BOCC Chair signature on Title VI Certification that Grant County, Washington, complies with Title VI of the Civil Rights Act of i964, including Section i.4(b)(2)(i) of the regulations of the Department of Housing and Urban Development issued pursuant to Title VI. J STRICKLER, ASC UPDATE AND MISC BOCC ACTION A motion was rnade by Commissioner Swartz, seconded by Commissioner Stevens to approve items 1, g, 4, and 5 on the ASC Agenda. Item 2 was held as it did not arrive in time for the ASC Agenda time. The motion passed unanimously. COMMISSIONERS WORK SESSION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve item 1 on the Commissioner Work Session agenda. The motion passed unanimously. J CHRISTIAN-STOKER, GRANT INTEGRATED SERVICES UPDATE The Commissioners signed item i as listed above. The Commissioners discussed the Permanent Executive Director position of PARC. The Board will malce a decision by the end of the weelc. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $959�714.00, as recorded on a listing and made available to the Board. The Commissioners authorized the Chief Deputy Auditor to transfer the i/2 percent of unemployment funds that is charged to each office/department to the unemployment fund immediately. The Board also notified that each department will also pay the extra amount that is above the 1/2 percent to the state. As there were no further items to come before the Board, the session was continued to September i5, 2009. OPEN RECORD PUBLIC HEARING. BEVERLY WATER PROJECT CLOSEOUT The Commissioners held an Open Record Public Hearing to review the final project performance for CDBG Contract # 05-64005-024 between recipient Grant County (on behalf of sub recipient Beverly Water District) and the Washington State Department of Community, Trade and Economic Development. The contract total is $223,400.00. Commissioner Stevens moved to close public comment portion of the hearing, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. Commissioner Stevens moved to accept the grant closeout, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. D POHLE, PUBLIC WORKS UI'DATE The Commissioners approved and signed item 2 as listed above and assigned it Resolution No. 09- o81-CC. OPEN RECORD PUBLIC HEARING, EASEMENT VACATION ON THE PLAT COX'S LANDING NO. 2 The Commissioners held an Open Record Public Hearing to review a petition to vacate that portion of county road easement described on the Plat Cox's Landing N0. 2, AFN 101�66� Boolc i�, page 99, south of the Cul-De-Sac at the end of Rd U-SW. Derelc Pohle, Public Works Director, read into the record his staff report. The Director does not recommend a�proval of this Easement Vacation because he believes it still has value to the public and the public would not be benefitted by vacation at this time. Discussion ensued. Commissioner Swartz moved to close public comment portion of the hearing, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. C.ommissioner Swartz moved to approve the recommendation of the Public Works Director and deny the application, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. FRANCHISE APPLICATION The Commissioners held an Open Record Public Hearing to consider a franchise application from Banks Lalce Developers, Inc. to construct, operate, and maintain a North Shore Acres Water System on certain County Rd Rights of Ways within Grant County for the maintenance and operation of such. The roads that it follows are Coulee View Rd and Bay Area Drive. The Public Works Director recommends approval of this application. Commissioner Swartz moved to close public comment portion of the hearing, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. Commissioner Swartz moved to approve the application and sign the order granting franchise as presented, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. The Commissioners approved the September io, 2009 payroll picic-up sheet. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $579,931.76, as recorded on a listing and made available to the Board.
