The Grant Couniy Commissioners session was called to order at 9:0o a.m. with all Commissioners in
attendance with the Clerk of the Board.
COMMISSIONERS WORK SESSION
The Commissioners approved the request for budget extension request from the Sheriffs Office in the
amount of $2,544•0o to purchase a Motor Traffic Unit Radar using grant funds from the Washington
Traffic Safety Comxnission. Hearing is set for Apri18, 2008 t ii:go a.m.
OPEN RECORD PUBLIC HEARING �HERIFF'S OFFICE BUDGET EXTEN�ION
The Commissioners held an open record public hearing regarding SherifPs Office Budget Extension in the
amount of $2,450.00, to purchase a Motor Traffic Unit Radar using funds from a Washington Traffic
Safety Commission Grant. Commissioner Cindy Carter moved to close public comment. Commissioner
LeRoy Allison seconded the motion. The motion passed unanimously. Commissioner LeRoy Allison
moved to approve `Sheriff's Budget Extension request' in the amount of $2,450.00, to purchase a Motor
Traffic Unit Radar using funds from a Washington Traffic Safety Commission Grant. Commissioner
Cindy Carter seconded the motion. Motion carried. (Resolution No. o8-oi6-CC).
MISCELLANEOUS ITEMS
The Commissioners signed and approved the Funding Application (Lead Agency Application) for an
Emergency Shelter Grants Program between Grant County, the North Columbia Community Action
Council, and the State of Washington Department of Community, Trade and Economic Development for
funding under the U.S. Department of Housing and Urban Development's (HUD) Emergency Shelter
Grants (ESG) Program.

The following items were on the agenda: Bid Opening Herbicide Materials 2008; Award Recommendation
Letter: Rowand Machinery Co/Backhoe & Used Backhoe Sold to Town of Wilson Creek and Execution of
Contracts: 8,000 lb fork lift.
The Commissioners signed and approved the contract between Grant County and Pape' Material
Handling for Equipment Contract 2oo8-io.
The Commissioners approved the recommendation of the director to award the purchase of one 1.25 CY
Backhoe to Rowand Machinery Co. in the amount of $86,885.84; and approved the recommendation to
accept the highest trade-in offer for Gradall G66oC Excavator for $1o,i5o.00 including sales tax.
BID OPENING, HERBICIDE MATERIALS 2008
The following bid was received:
• Jerry Ellis/Helena Chemical in the amount of $288,�86.45
A motion was made by Commissioner Allison, seconded by Commissioner Stevens, to turn over the bids
to Public Works for review and recommendation. The motion passed unanimously with 2 Commissioners
in attendance.

Commissioner Allison moved to approve the Consent Agenda, Commissioner Carter seconded and the
motion passed with all Commissioners in attendance, as presented below:

Assumption License application from Sunworks at Crescent Bar, 8995 Crescent Bar Rd NW, Ste A
& B, Quincy, WA 98848, from the Washington State Liquor Control Board.
Recommendations to appoint Robert J. Schrom, Royal City, to the Housing Authority of Grant
County; and Larry Williamson, Quincy, to the Board of Equalization.
Funding Application (Lead Agency Application) was moved to Monday's Commissioner Worlc
Session and signed March 1�, 2008.
HUMAN RESO URCES
Recommendation to promote Beclry Morris to the newly created Human Resources Specialist
position at Band 9 of the County's Compensation Plan.
GRAN7' MENTAL HEALTHCAR�
Contract Amendment for Emergency Domestic Violence Shelter and Advocacy Services
(Contract No. 0�63-19038, Amendment No. 02) between Grant County New hope Domestic
Violence/Sexual Assault Services and the State of Washington Department of Social and Health
Services. An increase of $i,85o.0o has been given for training and travel which will allow several
on-site visits and reviews of existing domestic violence shelters or those under current
construction.
Out of state travel request for Susan Wolf to attend a Society for Human Resource Management
Conference in Chicago, IL from June 2i - 26 2008.
SHERIFF'S OFFICE
Out of state travel request for Scott Granger and Jason Mitchell to attend the ATV Safety Institute
in Colton, CA from March gi — Apri14, 2008.
