BEFORE THE BOARD OF COMMISSIONERS, GRANT COUNTY, WASHINGTON� ������� ��
RE: REAL ESTATE EXCISE TAX AUTOMATION GRANT PROGRAM
MEMORANDUM OF UNDERSTANDING BETWEEN THE STATE OF
WASHINGTON, DEPARTMENT OF REVENUE, AND GRANT COUNTY
WHEREAS, under RCW 82.45.210(1), the Department of Revenue (DOR) shall
administer a grant program for counties to assist in the development, implementation,
and maintenance of an electronic processing and reporting system for real estate excise
tax affidavits that is compatible with the automated real estate excise tax system
developed by the DOR; and
WFiEREAS, the Grant County Treasurer desires to implement a hardware/software
system that fulfills the requirements of RCW 82.42.210 and the technical specifications
of the DOR; and
WHEREAS, the implementation plan must be approved by DOR prior to any
expenditures for the project to be reimbursed through the DOR grant; and
WH@REAS, the amount of the grant shall be equal to the amount paid by the county in
excess of iechnology f2es collected under RCW 8Z.45.180 and not more than one
hundred thousand dollars ($100,000); and
WHEREAS, the Grant County Treasurer estimates the project cost to be $92,622; and
WH�AS, the Coun Administrator suggested using funds from the General Fund, C�j
.PI� m�'�a em ��irt�"'�'rac�� R�•��1-ved Fund Balance) to pay �
for services and equipment; and
WHEREAS, pursuant to RCW 36.01.010 and RCW 36.32.120 the legislative authority of
each county is authorized to enter into contracts on behalf of the county and have the
care of county property and management of county funds and business; and
WHEREAS, the Board of Gran� County Commissioners constitutes the legislative
authority of Grant County and desires to enter into the at�ached Memorandum of
Understanding with the Department of Revenue as being in the best interest of Grant
County;
NOW, TIiEREFORE, BE IT RESOLVED the Grant County Board of Commissioners
hereby approves the attached Real Estate Excise Tax Automation Grant Program
Memorandum of Understanding between the State of Washington, Department of
Grant County Resolution No. ��- O6Y - C C

Revenue, and Grant County and authorizes the Chairman to sign said Memorandum on
behalf of the Board.
BE IT FURTHER RESOLi/ED the Grant County Board of
authorizes expenditure of funds as necessary from the General
