COMMISSIONERS WORK SESSI019T The Commissioners approved the budget extension request from Emergency Management in the amount of $8,319.�o to purchase a phone system for their temporary office location at the Fairgrounds and set the hearing for March 3, 2008 at 2:0o pm. Page 2 of 6 COMMISSIONERS' MINUTES The Commissioners signed the 2008 HGAP Letter of Interest and a 2008 Spring Application for Funding between Grant County, the North Columbia Community Action Council, and Che Department of Community, Trade, and Economic Development for funding available through the Homeless Grant Assistance Program. The Commissioners signed the License Agreement and Interlocal Agreement No. 150-2505 between the Grant County Sheriff's Office and the Grant County Public Utility District No. 2 to allow Grant County access to ce��tain PUD property as part of the County's research into the potential of a wireless networlc. CLOSED RECORD PUBLIC HEARING, SANDY MOONEY MINOR ZONE CHANGE The Commissioners held a Closed Record Public Hearing regarding a Minor Zone Change application from Sandy Mooney to change one i.92-acre parcel from Urban Residential3 to Urban Residential2, in order to achieve consistency between the zoning designation and the Comprehensive Plan Land-Use Designation. The parcel is located just south of Valley Rd NE, in the NW quarter of S 16, T i9 N, R 28 E, W M(Parcel no. i�-o643-oi8). Commissioner Carter moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the io Findings of Fact. Commissioner Allison seconded and the motion passed unanimously. The hearing adjourned. (Ordinance No. 08-oo7-CC). As there was no further business to come before the Board the session was continued until February 5, 2008. CONSENT AGENDA Commissioner Allison moved to approve the Consent Agenda, Commissioner Stevens seconded and the motion passed unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Revised Policy Memo 05-02 increasing the Mileage Reimbursement Rate from .45 cents per mile to .5o cents per mile, effective February i, 2008. SHERIFF'S OFFICE Out of state travel request for Corporal Ricic LaGrave to attend the "National Conference on Highway Safety Priorities" in Portland, OR April i3-15, 2008. HUMAN RESO URCES Recommendation for Grant Mental Healthcare to hire Judy Miller as a Therapist in the Grand Coulee office and set the starting rate of pay. Recommendation to approve the initiation of the County sicic leave donation policy for a Sheriff's department employee, Recipient o8-oi, who suffers from an illness which is extraordinary in nature. Personnel Action Request to approve the salary, wage, and/or position changes for Reagan K. Smith, Human Resources Director. Page 5 of 6 COMMISSIONERS' MINUTES ASSESSOR'S OFFICE Resolution No. 2008-008 CC setting the Grant County Levies for 2008 property taxes. Resolution setting the assessment rate for the Hillcrest Lighting District and the Turnlcey Lighting District. AS THERE WERE NO CHANGES TO THE ASSESSMENT RATE, NO RESOLUTION WAS DONE. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $185,i91.52, and $248,�20.02, as recorded on a listing and made available to the Board. Page 6 of 6 COMMISSIONERS' MINUTES The Commissioners presented EKA Chemicals, Inc. and REC Silicon with a certificate of appreciation in recognition of Outstanding Participation and Contributions in 200� for the Moses Lalee Emergency Planning Committee. The Commissioners approved a request for out of state travel for Dave Nelson to travel to Denver on March i6-2o, 200� for a Certified Fire and Explosion training.
