The Chair of the Board was authorized to sign the State of Washington Department of Community, Trade and economic Development Community Development Blocic Grant (CDBG) Grantee Close out Performance Report for Public Services Grants. The Commissioner approved and signed the December 15, 22, and 29, 2008 Minutes. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers No. i— 4, and General Fund Vouchers No. 5— 57, in the amount of $147�340.2�; as recorded on a listing and made available to the Board. The Commissioners approved and signed a request for transfer from PARC in the amount of $9,200.00 from Professional Services Medical and Professional Services to Capital Equipment to purchase a photocopier. As there was no further business to come before the Board the session was continued until April �, 2009. OPEN RECORD PUBLIC HEAIZING. DEPARTMENT OF COMMUNITY DEVELOPMENT FEE INCREASE PROPO�AL (CONTII�TUED FROM �/,3o/og� The Commissioners held an Open Record Public Hearing regarding a proposal from the Department of Community Development to increase fees. Dave Nelson —cost brealcdown estimate was given to the Commissioners. New schedule 25% increase residential i5% increase commercial Edie Streicher, Government Affairs Director of Spokane Homebuilders Association stated that if this increase was approved it would be the highest in the region. Colt Smith, Western Pacific Development & Grant County Homebuilders referred to cost brealcdown that he gave to the Commissioners. Mr. Smith referred to his development that he is developing now and the revenue that.the County is getting now and what the County would receive with a fee increase. He wants to promote development. Ben Justice, JRCC — insurance work, remodel. Jobs have to get done asap. People need to get bacic in their homes. Why increasing fees when the service is not increasing. Still have to wait for permits. He just does demolishing and he gets caught up in the Building Dept. waits to give permits, because of inspection requirements and engineer inspections. This much of an increase would put him out of business, because he cannot charge that much to customers. He has to go with a price that all insurance companies have agreed to. Bruce Preston — Bruce Preston Homes and Homebuilders Assoc. stated that he thinlzs it is irrelevant what neighboring counties are charging for their fees. Fees should not be raised and should be on a cost basis or cost approach. Thinlcs this will shut down growth in the county. Costs of blueprints have been raised. Permits still talce a long time to get. Mr. Preston thinks that outsourcing this service would be more cost effective. Gene Davis — Finish Work, LLC in Moses Lalee and Homebuilders Assoc. stated that he builds custom homes for upper end market. This increase will not cost him. If there is a fee increase will there be an increase in service? How does he justify this cost to his customers? Commissioner Richard Stevens moved to close the public comment portion of this hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to take under advisement all the information we have received to date and today to malce an informed decision on this within the next two weeks.
