OPEN RECORD PUBLIC HEARING, CORONER, FAIRGROUNDS, AND DISTRICT COURT BUDGET EXTENSIONS The Commissioners held an Open Record Public Hearing regarding the following budget extension requests: Coroner's Office Fund #ooi, Department #i2o in the amount of $2,500.0o to purchase small tools Fairgrounds Fund #i26, Department #168 in the amount of $40,000.0o for ADA Improvements to the Fairgrounds Park District Court Fund #ooi, Department #io2 in the amount of $800.0o for a grant received from the Washington Traffic Safety Commission to start a new drug court For the record, the Clerk of the Board noted that a budget extension had been advertised for the Sheriffs Office in the amount of $26,544•0o to purchase a vault toilet for the Moses Lalee Sand Dunes. It was determined by the Chief Accountant that this was not necessary. This item can be purchased from the Capital Outlay account, using REET funds. Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Allison moved to adopt the budget extensions as presented, Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution o8-ii-CC) D NELSON, COMMUNITY DEVELOPMENT UPDATE The Commissioners approved the request for establishing a Hearing Examiner Pro-Tem. With the reeommendation of Andy Kottkamp of the Law firm of Kotticamp & Yedinalc, Andy Kottkamp has recommended his partner Nick Yedinak. Nicic Yedinak will perform the services of this role under the current contract. D POHLE, PUBLIC WORICS UPDATE The Commissioners signed a Resolution to Initiate a County Road Project designated as CRP No. o8-ig for Rd R-NE and Br #x6o &#i6i (Resolution No. o8-oio CC). The Commissioners signed a Resolution and a Quit Claim Deed in the matter of Conveying all rights, title and interest of certain county-owned property to the United States Bureau of Reclamation of the Department of the Interior located in a portion of S r/2 NE i/n SW 1/a, 524, Ti5 N, R z4 E, WM (Resolution No. 08-009 CC). The Commissioners signed a contract between Grant County and North Central Washington Fence for project ER & R 2oo8-oi. The Commissioners signed a contract between Grant County and Mid Mountain Machinery, Inc. for project ER & R 2008-01. COMMISSIONERS' MINUTES Page 3 The Comrnissioners signed a contract between Grant County and Discovery Ford for project ER & R 2oo8-oi. The Commissioners signed the Authorization to Call for Bids for Equipment Contract 2oo8-i1(one i.25 CY Backhoe w/extend-a-hoe (District 2)). The bid opening was set for March i1, 2008 at i:45 pm. The Commissioners approved the recommendation of the Public Worlcs Director to award the 2008 Fuel Purchases Contract(Items i, 3, 5 and 6) to Cenex Harvest Sales, Inc., Moses Lalee; and for Items 2, 4, and � to Cenex Harvest Sales, Inc., Quincy as presented on the bids. CONSENT AGENDA Commissioner Carter moved to approve the Consent Agenda, Commissioner Allison seconded and the motion passed with all Commissioners in attendance, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers HUMAN RESO URCES Recommendation to initiate the Sick Leave Donation Policy for an employee of the Sheriff's Office (Recipient No. 08-02). PROSECUTINGATTORNEY'�S OFFICE Sparks Short Plat Quit Claim Deed to the Cily of Moses Lake, property located in a portion of S g1, T 19 N, R 29 E, W M(Parcel nos. 3124ii000, gi241oo00, 312409000, and gi24i2000). DISTRICT CO URT Request to approve leave without pay slips for g employees. COMMISSIONERS WORK SESSION The Commissioners approved a request from the Prosecuting Attorney's Office to purchase a laptop computer in the amount of $i,800.00 The Commissioners denied a request from District Court for a budget extension in the amount of $900,00 to cover the increase cost in Professional Services expenses. The Board requested them to use existing funds and if needed approach them for a budget extension later on in the year. The Commissioners approved a request from the Sheriff's Office for a budget extension in the amount of $2,450.0o to purchase a radar unit for the Motor Traffic Unit using reimbursable grant funds from the WA Traffic Safety Cornmission. The hearing was set for March i�, 2008 at 1:go pm. The Commissioners approved and signed an Inter-Local Cooperative Agreement between Grant County and the City of Moses Lake for Parcel Nos. 19-0450-00o and 19-0462-004 owned by REC Silicon to be annexed into the City's Urban Growth Area.
