WHEREAS, The Board of Commissianers for Grant Gaunty have been notified of an
emergency event at the Energy Northwest Columbia Generating S4atian nuclear
reactor; and
WHERE,4S, The release or potential release af radioactive materials from the nuclear reactor
may require the implementation of emergency profective ctions to pro4eCt the
• property, health, and welfare of the ci4izens of Grant ����; and

the requirements of a prolonged response to a relea e�'radioa � ive materials

Facility Response Plan and use af t �,tory emergency powers granted pursuant
to RCW 36.40.180 and 38.52.070,�riow theYefore,

emergency with a release ar potential release of radiaactive material at the Columbia
Generating Station nucl�ar reacfor and tf�e such �Emergency is declared to have �
commanced as of 1'b�, �M. 0'clock on the 9th day of September , 2008,

contracts and obligatio • nece ry ta•respond to the declared emergency to protect the
health, welfare, and prop "� the citizens of �rant County and to provide the citizens
with emergency �ssistan .
3.) 7 k�cause of the impending radiological emorgency, all Department5 and Offices of
ant County are authorfzed to Use emergency purchasing procedures without regard to
time o��sur�ineg procedures and formalities required by law for non�emergency
r��ases oods and services, except those mandated by Constitutional
