The Grant County Commissioners session was called to order at 9:0o a.m. with all the Cornmissioners in
attendance with the Clerlc of the Board.

COMMISSIONERS WORK SESSION
The Commissioners approved the Jury+ Jury Management System Software License Agreement; and
Software Maintenance Agreement between Grant County, Jury Systems Inc., Grant County Clerlc, and
Grant County.
The Commissioners approved the Budget Extension request from the Fairgrounds in the amount of
$40,000.0o to complete their ADA Improvement Projects (Handicap Ramps at the Rodeo Grounds and
Pavilion). Hearing is set for February i9, 2008 at g:3o a.m.
D POHLE PUBLIC WORKS UPDATE
The Comrnissioners signed the Authorization to Call for Bids for the Ephrata Landfill Drurn Removal
project and set the bid opening date for February 26, 2008 at 1:3o p.m.
The Commissioners signed the Authorization to Call for Bids for 2008 Fuel Purchases and set the bid
opening date for February i2, 2008 at i:45 p.�n.
The Commissioners approved the Public Works Organizational Chart.
The Commissioners signed and approved the reimbursable worlc request for the City of Electric City.
The Commissioners signed and approved the contract to Hurst Construction for Bridge #228, Rd. 4-SE,
(CRP o4-15.)
OPEN RECORD PUSLIC HEARING WARDEN WATER RECLAMATIOliT Ft�CILITY
FRANCHISE APPLICATION
The Commissioners held an Open Record Public Hearing regarding a Franchise application from the City
of Warden to construct, operate and maintain 50o feet of dual transmission main carrying wastewater, as
required. This would be within the ROW of Rd V-S�, north of County Rd 8 SE. The Director stated that
Public Worlcs does recommend this franchise.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Allison
seconded and the motion passed unanimously. Commissioner Allison moved to approve the application
as presented and signed the order granting franchise. Commissioner Carter seconded and the motion
passed unanimously. The hearing adjourned.

2008 Marlceting/Development Contract between Grant County and Burlce Marlceting &
Promotion to assist Grant County with the development and implementation of the Grant County
Tourism Coinmission's tourism promotion plan. Contract is to be in full force and effect from
January i, 2008 through December 3i, 2008.
Resolution setting the Prosecuting Attorney's salary for 2008. (Resolution 1Vo. 08-oo6-CC)
FAIRGRO UNDS
Contract for Security Services between Grant County and Phoenix Protective Corp/PPC Solutions,
Inc, to provide security services for the Grant County Fairgrounds.
DEPARTMENT OF COMMUNITYD�VELOPMENT — PL�INNIlOTG DIVISION
Contract No. Co8-632oo-4i4 between Grant County and the WA State Department of
Community, Trade and Economic Development Local Government Division, Growth
Management Services in the amount of $125,000.0o to help Grant County streamline its Unified
Development Code to align it more closely with the unique needs of Grant County. In addition,
the County and City of Ephrata will seelc to establish joint developmen� regulations for its UGA.
Resolution relating to Comprehensive Planning in Grant County in accordance with the
Washington State Growth Management Act (RCW 36.�o A) and amending the 2006
Comprehensive Plan. (Resolution No. 08-oo5-CC)

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.ogo, in the amount of $i,�54,789•52 as recorded on a listing
and made available to the Board.
The Commissioners approved the recommendation from HR Director for the salary, wage, and/or
position changes as for Peggy Fitch, Fairgrounds.
The Commissioners approved the recommendation from HR Director for the salary, wage, and/or
position changes as for Patty Cannon, PA office.
The Commissioners approved the request from District Court for a budget extension in the amount of
$80o to receive grant money from Washington Traffic Safety Commission for a new drug court. Hearing
is set for February i9, 2008 at 9:3o a.m.
The Commissioners approved the Professional Services Agreement for legal representation of indigent
individuals in the juvenile division of Grant County Superior Court between Grant County and Brian
Anderson.
The Chair of the Board was authorized to sign the Louis Raap (Raap Short Plat) Final Plat Submission and
Review, File #o7-4g5o; and the Deborah Umbarger and Linda Ray (Two Sisters Plat) Final Plat
Submission and Review, File #0�-4���-02.
The Chair of the Board was authorized to sign the State of Washington County Road Administration
Board Certification of the 2008 Road Levy and Estimated Revenue Produced (WAC 136-i50-o21)
document.
