For BOCC Chair signature: NEW/REPLACEMENT Moses Lake Airline Travel Banle (ATB) Partner Agreement, between Grant County and the ATB Manager Grant County Economic Development Council. Term: o2/i9/o9 to 02/19/10. This replaces the version (#Kog-o24) signed by BOCC Chair Cindy Carter on o2/i�/o9. (#Ko9-ogo) J Potts, Legislative Update Conference Call Commissioners Work Session and Consent Agenda i. Request from Emergency Management to purchase misc. communications equipment to enhance the Sheriff's Office mobile interoperable communications capabilities in the amount of $20�974•23. They will be using funds from Homeland Security Program Guidance grant for FFYo7 (project 9076). COMMISSIONERS WORK SESSION AND CONSENT AGENDA The Commissioners approved and signed item i as listed above. Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the motion passed unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Special Occasion license application for the Fraternal Order of Eagles 2622, Ladies Aux., i5i� W Broadway, Moses Lalee, WA 98887, from the Washington State Liquor Control Board. Memorandum of Agreement between Grant County and the Grant County District Court Employees' Association to extend the current Worleing Agreement for a one-year term for the period January 1, 2009 to December 31, 2009. This extension is agreed to on the basis that there will be no increases in any compensation and benefits for 2009. HUMANRESOURCES Personnel Action Request (PAR) for the salary, wage, and/or position changes for Lydia Hales, Grant Mental Healthcare. OPEN RECORD PUBLIC HEARING, TOURISM, CENTENNIAL CELEBRATTON, AND SHERIFF'S OFFICE BUDGET EXTENSION� The Commissioners held an Open Record Public Hearing regarding the following budget extension requests: 1. Grant County Tourism Fund #ii4, Department #x56 in the amount of $75,000.0o for an operating transfer to the 2009 Centennial Celebration Fund. 2. Grant County Centennial Celebration Fund #137, Department #188 in the total amount of $�oo,000.00. This includes an operating transfer in from Tourism in the amount of $75,000.0o and $25,000.0o received from outside contributions. 3. Grant County Tourism Fund #ii4, Department #i56 in the amount of $i5,000.00 for a transfer to the Fair budget. 4. Sherif#'s Office Fund #ooi, Department #1i4 in the amount of $800.0o to receive a grant from the Washington Traffic Safety Commission that provides reimbursable funds to purchase a Bosch CDR System for use in their crash reconstruction program. 5. Sheriff's Office Fund #ooi, Department #ii4 in the amount of $10,930.0o to receive a grant from the Washington Traffic Safety Commission. These are reimbursable funds for their DUI and Speeding Enforcement Campaign. 6. Sheriff's Office Fund #1i2, Department #i54 in the amount of $i,2oo.0o to purchase a ping pong table for use by Jail inmates. Funds will be expended from the Jail Concession Budget. The total budget extension is in the amount of $2o2,ggo.00. Commissioner Stevens moved to adopt the budget extension as presented, Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. o9-oi5-CC) OPEN RECORD PUBLIC HEARING, INTERIM ZONING FOR LAMIRDS The Commissioners held an Open Record Public Hearing to adopt and Ordinance relating to the adoption of Interim Official Controls temporarily amending the Unified Development Code (UDC) by implementing interim Zoning designations consistent with the Land Use Designations approved by the Eastern Washington Growth Management Hearings Board, as adopted in Resolution o4-oo�-CC, and other inatters properly relating thereto. This ordinance extends the UDC for 6 months. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to approve this ordinance as presented, Commissioner Swartz seconded and the motion passed unanimously, The hearing adjourned. (Resolution No. o9-oi6-CC) MISCELLAIVEOUS ITEMS The Chair of the Board was authorized to sign the following Final Plat Submission and Reviews: • Gar Didericksen (Didericksen — Stratford Major Plat) File #0�-4808-02 • Dee Grimmer (Dee Grimmer Short Plat) File #0�-4974-01 • Robert Witte (The Highland Plat/Phase 2) File #04-3926-03 Amendment A Interlocal Agreement for the Operations of the Multi Agency Communications Center. The amendment reads: "i member appointed by the Grant County EMS Council — such member shall be from an agency which provides patient transport". This item was held for further review by the Commissioners and will be added to the March 9, 2009 work session agenda. As there was no further business to come before the Board the session was continued until February 25, 2009. TUESDAY, FEBRUARY 24, 200� GRANT COUNTY 10o YEAR CENTENNIAL CELEBRATION MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $1i,�oi.4o� $598�486.92, and $6oi,25�.32, as recorded on a listing and made available to the Board.
