GRANT COUNTY BOARD OF COMMISSIONERS

The Grarrt County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.

A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 1
through 9 on the ASC Agenda as presented. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, legal services,gran�t
administration, etc. (Approved)
2. Working Agreement by and between Grant County and Grant County Public Employees
Association Public Works Unit,January 1, 2015 to December 31, 2015. (Approved)
3. Working Agreement by and between Grant County and Gra�nt County Public Employees
Association Youth Services Unit,January 1, 2015 to Uecember 31, 2015, (Approved)
4. Working A�reement by and between Grant County and Grant County Public Employees
Association Courthouse Unit,January �., 2015 to December 31, 2015. (Approved)
5. Anticipating: Working Agreement by and between Grant County and Grant County Public
Employees Association District Court Unit,January 1, 2015 to December 31, 2015.

6. Subrecipien�C Agreement for CDBG Public Services between Grant County and the OIC
(Opportunities Industrialization Center) of Washington for public services fu�nded by the ,
Washington State Department of Commerce's Community Development Blocl<Grant(CDBG)
Program. Pass-through funding occurs through Commerce Agreement#15-62210-005 in the
amount of$125,397.00. Term is July 1, 2015 through June 30, 2016.
7. Request for autho.rization for release of funds on Strategic Infrastructure Project#2015-03,
Town of Wilson Creek, 2015 Water Tower Repair, in the amount of$62,000 and for the 2.5%
Administrative Fee to the Grant County Economic Development Council in the amount of
$1,575.00. (Approved)
8. E911 County Coordinator Professional Development Contract FY 2016 Agreement No. F16- ��
039 between the Washington State Military Department and Grant County in cooperation
with the Multi Agency Communications Center, Funding is in the amount of$51,300 with a
term ofJuly 1, 2015 through August 15, 2016. (Approved) �
9. Exhibit C Revision 16010�.to Washington State Department of Social and Health Services �
(DSHS) Residential Contract#1563-43364. The revision reflects one client leaving�the j

, A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 1
through 10 on the Consent Agenda as presented. The motion passed with 2 Commissioners in

5. Request for out of state travel for Darla Boothman to attend a Netsmart(Avatar) conference
from October 24—31, 2015 in Washington DC. (Approved)
6. Request to purchase 35—18"X 60" folding tables and 24 black conference chairs from Business
Interiors in the amount of$18,095.05. (Approved)
7. Recommendation to award the bid for new office flooring(carpeting and vinyl) in their Quincy
office,to Skaug Brothers in the amount of$12,440.32. (Approved)
HUMAN RESOURCES
8. Recommendation memorandum regarding a request from the Central Services Director for a
compensation review and retitling for the Tech Services Analyst position within Technology �
Services. After review,the Director recommends renaming the position to Systems Support '
Specialist and re-banding it to band 13. (Approved) '
9. Personnel Action Request for the wage, salary and/or position change for Carlos Garay, !
Technology Services; and I<ris Crus, Grant Integrated Services. (Approved) j
10. Recommendation memorandum regarding a request from Grant Integrated Services to promote i

10:30 a.m.—10:45 a,m. Citizen Public Comment Period
Ed Schempp— Farmer that lives west of Ephrata stated he had problems with driving trucks
during the 2014 Basin Summer Sounds detour. The detour has caused problem as there were
yard sales and cars were double parked, Also, near the Catholic Church there was one lane only.
He tried to talk to the City of Ephrata and they have not gotten back to him, He has also talked
with other citizens in Ephrata regarding this. He wrote a letter to the editor of the Journal and
sent the same lefiter to the Chamber, City.
Ephrata City Administrator Wes Crago responded to the letter and said that this detour was in
planning for years. This year he was finished with harvest while other farmers made other
arrangements.
He disagrees that the City has a right to use County property. Commissioner Stevens stated that
they have a contract to use our property. Mr. Schempp suggests that they move the event
further into town, to leave open these streets.
County Planning issue: sold property to a neighbor and he got into open space recreational,
When he listed the property he found that he had to have a short plat, and found that it was
now urban residential. He was never notified that he was taken out of open space. It will cost
$2000 for platting. The Department of I-lealth requires the buyer to repeat what he is doing
now.
Commissioner Stevens asked if he has talked to Damien Hooper, Planning Director—he said no,
he had a hard time with the people at the front desk and gave up. The CommissionPrs
suggested he talk with Damien Hooper,

for Prosecuting Attorney; PARs for Director Reports;Wage Corrections/Update to Fire Marshal
Protocol; Clothing Stipend for Building Department; Safety Committee Breakfast; GrIS
Leadership Job Descriptions; and ID Eiadges.

A mo�ion was made by Commissioner Carter, seconded by Commissioner Swartz,to approve item 1 on
the Public Works Agenda as presented. The motion passed unanimously.
1, (RFP) Recommendation of Award Memo for Solid Waste Landfill Scalehouse Operations
Software - recommendation for award to Paradigm Software, LLC of Cod<eysville, MD for
the quote amount of$41,705.85 including sales tax (for initial software purchase,
installation, hardware and annual support years 1-5). (Approved)

and made available to the Board.
