- - 2. Act on Grant Gounty Strategic Infrastructure Program (SIP) Advisory
Committee recommendation on SIP #2008-06, Port of Warden/City
of Warden, for a preliminary engineering and cost estimate for a
wastewater lift station and infrastructure improvements needed to
meet DOE mandates for handling of industrial user's sanitary
wastewater once the new sewage treatment plant is operational.
Applicant requested a$28,500.0o grant; SIP Advisory Committee
recommendation: $28,500.0o in the form of a grant.
g. Act on Grant County Strategic Infrastructure Program (SIP) Advisory
Committee recommendation on SIP #2008-0�, Port of Ephrata, for a
road upgrade and infrastructure to serve a new heavy industrial
project on port industrial property. Applicant requested a
$200,000.0o grant; SIP Advisory Committee recommendation:
$50,000.0o in the form of a loan; $i5o,000.0o in the form of a
grant.
4. Act on Grant County Strategic Infrastructure Program (STP) Advisory
Committee recornmendation on SIP #2008-08, Port of Mattawa, to
construct a new road and install infrastructure to serve two new
• small businesses in the port's industrial park. Applicant requested a
loan of $97,500.00 on a ten year loan repayment schedule and a
$227,500.0o grant; SIP Advisory Committee recommendation:
$97�500.0o in the form of a loan (no repayment schedule
recommendation made) and $io1,320.0o in the form of a grant.
Applicant's letter of October go, aoo8 to the Board of
Commissioners seeking a rrxod°}�'acation of thei7• request to
a$65,000.00 loan and a$i95,000.0o grant will be
included for the BOCC"s consfderation.
5. Resolution with Certifications of Compliance for CDBG Public
Services Grant Only, for Grant County's application to the State
Department of Community, Trade, and Economic Developinent for
funding assistance in the amount of $i,000,000.00 for the Grant
County Fire District #3 Fire and Life Safety Facility Project based in
George, Washington.

2. Assignment of Funds bonding requirement to assure
improvement for Grant County Health District for drinlcing
water as shown in the Grove Estates Plat, located in S 20, T 19, R
28, in the amount of $i9,000.00 in the name of Richard
Penhallurick; and Acceptance (Financial Institution) from
Washington Trust Bank.
g. Personnel Action Requests for the salary, wage, and/or position
changes for Jalce Bishop and Nora Bowman, Fairgrounds.
4. Reques� from Penny Kardong, Prosecuting Attorney's Office, to
carry over one (i) day of annual leave from 2008 to be used on
January 2, 2009.
5. Request from New Hope Domestic Violence and Sexual Assault
Services for a loan in the amount of $i5,000.00 to purchase start
up furniture, appliances, and supplies for their new Shelter,
which will be_reimbursed by_DSHS once the items-have-been
purchased.
6. Budget Extension request from the Sheriff's Office in the amount
of $1,i�o.00 to purchase a Tonneau Cover, using funds
transferred from their INET Suspense Account.
�. Budget Extension request from the Sheriff's Office in the amount
of $69,670.0o for a full time (school operating hours) School
Resource Officer for the Wahluke School District. Additional
funding will be provided by the School District and the City of
Mattawa.

The Grant County Commissioners session was called to order at 8:go am with all the Commissioners in
attendance with the Clerk of the Board.

The Commissioners approved and signed item 5 as listed above and assigned Itesolution

The Commissioners approved and signed a request for transfer from the Sheriff's Office in the amount of
$2,000.0o to purchase a computer for the Moses Lake sub-station.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $i,�54�379•72 as recorded on a listing
and made available to the Board.
As of this date the Board by a majority vote does approve for payment those vouchers as presented by the
Grant County Health District: Payroll Vouchers No. 1— 4 and General Fund Vouchers No. 5— 55� in the
amount of $i6�,429.64, as recorded on a listing and made available to the Board.
The Commissioners signed the Public Works Claims_Fund Voucher Approval No. �1-1_through No. ii-13g in the
total amount of $1,611,i37.92, as recorded on a listing and made available to the Board.
The Commissioners denied �he October i3, 2008 Health Insurance Committee recommendations for the Grant
County Health Insurance Plan, then approved their adjusted recommendation in a memo dated October 21,
2008 to:
i. Keep the Retiree rates for 2009 the same as 2008 rates;
2. Change to Premera as the County's insurance carrier versus Ameriben;
3. Leave the dental options for 2009
As there was no further business to come before the Board the session was continued until November i7, 2008.

The Board of County Commissioners will be out of the office attending a Washington State Association of
Counties conference in Yakima, WA (Yakima Convention Center).
