attendance with the Clerlc of the Board.

OPEN RECORD PUBLIC HEARING ORDINANCE AMENDING CH A o6 OF THE GRANT
COUNTY CODE ADDING BEVERLY/SCHAWANA TO THE DOG CONTROL AREA OF
GRANT COUNTY
The Commissioners held an Open Record Public Hearing in regards to a petition received from the Lower
Crab Creek Action Group to add a portion of the Beverly and Schawana area to the Dog Control Area.
David Bartrand, Beverly Resident, would like his property to be excluded from this dog control area. He
lives south of Crab Creek. Larry Ledeboer, Animal Control OfFicer, stated the requirements of being in a
dog control area are dogs that are 6 months old or older must be licensed each calendar year. Also, there
is a leash law in these areas. If dogs run loose, the owners can be cited for this violation. Aggressive dogs
are not permitted in the entire county. He stated that he would have better grounds for citing reoccurring
offenders. Commissioner Carter moved to close the public comment portion of the hearing,
Commissioner Allison seconded and the motion passed unanimously. For discussion purposes,
Commissioner Allison moved to adopt the ordinance but amend the boundary as follows:
Begin at the intersection of Beverly-Burke Rd SW and HWY 243 in S 84 T i6 N R 23E. Follow
Beverly-Burke Rd SW Northerly to its intersection with the North line of SAID Section 84. Then
follow the North section lines of Sections g4 and S5 (T i6 N, R 2g E) approximately 1 i/z miles to
the North quarter corner of S 35 T 16 N R 2g E. Then follow the East-West center section lines of
S 35 T i6 N R 2g E and S 2 T 15 N R 2g E approximately 2 miles to the South quarter corner of S 2
T 15N R 23E. Then follow the South section line of Section 2(T i5 N, R 2g E) approximately i/2
mile to the Southwest corner of section 2(T �5 N, R 2g E). Follow the West section line of section
z north to its intersection with Lower Crab Creele. Then follow Lower Crab Creek West to the
Columbia River. Follow the Columbia River Northerly to the Intersection (nearly to) of Beverly
Burke Rd SW and HWY 248; the place of beginning.
Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned.
MISCELLANEOUS ITEMS
The Commissioners approved and signed a special occasion license application for the Columbia Basin
Rodeo Association, 3953 ��'ay Dr NE, Moses Lalee, WA 988g�, from the Washington State Liquor
Control Board.
As there was no further business to come before the Board the session was continued until September 9,
2008.

CLOSED RECORD PUSLIC HEARING, AL BUCKINGHAM ADMINISTRATIVE APPEAL FOR
A DOCK ON BILLY CLAP LAKE
The Commissioners held a Closed Record Public Hearing in regards to an Appeal filed by Mr. Jacle Patrick
on behalf of A1 Bucicingham for (i) the replacement/expansion of an existing foundation (bulkhead), (2)
the replacement/modification of two decics, and (3) the replacement/modification of a roof over the upper
deck. As proposed, this project would be undertaken in part on lands covered by approx. �6 ft. further out
into Billy Clapp Lake beyond the Ordinary High Water Marlc than the existing bulkhead. The site address
is 2488o Long Lalce Shores Dr NE, Stratford, WA. I� is lcnown as Lot � of Long Lake Shores, Ine. It is
located at the SW end of Billy Clapp Lake, and is in the NW quarter of S 36, T 2g N, R 28 E, W M. The
subject area is operated under a lease from the WA State dept. of Natural Resources, and is a portion of
parcel no. i�-14o3-000. Commissioner Stevens discussed the notice of denial that was sent out from the
Planning Department and how the proponent did not believe that it correctly state the appeal process.
The Board decided to allow Mr. Bucicingham a chance to appeal as he did not understand that he had a 14
day timeframe in which to appeal. Ricic Rettig, Associate Planner read the Staff Analysis and
Recommendation. A1 Buckingham stated that he is not disputing the Grant County Shoreline Master
Program, but that he knows that there have been some exemptions granted. He read from his project
proposal which stated that his neighbor was granted an exception which moved his bulkhead out 45 feet.
Discussion ensued. Commissioner Stevens asked of staff if Mr. Canfield was granted an exception. Staff
stated that it was a JARPA Exemption application and that yes, it was granted. Commissioner Allison
moved to take this information under advisement and the Board will issue a decision within io days.
Commissioner Stevens seconded and the motion passed with 2 Commissioners in attendance. The
hearing adjourned.
CLOSED RECORD PUBLI CHEARING, JOSEPH AND JOAN VAN STEENKIST
REASONABLE USE EXCEPTION
The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception
application from Joseph and Joan Van Steenkist to allow the development of a single-family dwelling on a
3•75 acre parcel in the Rural Residential i Zone. The existing parcel does not meet the 5 acre minimum
lot size requirements of the RR1 zone. The property is located near the intersection of Rd 14 NW and Rd
C.4 in the NW quarter of the NE quarter of S 28, T 21 N, R 26 E, W M(Parcel no. i6-o88i-000).
Commissioner Allison moved to uphold the Planning Commission recommendation and approve the
application as presented, recognizing the 2 Conditions of Approval and 6 Findings of Fact. Commissioner
Stevens seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

Contract and Agreement between Grant County and James W. Potts for Legislative professional
services.
2009-2010 Contract for Personal Services (Land Use Hearing Examiner) between Grant County
and Andrew L. Kotticamp to hear and act as authorized by the BOCC in conducting hearings
related to the County land use regulatory laws pursuant to Grant County Ordinance/Resolution
No. oi-i�-CC and as amended or successor ordinance.
ASSESSORS OFFICE:
Request for out of state travel for Megan Smith to attend the 231•a Annual Northwest GIS User
Group Conference on October 20 — 24 in Sun Valley, Idaho.
Geographic Information Interlocal Agreement between Grant County and Grant County Fire
Protection District No. 5 for shared Geographical Information System (GIS) services.
G.RANT COUNT'YDEVELOPMENTAL DISABILITIES
Contract Amendment No. o�6g-i891i-o3, amending the Day Program (Supported employment,
Community Access and Person to Person) between Grant County, Grant County Development
Disabilities and State of Washington Department of Social and Health Services to move unused
money out of our contract to meet wait list needs in other areas of the state.
CLOSED RECORD PUBLIC HEARING, LISA LADANYI GRATE PRELIMINARY
SUBDIVISION
The Commissioners held a Closed Record Public Hearing regarding an application from Lisa Ladanyi
Grate for a preliminary subdivision of a �.46 acre parcel into ii residential lots in the Urban Residential i
Zoning District. Proposed lots vary in size from o.5o acres to 0.85 acres. The location is a portion of Lot
g, Thoinas Short Plat, which is a portion of the SW quarter of the NW quarter of S 17, T i9 N, R 28 E, W M
(Parcel no. 3i-2�i�-ooi). Commissioner Carter moved to uphold the Planning Commission
recommendation and approve the application as presented, recognizing the 6 Conditions of Approval and
io Findings of Fact. Commissioner Stevens seconded and the motion passed with 2 Commissioners in
attendance. The hearing adjourned. (Resolution No. 08-o78-CC)
MISCELLANEOUS ITEMS
The Commissioners approved and signed Resolution No. 08-o��-CC in the matter of the declaration
of a radiological emergency. This was part of the Columbia Generation Station (Nuclear Power Plat)
Emergency Exercise.

1VIISCELLANEOUS ITEMS
The Commissioners approved and signed a recommendation from the Human Resources Director for
Grant Mental Healthcare to hire Lisa Voss as their Outstation Assistant and set the starting wage. The
Commissioners signed the Personnel Action Request (PAR) for Ms. Voss.
Personnel Action Request for the salary, wage, and/or position changes for Melissa McKnight, Public
Records Officer.
The Chair of the Board was authorized to sign the Samuel Dees (Samuel Dees Short Plat) Final Plat
Submission and Review, File #o8-5ii�-ol.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing
officer as required by RCW 42.24.080, and those ex�ense reimbursement claims certified by the auditing
officer as required by RCW 42.24.090, in the amount of $54i,378.63 as recorded on a listing and made
available to the Board.
As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant
County Health District: Payroll Vouchers No. i— 4, and General Fund Vouchers No. 5— 55, in the amount of
$i82,490.76, as recorded on a listing and made available to the Board.
The Commissioners signed the Public Works Claims Fund Voucher Approval No. 09-1 through No. o9-i61 in
the total amount of $2,8g2,9o8.09, as recorded on a listing and made available to the Board.
