Recommendation to BOCC: A Loan of $�o,000 and a Grant of $30,000; SIP #2009-0�, Port of Royal Slope "Second Well Project". Recommendation to BOCC: A Loan of $25,00o and a Grant of $175,000; SIP #2009-08, City of Royal City "Community and Tourism Center". The Grant County Commissioners session was called to order at 9:0o a.m. with Commissioners Stevens and Swartz in attendance with the Clerlc of the Board. Commissioner Carter was out and excused. COlVIMISSIONERS WORK SESSION A motion was made by Commissioner Swartz, seconded by Commissioner, to approve items i and 2 on the Worle Session agenda. Item 2 was set for public hearing on October 26, 2009 at 2:0o p.m. The motion passed unanimously. CLOSED RECORD PUBLIC HEARING, JOSEPH EVENSON REA�ONABLE USE EXCEPTION The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception application from Joseph Evenson to enable the placement of a manufactured home on a 2.�o-acre parcel in the Agriculture Zoning District of Grant County. The subject parcel does not meet the 4o-acre minimum lot size requirement for this zone as defined by the Grant County Code. The site address is i6768 Rd 2-SW, Quincy, located approx. i mile south of George, near the intersection of Rd 2-SW and Rd Q-SW. It is in the SW quarter of S 8, T 18 N, R 24 E, W M(Parcel #2o-i638-o01). Commissioner Swartz moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the i Conditions of Approval and 6 Findings of Fact. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Resolution No. 09-o85-CC) CLOSED RECORD PUBLIC HEARING, FRANKGOMEZ REASONABLE USE EXCEPTION The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception application from Frank Gomez to allow the development of a single-family dwelling on a 2.o�-acre parcel in the Agricultural Zone of Grant County. The existing parcel does not meet the forty-acre minimum lot size requirements of the Agricultural Zone. Commissioner Swartz moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the i Conditions of Approval and 6 Findings of Fact. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Resolution No. 09-o86-CC) CLOSED RECORD PUSLIC HEARING. PAUL LAUZIER ESTATE MIIVOR ZONE CHANGE The Commissioners held a Closed Record Public Hearing regarding a Minor Zone Change application from the Paul Lauzier Estate to change the zoning designation of a 64o-acre parcel from Agriculture to Rural Residential i in order to make the zoning consistent with the Comprehensive Plan land use designation, which was changed during the 2001 Comprehensive Plan amendment process. The property is located at the northeast corner of the intersection of Rd E-NW and Rd 9-NW, Ephrata, and in a portion of S i�, T 2o N, R 26 E, W M(Parcel # i6-o620-000). Commissioner Swartz moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the 1i Findings of Fact. Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Ordinance No. 09-o8�-CC) J STRICKLER, ASC UPDATE AND MISC BOCC ACTION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items i through 6 on the ASC Agenda. Item 2 was assigned Resolution No. 09-o88-CC. The motion passed unanimously. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $io�,358•49 and $239�533•75� as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until October 6, 2009. HUMANRESOURCES Personnel Action Request for the salary, wage, and/or position changes for Tawna Whitford and David Spencer, Department of Community Development/Building Division. Personnel Action Request Recommendation regarding a request from the Sheriff s Office for an exception to the hiring freeze to hire one Sheriff's Deputy due to a disability retirement within the next few weeks. The Human Resources Director recommends approval. Personnel Action Request Recommendation regarding a request from the Sheriff s Office for an exception to the hiring freeze to hire two correction officers using grant funds received from the Department of Justice. The Human Resources Director recommends approval. Personnel Action Request Recommendation regarding a request from the Sheriff's Office to initiate the sicic leave donation policy for recipient No. 09-06. This is the gra request for this employee.
