A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 1
through 6, and 8 through 12 on the ASC Agenda as presented, Item 7 did not arrive for signature. The i
motion passed unanimously. �
1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration,
etc. (Approved)
2. Washington State Department of Social and Health Services (DSHS)Agreement No. 1563-43364, t
Community Residential Services, between Grant County by and through Grant Integrated
Services' Developmental Disabilities department. Contract term is July 1, 2015 through June 30, �
2017. (Approved)
3. Exhibit C to Washington State Department of Social and Health Services (DSHS) Contract#1563-
43364, Support Living or Group Home,which modifies client information. This is for Grant
Integrated Services' Developmental Disabilities department. (Approved)
4. Working Agreement,Wage and one Non-Economic Re-Opener, by and between Grant County
and Teamsters Local Union No. 760,Teamsters, Food Processing Employees, Public Employees,
Warehousemen and Helpers—Grant Integrated Services, lnitialServices, concluding the process

5. Worl<ing Agreement,Wage and one Non-Economic Re-Opener, by and between Grant County

8. Two documents for signature relative to Otis Elevator Company maintenance of existing units: '
(1)Otis Elevator Company Maintenance Contract, aka Proposal Number AEW249, between
Grant County and Otis Elevator Company for maintenance of four hydraulic and two chairlift
units; and (2) Contract Amendment to Otis Elevator Proposal#AEW249 which documents the ,
bidding process and sets forth the contract price and term (fixed price for the first two years, i
with annual adjustments after 2 years permitted with a 4%cap, ;

9. Request for release of funds on Strategic Infrastructure Project (SIP)#2014-03, City of George
and Port District#1 (Quincy), North George Water Distribution System, in the amount of
$253,000 as well as the 2.5%Grant County EDC Administrative Fee in the amount of$6,325.00,
(Approved)
10, Request for release of funds on Strategic Infrastructure Project (SIP)#2014-04, Grant County
Airport District#1, Widening of Desert Aire Airport Runway(Phase 3J, in the amount of$22,000
as well as the 2,5%Grant County EDC Administrative Fee in the amount of$550.00. This SIP
project was originally approved by the BOCC for a loan of$52,000; however,the Port was able
to garner additional funds from other sources and requires only a $22,000 loan. The 2.5%
Admin Fee for the Grant County EDC has therefore been reduced from $1,300 to$550.00.

11. Amendment A to Washington State Military Department Grant Agreement No. E14-150 with
' Grant County, by and through Grant County Emergency Management. The amendment updates
Article I, Key Personnel, and replaces the original Budget Sheet, Exhibit E. Accompanying this
amendment is an updated Signature Authorization form. (Approved)
' 12. 2015 Agreement Regarding Use of County Property for Public Purpose between Grant County
and the Ephrata Chamber of Commerce for the BASIN SUMMER SOUNDS Music Festival. Dates
for set-up through tear-down are July 16, 2015 through July 19, 2015. (Approved)

Items discussed were: Jury Duty; Department Comp Discussions; Health Insurance Committee;
Deputy Sheriff Negotiations; GrIS Director of Clinical Services position search; Labor relations
and negotiations with unions; Emergency Management Job Descriptions; Youth Services—
Potential Interruption of Services; Assessor's Office—Office Structure; GrIS Positions—Co-
occurring Program; and Progression through Job Families.
3:00 p.m. —3;50 p.m. Douglas and Chelan County Commissioners discussion on the formation
of a Behavioral Health Organization
The history and reasons behind the move to full integration of inental health, chemical
dependency and medical (physical) health was discussed. Senator Parlette outlined her role in
the process to help insure that this region has the right facilities and services to provide the right
level of care locally.

The Commissioners discussed the governance structure of Chelan/Douglas Regional Support
Network (C/D RSN) and other RSN governance structures. Chelan and Douglas Counties will
share their interlocal agreements with Grant County to start the legal process for governance.
There was a brief discussion about how to be inclusive of stakeholders and the role of Grant
County as a provider. Grant County Commissioners shared their experience with North Central
RSN and how County providers participated.
Tamara Cardwell-Burns shared an overview of what C/D RSN is doing to get back up to speed as
, an RSN. She also shared that the RSN had just had their audit by Qualis, and the results were
excellent. We discussed the timeline for the Detailed Plan that has to be submitted to DSHS and
some preliminary thoughts what it needs to include and how getting it done will be
accomplished. An implementation team was discussed.
, The 3 counties will meet with in a month or so to formalize the decision about the governance
structure,the interlocal agreement(s) and any other business needed to keep the process of
forming the new BHO moving.

MISCELLANEOUS ITEMS
The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for the July
10, 2015 payroll.
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$58,072.84,$769.88, $1,227,186,48,
$326,103.72, $736,566.80, and $177,001.77, as recorded on a listing and made available to the Board.

Bill Pelham lives on Crab Creek Rd and stated he is in agreement with the speed limit on the
road, but does not understand the 1.7 mile length.The road needs maintenance again,
Mr,7incher stated the 1.7 miles is based upon where the traffic drops off, according to what he
reviewed. He also clarified that this is ordinance is regarding the speed limit and does not
address the cost sharing portion of fixing the road.
Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner
Carter seconded and the motion passed with 2 Commissioners in attendance. Commissioner
Swartz moved to approve the ordinance as presented. Commissioner Carter seconded and the
motion passed with 2 Commissioners in attendance. The hearing adjourned, (Approved,
