The Grant County Commissioners session began at 8:30 a.m. with Commissioner Carter and Swartz
In attendance. Commissioner Stevens was out and excused.

9:00 a.m.—9:20 a,m, J Strickler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Swartz, seconded by Commissioner Carter, to approve items 1
through 8, 10 and 11 on the ASC Agenda as presented. Item 9 did not arrive for signature. The motion
passed with 2 Commissioners in attendance.
1. Possible vouchers for Interfund Communications, insurance, legal services, grant administration,
etc. (Approved)
2. Grant County,Washington, Policy Number 700, Hours and Attendance. Effective date is June 30,
2015, (Approved)
3. Grant County, Washington, Policy Number 800, Leave& Halidays. Effective date is June 30,
2015. (Approved)
4. Grant County, Washington, Policy Number 900, Benefits. Effective date is June 30, 2015.

5. Grant County, Washington, Policy Number 1000, Leaving Grant County(Separations). Effective
date is June 30, 2015. (Approved)
6. Request for release of remaining funds on Strategic Infrastructure Project(SIP)#2014-02,
Airport District#1 (Desert Aire), Widening of Airport Runway, in the amount of$150,616.14 to
the District as well as the 2.5%Administrative Fee in the amount of$3,765.40 to the Grant
County Economic Development Council. (Approved)
7. Addendum #2 Re: Contract/Agreement Extension to the Vendor Agreement between Grant
County, by and between Grant Integrated Services' Developmental Disabilities and En Trust,
signed on September 24, 2014. The Addendurn extends the duration of the Agreement from
June 30, 2015 to July 31, 2015. (Approved)
8. Addendum #2 Re: Contract/Agreement Exfiension to the Vendor Agreement between Grant
County, by and between Grant Integrated Services' Developmental Disabilities and Moses Lal<e
Community Health, signed on September 24, 2014. The Addendum extends the duration of the

10:30 a.m.— 10:45 a.m. Citizen Public Comment Period �
Patrick and Jeri Amstutz came to discuss the gravel pit located soul;h of Ephrata. Mr. Amstutz
stated his understanding is that it is agriculture grounds but states it's not being used in that
capacity. It is being used by Tommer Construction as a gravel pit.
He read into the record from a letter from 2014 where they oppose Mr.Tommer's request to �
rezone the property(see attached). Mr. Amstutz says there is constant noise 24 hours a day,
He believes they have a limited use permit and says it states there will be a green belt between
them and the houses but there is not.
Damien Hooper, Planning Director, discussed their Conditional Use Permit saying he will have to
look into the specifics of it.
Mr. Hooper asl<ed if anyone has talked to Nick Tommer about their issues. The Amstutz said yes
they have but they are not getting correct information from him.
The Commissioners and Mr. Hooper will look into this and get bad<to Mr.Amstutz.

Construction of Moses Lal<e, WA for the bid amount of$389,082.90, (Approved)
2. Local Agency Agreement between Grant County and Washington State Department of
Transportation for the Adams Road NW Overlay 2015 project. (Approved)

FACILITIES AND MAINTENANCE
10. After receiving no responses from the MRSC Rosters to furnish and install a suspended ceiling
tile in the new Commissioners Office and Hearing room,the manager contacted local companies
� for bids. The only response received was from Dani'Z Building Concepts LLC. He recommends
� awarding the Request for Bids RFB to Dani'Z Building Concepts LLC in the amount of$12,463.42.

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$719,476.67, as recorded on a listing
and made available to the Board.
