MISCELLANEOUS ITEMS The Commissioners approved the request of the Prosecuting Attorney's Office to transfer Motor Pool car #603 to their office for investigator use. The Commissioners denied the request of the Prosecuting Attorney's Office for 2 additional deputies and i additional support staff. The Commissioners approved the position layoff list for Grant Mental Healthcare. The Commissioners notified all Grant County Elected Officials and Department Heads that effective immediately, the county has implemented a hiring freeze for all positions funded from the current expense fund. State of Washington Invoice Voucher, Department of Community, Trade and Economic Development, CDBG Contract No. 08-64008-02, Payment Request for administrative fees as certified by the Commissioners Office, in the amount of $3,000.00. The Commissioners signed a letter of commitment to provide the Department of Emergency Management one FTE to serve as Coordinator for their Interoperability Emergency Communications grant. The funding is guaranteed for 2 years. As there was no further business to come before the Board the session was continued until December i6, 2008. CLOSED RECORD PUBLIC HEARING VALENTINE NAIDENOV REASONABLE USE EXCEPTION The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception to allow a single-family residence to be built on a z.2�-acre parcel of land in the Rural Residential g Zone of Grant County. The existing parcel does not meet the minimum lot size for the zone. The site address is i89o3 Division .5 Rd, Soap Lalee, located in a portion of S gi, T 22 N, R 2� E, W M, and Lot 8, Blocic 22 Grant Orchards (Parcel no. i4-1434-ooi). Commissioner Allison moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the i Conditions of Approval and 6 I'indings of Fact. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. o8-iio-CC) D POHLE, PUBLIC WORKS UI'DATE The Commissioners approved and signed Resolution No. o8-io�-CC governing emergency load limitations on county roads, the issuance of special motor vehicle permits to use on weight restricted county roads, and fixing penalties for violations thereof. OPEN RECORD PUBLIC HEARING ADOPTION OF THE STATE BUILDING CODE The Commissioners held an Open Record Public Hearing regarding repealing Chapter i4.o4 of the Grant County Code and all other ordinances and parts of ordinances in conflict therewith; reenacting a new section of the Grant County Code regulating the erection, construction, enlargement, alternation, repair, moving, removal, demolition, conversion and occupancy of buildings and structures within Grant County by adoption of the Washington State Building Code which consists mostly of the "international code council" body of codes known commonly as the international codes and others as adopted by reference here-in; providing for the issuance of permits and the collection of permit fees therefore; and providing for penalties for the violations thereof. Commissioner Carter moved to close public portion of hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Allison moved to approve the Ordinance as presented and as recommended by Community Development Director Dave Nelson. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No. o8-ao9-CC) CONSENT AGENDA: Commissioner Carter moved to approve the Consent Agenda, Commissioner Allison seconded and the motion passed with unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Request from Grant County Port District #� (Grand Coulee) to appoint Arther Gerard, who will be replacing Dennis Wiese. GRANT'MENTAL HEALTHC�IRE Request for Resolution to designate Jenny Schubring as a County Designated Mental Health Professional. (Resolution NO. 08-111-CC� COMMISSIONERS' DECEMBER i5, 2008 MINUTES Page 4 of 5 HUMAN RESO URCES Personnel Action Request for the salary, wage, and/or position changes for Marie GueVara, Grant Mental Healthcare. Personnel Action Request Recommendation regarding Grant Mental Healthcare request to re- band their Human Resources Assistant in the county's compensation structure from Band 6 to Band 9 and change the title from Human Resources Assistant to Human Resources Specialist. Grant County Human Resources Director is not able to recommend placing the GMHC position consistent with the county's position as the scope of the responsibilities are not the same. The Director is able to recommend placing the position in Band 8 and changing the title to Specialist from Assistant. Personnel Action Request Recommendation regarding Grant Mental Healthcare request to create an in-house .5FTE Facilities Maintenance Position and end the contracted services with the County Facilities and Maintenance Department. The Director recommends approval. (This recommendation was denied) Unfair Labor Practice and Grievances Settlement Agreement between Grant County and the Grant County Deputy SherifPs Association. PROSECUTING ATTORNEY'S OFFIC� Request from Albert Lin for an exception to Administrative Policy o2-04 and carry over i2 annual leave days into 2009, as he is currently over the 25 day carry over limit. (This request is being held for further review by the Human Resources Director) MISCELLA.IVEOUS ITEMS The Commissioners approved and signed the May 26 through June 2g, 2008 Minutes. Policy Memo o8-oi implementing a hiring freeze for all positions funded from the current expense fund, effective December 15, 2008.
