COMMISSIONE1tS WOIZK SESSION The Commissioners denied the request from the Sheriff's Office and requested them to use funds within other budgets. CONSENT AGEl\TDA: Commissioner Allison moved to approve the Consent Agenda, Commissioner Carter seconded and the motion passed with unanimously, as presented below: COMMISSIONER�S" OFFICE: Commissioners Office Vouchers Special Occasion License application for Big Bend Cornmunity College, �662 Chanute St NE, Moses Lake, WA 98837; and 2-New License application for El Paraiso, 5981 Turnlcey Rd NE, Moses Lake, WA 988g� (for restaurant and restaurant), from the Washington State Liquor Control Board. Mahood to coordinate and facilitate Intelligence Analysis and Projection and Dissemination of products to support prevention, awareness, and continuity planning operations for Homeland Security Region Seven Emergency Management Council. HUMAN RESOURCE,S Recommendation for the salary, wage, and/or position changes for Rafael Gonzalez, Supervising Public Defender; and Elaine Carpenter, DD Residential. J STRICI�I.ER, ASC UPDATE AND MISC. BOCC ACTION After discussion with the Washington Department of Community, Trade, and Economic Development, it was agreed that this Professional Services/Consultant agreement needed to be revised and resubmitted. OPEN I�ECORD PUBLIC HEARING, TAKE PUBLIC COMMENT ON POSSISLY DISBANDIIOTG THE HEALTH DISTRICT The Commissioners held an Open Record Public Hearing in regards to the possible disbanding of the Health District, Commissioner Stevens swore in members of the audience who planned on swearing in. Peggy Grigg, Administrator of the Health District stated that a Comprehensive Study must be done. She shared information she received from other Districts/Departments and read from a prepared letter. She believes that these 5 items must be taken into consideration: 1. Grant County Health District has always conducted itself professionally and has been financially responsible 2. llistrict structure allows for independence from other entities and limits political pressure g. Counties are political structures led by politicians. Public Heal�h is an apolitical concept. 4. Human Resource needs for Public Health must be clearly understood 5. A fully functional independent Board of Health (with countywide representation) is a high priority. She reiterated that this should be studied before a decision is made. A reasonable time would be 6-8 months. She urges the Commissioners to develop a plan. Dr. Brezney stated that he was appointed in 2001. He is wondering what the motivation is behind this hearing. His motivation is to assist the public that he serves. Spokane Co., Kitsap Co. (increase in cost to become a dept, stayed Dist.), Columbia Co. (incurred greater cost) and has performed a comprehensive study. COMMI�SIONERS' DECEMBER 8, 2008 MINUTES Page 3 of g Dr. Brezney passed out: i. Exhibit C2 - Local Public Health Agency Infrastructure: a Chart boole continued Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Stevens stated there is no hidden agenda and wished that there was more public comment today. Commissioner Allison stated that finances are difficult right now, the County has lain off employees and the budget is not balanced. Commissioner Carter discussed the potable water at land sites. The land development is a concern for her. Commissioner Allison made a motion to continue this meeting until December 22, 2008 at io:go am. This will give the Commissioners time to read the materials presented by Dr. Brezney. Commissioner Carter seconded and the motion passed unanimously. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $425�288•83� as recorded on a listing and made available to the Board. The Commissioners approved and signed the May 5, i2, and i9, 2008 Minutes. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers No. i— 4 and General Fund Vouchers No. 5— 56, in the amount of $i47�359•84� as recorded on a listing and made available to the Board. The Commissioners signed the Public Worlcs Claims Fund Voucher Approval No. i2-i through No. o7-i37 in the total amount of $1,3i�,256.04, as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until December 9, 2008. OPEN RECOIZD PUBLIC HEAI2ING, CITY OF OUINCY FIZANCHISE APPLICATION The Commissioners held an Open Record Public Hearing regarding a franchise agreement request from the City of Quincy for (50) fifty years to enter upon, construct, operate, and maintain 1z-inch reclaimed water distribution main,l8-inch main, 8-inch cooling water blow down within row, under and along Road R N4V and io.5 NW. Permit will be required. Commzssioner Carter moved to close public comment portion of the hearing, Commissioners Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner Carter moved to approve the franchise as presented and to sign the Order Granting the Franchise, Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. As there was no further business to come before the Board the session was continued until December io, 2008. After review of a letter from the Boys and Girls Club dated October 22, 2008 requesting to lease property located at the corner of Valley Rd and Paxson Dr, the Commissioners voted to complete a Binding Site Plan on a portion of the Fairgrounds then lease a 2-acre site to them at that time. The Commissioners signed l�esolution No. 08-112-CC establishing a new investment fund called New Hope Domestic Violence and Sexual Assault Services, Fund #i28. As there was no further business to come before the Board the session was continued until December i5, 2008.
