The Grant County Commissioners session was called to order at 8:3o am with all the Commissioners in

The Commissioners approved item 1 as listed above. The public hearing was set for March 9, 2oog at
2:0o p.m.
The Commissioners approved item 2 as listed above. It was determined this was nofi an emergency
purchase; it was an upgrade to existing equipment.
The Commissioners approved item 3 as listed above.
EXECUTIVE SESSION CONFERENCE CALL
Pursuant to RCW 42.go.lio (1)(i) Commissioner Carter opened executive session at 2:04 pm regarding
Grant County vs. Moses Lake Litigation. The session was to go unti12:5o p.rn. Commissioner Carter
closed the session at 2:5o p.m.
MISCELLANEOUS ITEMS
As of this date the Board by a majority vote does approve for payment those vouchers as presented by the
Grant County Health District: Payroll Vouchers No. i— 4, and General Fund Vouchers No. 5— 6i, in the
amount of $ioi,564.60; as recorded on a listing and made available to the Board.
In accordance with RCW 84.52.02o the Commissioners signed a levy certification form from the
Washington State Department of Revenue certifying the County Road Regular Levy amount of
$iz,000,000 for 2009.
The Commissioners approved a request to purchase office furniture for the Department of Public Defense
from Business Interior & Equipment, Inc. in the amount of $8,972.1g.
The Chair of the Board was authorized to sign Appendix A, Addenduin #1, Fit/GAP and Project Scoping
Definition (Phase 2) for Public Works between Grant County and Diamond Municipal Solutions
(Microsoft Gold Certified Partner).
As there was no further business to come before the Board the session was continued until February io,
2009.

The Grant County Commissioners session was called to order at 9:0o a.m. with all Commissioners in
attendance with the Clerk of the Board.
OPEN RECO1tD PUBLIC HEARING, SHERIFF'S OFFICE, JAIL, AND CORONER BUDGET
EXTENSIONS
The Commissioners held an Open Record Public Hearing regarding the following budget extensions:
i. Sheriffs Office Fund #ooi, Department #ii4 in the amount of $1g,000.00 to receive a
grant from the Washington Traffic Safety Commission for reimbursable overtime;
2. Sheriff's Office Fund #001, Department #114 in the amount of $41,023.07 to cover
expenses from their 2008 budget;
3. Jail Fund in the amount of $�,890.19 to cover expenses irom their zoo8 budget;
4. Coroners Office in the amount of $4,857•43 to cover expenses from their 2008 budget.
The total budget extension is in the amount of $66,��0.69. Commissioner Stevens moved to close the
public comment portion of the hearing, Commissioner Swartz seconded and the motion passed
unanimously. Commissioner Stevens moved to adopt the budget extension as presented, Commissioner
Swartz seconded and the motion passed unanimously. The hearing adjourned.

BID OPENING, 2ooA CRUSHING, SCREENING AND STOCKPILING PROJECT
The following bids were received:

A motion was made by Commissioner Stevens to turn over the bids to Public Works for their review and
recommendation. Commissioner Swartz seconded and the motion passed unanimously.

The Commissioners approved the out of county travel request for Travis Langley to attend the Manage of
Landfill Operations training in Richmond British Columbia, March 29-April i, 2009.

The Commissioners approved the recommendation of the Public Works Director to award the 2009
Crushing, Screening, and Stocicpiling project to Seubert Excavator, Inc. in the amount of $364�440.00;
and to award the Automobiles and Piclaips Item No. 2 to Discovery Ford in the amount of $52,560.97.
The Commissioners signed a contract between Grant County and Legacy Ford for the Equipment Contract
2oo9-oi; and a contract between Grant County and Sun City Auto for the Equipment Contract 2009-02.
The Commissioners approved and signed the authorization to call for bids for the Equipment Contract
2009-04 (Scissor Lift). The bid opening was set for February 24, 2009 then rescheduled to March 3,
2009 at 1:5o p.rn.

Personnel Action Request Recommendation for the Health Insurance Committee to open up their
membership and allow for more representation.
Personnel Action Request Recommendation for the Sheriffs Office to restructure the Chief
Deputy and Undersheriff Positions salaries to be a set minimum percentage above the contracted
union salaries:
i. Chief Deputy = io% above the Sergeant Positions
2. Undersheriff = 5% above the Chief Deputy Positions

Family Services Manager position title to Community Support Manager; and change the Adult

the job descriptions or salaries.

2009 Grant County Sheriff Towing Contract between Grant County and Davis Towing.
MISCELLANEOUS ITEMS
The Commissioners signed the agreement to Use County Properiy for Public Purpose between Grant
County and Basin Summer Sounds to utilize county property for public use on July i� and i8, 2009.
