The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, legal services,grant administration, etc. (Approved) 2. Contract between Grant County, by and through the Fairgrounds, and Stetner Electric, Inc. for � electrical services in the Fairgrounds' Commercial Building HVAC system. The contract term is from date of signature to June 30, 2015 in the amount of$56,670.83. (Approved) ' 3. Authorization for Release of grant funds on Strategic Infrastructure Project#2013-08, Coulee Area Park& Recreation District, Community Wellness and Aquatic Center(Phase II), in the form of a 25,000 grant as well.as the 2.5%Administrative Fee for the Grant County Economic Development Council in the amount of$625.00. (Approved) 4. Contract Amendment#13MHBG1567(6), Mental Health Services Program: Mental Health Block Grant between Spokane County, by and between Spokane County Regional Support Network, a Division of Spokane County Community Services, Housing, and Community Development Department, and Grant County, by and through Grant Integrated Services. Resolution No. 15-043-CC Initiating County Road Project Designated as CRP No. 15-17 for the Road 7-SE project from MP 0.500 to MP .710 for a total cost of$5,584.75. This project will grade, drain, surface (BST Class A)to a finished width of 24 ft. This project is 0.21 miles long and is a cost share project. (A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve this resolution as presented. The motion passed with 2 Commissioners in attendance.) 1:30 p.m.—1;40 p.m. Bid Opening, Alternate Daily Cover Materials 2015 The following bids were received: 1. LSC Environmental Products LLC $67,694.22 2, Emerald Seed and Supply $78,145.50 3. Landfill Solutions $80,708,20 A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to turn the bids over to Public Works for their review and recommendation.The motion passed with 2 Commissioners in attendance. 2:00 p.m.—2:20 p.m, Open Record Public Hearing, Ordinance Amending Ch, 10.38.030 of the Grant County Code titled "Use of Compression Brakes Prohibited" � The Commissioners held an Open Record Public Hearing to consider an ordinance that would amend Chapter 10.38.030 of the Grant County titled "Use of Compression Brakes Prohibited", This amendment would include the following areas: • That portion of State Route 17 from milepost 76.45 to milepost 78.70. The approximate vicinity is from Soap Lal<e City Limits to the North end of Soap Lake. Jeff Tincher, Public Works Director, discussed the ordinance amendment. Jane Chambers from Soap Lake stated campression brakes are a problem in the area and is in favor of the amended ordinance. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner , Stevens seconded and the motion passed with 2 Commissioners in attendance. Budget extension request in the amount of$44,000.00 to pay the Tail Insurance for the Ephrata Medical Center, who performed medical services at the Jail/Work Release facility and Juvenile Court and Youth Services. (Approved,the public hearing was set for July 6, 2015 at 4:30 p.m.) EMERGENCY MANAGEMENT 8. Request to purchase 3- UltraRadiac-Plus Personal Radiation Monitors from Canberra Industries, Inc. in the amount of$2,945.00 using Washington State Military Department grant funds from contract E15-001 Amendment A.
