BOCC Action 1. Request for release of grant award monies in the amount of $60,000.0o to the City of George for SIP No. 2008-03, which project was approved through BOCC Resolution No. 08-o21-CC, based on the recipient's having met all requirements and provided the County supporting documentation. Commissioners Office Safety Meeting Commissioners Work Session and PCC Rail Authority Discussion i. Budget Extension request from the Sheriffs Office in the amount of $i,i65.00 to purchase a Tonneau Cover for one of their INET vehicles. Funding comes from their INET Suspense Account. 2. Budget Extension request from the Sheriff's Office in the amount of $ig,182.0o to purchase Office and Operating Supplies and Small Tools using an Edward Byrne Memorial Justice Assistance Grant FY2oo9 Local Solicitation. Open Record Public Hearing, Ordinance creating Ch. 2.go of the Grant County Code called Indigent Public Defense Commissioners at Road District Supervisor Luncheon (Tequila's Restaurant) Open Record Public Hearing, District Court Budget Extension B Varney, Unemployment Fund Discussion T Hechler, Human Resources Update The Grant County Commissioners session was called to order at 9:0o a.m. with the Deputy Clerk of the Board. J STRICKLER. ASC UPDATE AND MISC BOCC ACTION A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve item 1 on the ASC Agenda. The motion passed unanimously. COMMISSIONERS WORK SESSION PCC RAIL AUTHORITY DISCUSSION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens to approve items i and 2 on the Work Session Agenda. A public hearing was set for both extensions on September 23, 2009 at 1i:3o a.m. The motion passed unanimously. COMMISSIONERS' AUGUST g1, 2009 MINUTES Page 2 of 5 The Commissioners then opened public comment to discuss the proposed PCC Rail Authority TIGER Grant application request for funding in the amount of $82 million to fund track improvements which have been prioritized and supported by engineering studies done by the State of Washington. These funds would allow a much needed refurbishment of the lines and also reconnect the PV Hooper and P& L Branch Lines that have been separated for two years due to a wildfire that destroyed the connection. The rail lines are a vital part of the State's transportation networlc and offer great potential for economic growth to the areas surrounding the rail lines. There was no public in attendance; therefore no negative comments were received. OPEN RECORD PUSLIC HERAING ORDINANCE CREATING CH 2,3o OF THE GRANT COUN'I'Y CODE CALLED INDIGENT PUBLIC DEFENSE The Commissioners held an Open Record Public Hearing to consider an ordinance creating chapter 2.go of the Grant County Code named "indigent public defense". Washington Legislature has mandated that counties adopt standards for the delivery of indigent defense services through RCW io.ioi.ogo. Ray Gonzalez, Director of Public Defense urged the commissioners to adopt this ordinance. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to adopt the Ordinance as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No, 09-o76-CC) OPEN RECORD PUBLIC HEARING, DISTRICT COURT BUDGET EXTENSION The Commissioners held an Open Record Public Hearing regarding a budget extension request from District Court in the amount of $1,000.0o for DUI Court using a donation from Wal-Mart. Commissioner Stevens moved to close the public comment portion of this hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve the budget extension as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 09-o77-CC) MISCELLANEOUS ITEMS The Commissioners approved and signed a County Program Agreement No. 0963-6622� for Specialized Services �o Victims of Domestic Violence from Marginalized Populations between Grant County, New Hope Domestic Violence, and the Washington State Department of Social and Health Services. The Chair of the Board was authorized to sign a face sheet for Grant No. Fo9-gllog-o15 between Grant County, New Hope Domestic Violence, and the Washington State Department bf Commerce for a STOP Violence against Women Formula Grant Program, a grant pass through allocation to improve the community response to violence against women. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW q.2.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of$57o,2ii.�1 and $�73,030.97, as recorded on a listing and made available to the Board. The Commissioners signed the Public Worles Claims Fund Voucher Approval No. o8-i through No. 08- x22 in the total amount of $i,257,080.28 as recorded on a listing and made available to the Board. As there were no further items to come before the Board, the session was continued until September 1, 2009. The Public Worles Board Rural Grant program was created in the 20o9-2oii Capital Budget. $9�531,00o has been allocated for local governments in rural counties (as defined in RCW 43.i6o.2o). The purpose of this grant program is to provide a resource for local governments to fund public worles projects that will create jobs in these small communities.
