Commissioner Swartz then commented that because this parcel was classified many years ago and not discovered that it was supposed to be a different classification,the thought has come up that there will be penalties and past taxes that have to be paid. She believes that because this was overlooked to nobody's fault and she feels also�hat they should not be penalized. She would like to recommendation to the Assessor's Office to not charge back penalties and interest. Commissioner Stevens asked Commissioner Carter if she wanted this to be a part of her "second" to the motion. Commissioner Swartz said this will be an amendment to her motion. Commissioner Carter said "yes" and make a recommendation to the Assessor's Office. Commissioner Stevens called for the question to recommend to the Assessor's Office for there to be no penalties and interest on parcel 150572001,the 24.13 acre parcel. All were in favor of the amendment and the motion passed unanimously. Commissioner Stevens asked to vote for the amended motion. All were in favor and the motion passed unanimously. Commissioner Carter discussed Parcel no. 201525004 which is 87.30 acres and is basically undeveloped parking and the main entry pavilion and south of the other parcel, After looking into Open Space, she feels this parking area could be placed into Current Use/Open Open, To her knowledge,they will be charged the same amount (taxes) as if it were not in current use Ag but there will be no penalties and interest or back taxes because it will fall under any"land area in which the preservation in its present use would: • Conserve or enhance natural or scenic resources; • Protect streams or water • Protect soil resources II Page 4 of 6 I Grant County Commissioners Minutes � Weelc of August 24, 2015 � j • Enhance the value to the public of abutting or neighboring parl<s,forests,wildlife ! preserve, nature reservations or sanctuaries, or other open spaces � • Enhance recreation activities � Commissioner Carter moved to approve�he 83.30 acre parcel (Parcel No, 201525004) into the Current Use/Open Open. Commissioner Swartz seconded and stated this parcel could be easily ; changed back into agriculture. If that happens,the owner could reapply for a different ' classification, No further discussion and the motion passed unanimously.
