Award recommendation from the Juvenile Department to award the bid for an upgrade to their video security system to Advanced Protection Services Inc. (APS) in the amount of $5,52�.�2. Funding will come from a JABG Grant. 2. Budget Extension request from the Sheriff's Office in the amount of $95�096.0o for a reimbursement grant through the Washington State Department of Commerce. 3. 2-Budget Transfer requests from the Sheriff s Office, due to accounts that were coded incorrectly: • $1g,4o4.0o from Fund# 52i2852o0o to Fund# 598215207 • $i�,113.0o from rund# 521285205 to Fund#59$215205 4. Budget Extension request from the Public Records Officer in the amounts of $29,904.0o and $12,12g.00 for a grant from the Secretary of State to archive records for the Cornmissioners Office and Public Works. COMMISSIONERS WORK SESSION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 2 through 4 on the Work Session agenda. Item i was tabled for further review. Items 2 and 4 were set for public hearing on September 8, 2009 at 9:3o a.m. The motion passed unanimously. COMMISSIONERS' AUGUST a�, 2009 MINUTES Page 2 of 5 MISCELI.ANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $229,751.2i, as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 08-1 through No. o8-i25 in the total amount of $2,608,499•12, as recorded on a listing and made available to the Board. CONSENT AGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the motion passed unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Special Occasion license application for the Columbia Basin Rodeo Association, iog6 W Broadway, Moses Lake, WA 98837, from the Washington State Liquor Control Board. Proclamation stating that the song "Grant County" by Grant County Centennial Band is the official song of the Grant County Centennia12oo9. COMMISSIONERS' AUGUST i�, 2oog MINUTES Page 3 of 5 HUMAN RESOURCES Request from the Prosecuting Attorney's Office for an exception to hire a part- time/seasonal/hourly employee above the maximum rate of pay. OPEN RECORD PUBLIC HEARING PROSECUTING ATTORNEY'S OFFICE BUDGET EXTENSION The Commissioners held an Open Record Public Hearing regarding a budget extension request from Prosecuting Attorney's Office in the amount of $47�335•0o to receive a grant from the Washington State Department of Community, Trade and Economic Development. This grant will fund a Deputy Prosecutor position, including equipment. Commissioner Stevens moved to close public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to adopt the budget extension as presented, Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. og-o7o-CC) D POHLE, PUBLIC WORKS UPDATE The Commissioners approved the recommendation of the Director to implement a proposed drop box phase-out plan for Grant County Drop Boxes: • Close the Hartline Drop Box. • Increase hours at the Coulee City Drop Box to a full day on Saturday. • Close the Beverly Drop Box. • Increase the hours at the Mattawa Drop Box to add a full day on Friday. • Increase the disposal fees: Less than 1/z Cubic Yard $5.�g per load Non Compacted $ig.51 per cubic yard Dense or Compacted $23.i6 per cubic yard All subject to 3.6% State Refuse Collection Tax Resolution No. o9-o�i-CC in the matter of amending a comprehensive six year transpoi~tation improvement program for the years 2oog-2oi4. The Commissioners approved and signed Resolution No. 09-o�2-CC in the matter of initiating County Road Project designated as CRP NO. 09-09 for Potato Hill Rd. The Commissioners approved and signed Resolution No. 09-o73-CC in the matter of initiating county road projects and assigning CRP numbers as follows: • Rd 10.5 SE CRP o9-05 • Rd K NW/SW CRP o9-06 • Royal Carnp Sts. CRP o9-0� • Rd 3-NE CRP o9-08 The Commissioners approved and signed a contract between Grant County and Selland Construction, Inc. for the Ephrata Landfill Phase 2 Development project; and with Central Washington Asphalt, Inc. for the Airway Drive Realignment and Fairgrounds Path project.
